I proposed this a while back, but I guess I forgot about it, since it
timed out a month ago. Since no one had voted against it, I may as well
re-propose:

Bang!-Bang! [Jota]

Token:
  Prize token and time bomb. Name: "esploding cigar". Initial location:
  Washington, DC. Initial destination: Iraq. Value: 4. Initial delay: five
  days.

Rule:
  If at any time no esploding cigar exists, the active player may summon
  one into existence as an action. Its name, location, destination, and
  value will be the same as those of the esploding cigar to have most
  recently existed. Its delay will be one day shorter than that of the the
  esploding cigar to have most recently existed. If this would result in a
  non-positive delay, the action may not be taken.
