[Nomic02] Ratified: repealing automatic expuslion

The following proposal has been agreed unanimously; explicitly by
jwalrus if and only if he is a player, and implicitly by all other
players. It will come into effect removing Rule 11 as from the
beginning of April and adding Rule 162, in one hour from the timestamp
of this message.

  Alter the state of the game to be as if Rule 11 had been removed at
  01 Apr 00:00:00 -0000.

  Any player with three or more demerits may be removed entirely from
  the state of the game by sectional consent of all other players.
