------------------------------------------------------------------------------ GARDEN NOMIC Proposals for Voting on in Week Twelve ------------------------------------------------------------------------------ Proposal 152 - The End Of The World As We Know It [Multiple] (Kevan) 1. And I Feel Fine [Repeal] Repeal Rule II/1.3 (The World As We Know It). { As has been commented, this is all on the Cartographer's Map, these days, and we don't really need it cluttering up the Ruleset. } 2. Heavy Plant Crossing [Enactment] The Old Oak Tree shall be moved to Gnomeswood upon enactment of this Rule. This Rule will then repeal itself. 3. Within Walking Distance [Amendment] In Rule II/1.4 (Gno Place Like Gnome), replace "Each Toadstool has its own Allotment" with "Each Gnome also has an Allotment (a Private Location)", and remove the third paragraph. 4. You Are Here [Amendments] In Rule II/1.5 (The Garden Shed), replace "southwest corner of the Garden" with "southeast corner of Gnome Town". And in Rule II/1.10 (Gnome Town), replace "roughly in the centre of Gnome Town" with "in the southeast corner of the town, and the Compost Heap, which lies in the northwest". ------------------------------------------------------------------------------ Proposal 153 - Medal Polish [Amendment] (Kevan) In Rule I/4.3 (How to Win)... Remove the Hot Potato Medal. { Probably best to call it a day, there, I think. It wasn't ever very interesting. } Replace "Medals are Objects." with "Medals are Objects - they may not, however, be Given to other Gnomes." { The idea of players colluding for an easy win seems quite tiresome. } Reword the Knowledge Medal's "Gained if" criterion to: "Awarded by a Rule." { Multiple ways to earn this Medal seem a good idea. } Reword the Darling Medal's "Lost if" criterion to: "The candidate has been called "fiend" by a Gnome who has a Darling Medal (or the candidate has called another Gnome a "fiend"), in a mailing list posting." { So that you can only call someone a "fiend" and kill their Darling Medal if you've already got one yourself. Should make things a little more interesting. } Add a new Medal:- THE MISCELLANEOUS MEDAL (Bronze) Gained if : Awarded by a Rule or Proposal. Gnomes may have any number of Miscellaneous Medals. Lost if : Removed by a Rule or Proposal. { Probably handy to have this one around, as demonstrated with last Week's resort to "lumps of bronze". } Amend the Good Gardening Medal's "Lost if:" from "Another Gnome gains the Good Gardening Medal." to "Another Gnome has more Plants in eir Garden than the candidate." { So that you don't keep it if you fall to two Plants while everyone else has ten. } ------------------------------------------------------------------------------ Proposal 154 - East of Eden [Multiple] (Kevan) 1. Coventry [Amendment] To Rule I/2.1 (Proposals), add a new Proposal Type:- * Exile - To remove a Gnome from the Garden. 2. Exiling [Enactment - I/2] A Proposal of Type "Exile" must Propose to remove a single Gnome from the Garden, and nothing else - if it passes, this Gnome ceases to be a Player. Exile Proposals do not count towards a Gnome's normal Weekly Proposal limit. If the Gnome targetted by the Proposal Votes "AYE" to it, it automatically passes. If e Votes "NAY" to it, it automatically fails. If an Exile Proposal fails, its Proposer is considered to have committed a Just Plain Naughty Act. If an Active Gnome has not cast any Votes or had any Exile Proposals made for em during the past four consecutive Weeks, an Exile Proposal is automatically put forward, pursuant to that Gnome, at the next Proposal Distribution Time. This Proposal should be titled "Auto-Exile of ", and is considered to have no Proposer. ------------------------------------------------------------------------------ Proposal 155 - Up the Bar [Amendment] (Abirrond) 1)Replace the last sentence of the first paragraph of Rule I/4.3 "How   to Win", with the following:   1 Gold Medal = 3 Silver Medals = 9 Bronze Medals.  300 Groats are   considered equivalent to 1 Bronze Medal for game scoring purposes.   Should a Gnome find emself in possession of 3 Gold Medals worth   of Medals (and Groats), and more than any other Gnome, that Gnome   becomes the Winner of the current Game.  {...and this game can be   yours for the low, low price of 8100 Groats!} 2)Remove the second paragraph of this same rule. 3)Replace the last sentence of the third paragraph of the same rule   with the following:   If a medal is not specified as being cumulative, then a Gnome cannot   gain it if e already has it.  A Gnome may not receive more than one   of any specific cumulative Medal per week. {I have this terrible feeling I'm not spelling cumulative correctly.} 4)Add the following Medal to the list of medals:   THE GOOD EXAMPLE MEDAL (Bronze, Cumulative)      Gained if: A Gnome submits 3 proposals, and 3 of eir proposals are passed.      Lost if: A Gnome submits 3 proposals and 3 of eir proposals are NOT passed. 5)Revise individual Medal descriptions as follows:   THE DISTINGUISHED SERVICE MEDAL (Silver, Cumulative)   THE INGENUITY MEDAL (Silver and Bronze, Cumulative)       Gained if : A Proposal (not including Emergency Proposals) made by the candidate receives no NAY Votes.  If the Candidate has no Ingenuity Medals, this Medal will be Silver.  Otherwise, it will be Bronze.       Lost if : A Proposal (not including Emergency Proposals) made by the candidate receives no AYE Votes from other Gnomes.  These medals are also lost one at a time, Bronze Medals are lost before the Silver one.   THE COMMERCE MEDAL (Bronze, Cumulative)       Gained if: The Gnome successfully completed a transaction processed thru the Gnome of Commerce (during the current Week), and volunteered the 7 Groat Transaction Fee. No Gnome is permitted, within any one game, to have more than a "Gold Medal's worth" (9, per current Rules) Commerce Medals.       Lost if: The Gnome enters into a transaction where the Gnome of Commerce finds e does not actually have the goods e intends to trade. (If the Gnome has more than one, all are lost.)   THE DARLING MEDAL (Bronze, Cumulative)   THE GIZMO MEDAL (Bronze, Cumulative)       Gained if : The Gnome candidate has constructed a set of 3 Gizmos during the course of the current Game.  The medal is awarded upon the constuction of the third, six, ninth, etc. Gizmo.       {No Lost if: condition at all.}   THE KNOWLEDGE MEDAL (Bronze, Cumulative)   THE LITERATURE MEDAL (Bronze, Cumulative)   THE MAIL-ORDER MEDAL (Bronze, Cumulative)     Gained if : The candidate posted a message to the Gnome Mistress requesting a Mail-Order Medal. When         a Gnome gains this Medal, e loses 25 Groats.   THE MEDAL MEDAL (Bronze, Cumulative)   THE PURPLE HEART (Bronze, Cumulative)   THE RECRUITMENT MEDAL (Silver, Cumulative)   THE TEN MEDAL (Bronze, Cumulative) ------------------------------------------------------------------------------ Proposal 156 - Abolish Year's End [Amendment] (Abirrond) Add the following paragraph to the end of Rule I/1.7 "Abolish Tuesdays":   The period of time between 12:00 AM, Saturday, December 19, 1998   and 12:00 AM, Monday, January 4, 1999 will be considered a "real-   life weekend" as specified above.  This paragraph will vanish at   12:00 AM, Monday, January 4, 1999 (GMT).  {I'll blow a proposal on it.  My own availability is sketchy at best. Looks like there are only 6 of us to vote on it anyway - I'll vote for this, but I won't be hibernating if it fails.} ------------------------------------------------------------------------------ Proposal 157 - It Really, Really Matters [Multiple] (Abirrond) 1) Buh Bye, now. [Amendment] Add the following bullet points to the list of things that happen "When the Game Resets" as specified in Rule I/1.8 "It Matters Who Won or Lost":   > All purchased Rods, Line and Bait vanish   > Any Gnome who was totally inactive for the duration of the Game     just ended will vanish from all Official Documents (not including     documents which are historical in nature).      {I'm specifically talking about Allotments, Toadstools, Party     Affiliation, Goblin Repopulation, etc.} 2) Its our way... [Amendment] Add the following after the last sentence of Rule I/4.1 - Players and Player States: Such a Gnome and eir possessions will vanish from all Official Documents, in a manner consistent with the Game Reset event specified in Rule I/1.8, "It Matters Who Won or Lost" concerning inactive Gnomes. ------------------------------------------------------------------------------
