[Nomic02] Pending proposals: Psmith's votes, and a revised proposal

The following rule proposals have been ratified, having received an
explicit "aye" from all players but myself.  They go into effect one hour
from the timestamp of this message.

   The mailing list at nomic02@wurb.com will be considered a part of the
   game, and will be refered to as The List. To "post" something is to
   send it to the list.

   Any player who does not post for a week (that
   is, a seven-day period of non-posting following their latest post,
   counted from the time of day the last post was made) will incur one
   demerit. Further week-long delays, counted from the latest invocation
   of this rule, will each incur one additional demerit.

   Two rooms may be declared "connected" to each other by unanimous
   consent.  Connections between rooms are part of the state of the game.
 
   To "move" something means to change its location on the map to a room
   connected to that location.
