(Since Cub seems to have lost the Hot Potato medal (surely at least a 'Just a Little Naughty' act), and there are no Rules dealing with such a loss. Should this Proposal fail, I would like to propose a Point of Order, assigning the medal to a gnome at random.) ------------------------------------------------------------------------------ Proposal 132 - Courage Under Fire [Amendment] (Tyrall) Add the following medals to the list of medals: The Purple Heart (Bronze) Gained by : Should the Goblins cause an injury to a Gnome (either through eir attacking Agressive Goblins or a Goblin mugging em) resulting in em falling Comatose, e shall receive the Purple Heart upon awakening. The Distinguished Service Medal (Silver) Gained by: Should a Gnome be on Border Patrol, and perform no other action (for example planting, harvesting, fishing, visiting the Owl, and so on) in any three consecutive weeks, e shall receive this medal. Lost by: If e does not Patrol the Herbaceous Border at all in a week. The Silver Star (Silver) Gained by: Attacking the Goblins when the Goblins' Stance is Agressive. Lost by: Not attacking Goblins if Agressive (except if Comatose), or Attacking whilst the Goblins' Stance is Indifferent or Peaceful. ------------------------------------------------------------------------------ Proposal 133 - School's Out! [Amendment] (Tyrall) Add this paragraph at the end of (Rule I/5.5 - We want YOU): "Should a Gnome feel e no longer require a Mentor, e may advise the Game Mistress of this, thus relieving eir Mentor of eir duties. Similarly, should a Mentor feel eir advice is no longer needed, they may resign eir post by advising the Game Mistress of this wish. A Gnome may apply for a new Mentor following eir Mentor's resignation." ------------------------------------------------------------------------------ Proposal 134 - Gnommerce [Multiple] (Abirrond) 1. The deal's off! [Amendment] Add the following bullet point to the activities which take place when there is a transition between games: - "All pending commerce transactions vanish" 2. The Gnome Street Journal [Amendment] Add the following event to the table of events in Rule I/4.2 - Weeks, Years and Events : add event - Commerce Report - 12AM Monday - Gnome of Commerce (GoC) 3. The Rotary Club a) Revise the Last Sentence of the 3rd Paragragh of Rule I/4.3 - How    to Win to read as follows:       "If a Gnome would Gain a Medal that e already has, e does not      Gain it (unless otherwise specified)." b) Add the following Medal to the list of Medals in Rule I/4.3 - How    to Win:    Commerce Medal (Bronze)     Gained if: The Gnome successfully completed a transaction                processed thru the Gnome of Commerce (during the                current Week), and volunteered the 20 groat        transaction fee.  Gnomes may accumulate multiple        Commerce Medals within the duration of any one        game, but may only be awarded one each Week.        No Gnome is permitted, within any one game,        to have more than a "Gold Medal's worth" (4, per        current Rules) Commerce Medals.     Lost if: The Gnome enters into a transaction where the Gnome      of Commerce finds 'e does not actually have the      goods 'e intends to trade. (If the Gnome has more than      one, all are lost.) c) Add the following Medal to the list of Medals in Rule I/4.3 How    to Win:    Chamber of Commerce Medal (Silver)      Gained if: A Gnome has 4 Commerce Medals      Lost if:   A Gnome has less than 4 Commerce Medals {A little whimsey here - if you get the 4 bronze, you really get 6. Games will have to be much longer and more interesting before this matters much - but I wanted to introduce a cumulative medal/s. I know this will be much abused for a game or two.  Gnomes bartering groats - really.  We will have to legislate it back to normalcy.  I have a Mantra for the Garden Gnomic: Nothing really matters till Game 5.} 4. The Gnome of Commerce [Enactment] Insert the following rule into Rule I/5 at an appropriate location: The Gnome of Commerce (GoC) is an Office with a weekly salary of 4 groats. The GoC is a clearing house for gnome Commerce.  When both parts of of a Commerce Request are received, The GoC will ensure (via commuication with the appropriate officers) that both Commercing Gnomes have the required objects with which to consumate the transaction.  Upon that determination, the GoC will inform the parties if the transaction is permissable, at which time it is consummated. (Otherwise, the GoC will inform the Commercing Gnomes that their Commerce Requests did not match up, or that one of them does not in fact have the "stuff" they seek to trade away.) The GoC will also provide a Commerce Report detailing each week's commerce. 5. Gnommerce [Enactment] Insert the following into Rule II/5 at an appropriate location: Gnomes wishing to engage in any transaction in a manner not otherwise prescibed by the rules may engage in Commerce.  Gnomes will engage in negotiations via private email, altho postings to the mailing list along the lines of "Who wants a Dandelion for 4 groats?" or "Gizmo for sale - 40 Groats Asking" are not inappropriate.  Both Gnomes will independantly send Private EMail to the Gnome of Commerce (GoC) with the subject header of GN: Commerce Request.  These spartan mailings will describe what the gnome understood e was offerring, to whom, and what they understood it to be in exchange for.  Upon receiving both requests, the GoC will respond pursuant to the Rule defining eir office, and if the commerce is approved, the transaction takes place. Gnomes are free to enact commerce involving all items other than the following: Plants still in Allotments, Harvested Weeds, The Booby Prize Medal, or any amount of groats in excess of 50. If it is determined that a Gnome has entered into a transaction, but is not in possession of eir offered stuff, said gnome has been caught being Just Plain Naughty. {Yow.  I have a terrible feeling that there are holes in this one. But such is the legislative process.  Its a start at least. If we burn a game closing those holes - thats ok with me, I guess.} ------------------------------------------------------------------------------ Proposal 135 - Physicality vs. Relativity [Multiple] (Abirrond) 1) By any other name [Amendment] Replace all occurences of "Construct Administrator" within the Ruleset with "Gnome of Inventory".  Replace any usages of the abbreviation "CA" with "GoI", where appropriate.  2) But here's the trick, see...? [Amendment] Amend Rule II/3.4 - Physicality: After the first paragraph, insert this paragraph: Gnomes have a special relationship with their toadstools, and with the things they own.  Anything in thier toadstool is as good as in their pocket, wherever they are.  But Gnomes are unable to put objects into their toadstool unless they are physically there to do it, or the Rules specify otherwise.  Thus - A Gnome may instantly access anything said gnome owns.  {Technical details: Your Toadstool has the power required to beam something from "here" to "there".  You don't.} ----------------------------------------------------------------------------- Proposal 136 - Good Proposals, Bad Proposals [Multiple] (Kevan) In Rule I/2.8 (Proposal of the Week), replace "At the end of the week, if any single..." with "At the end of the week, each Gnome who nominated a Proposal of the Week receives one Groat. If any single..." { As it stands, there's little incentive to nominate a Proposal of the Week. Pure altruism, of course [nods to Abirrond], but I think a reward for nomination would serve as both a pat on the back to those that do, and a carrot to those that otherwise wouldn't bother. } In Rule I/4.3 (How to Win), reword the Ingenuity Medal's loss condition to "A Proposal (not including Emergency Proposals) made by the candidate receives no AYE Votes from other Gnomes." { Since Gnomes will usually Vote AYE to their own Proposals, the "losing the Medal for a 'bad' Proposal" condition can only really be measured if we ignore the candidate's own Vote. } ----------------------------------------------------------------------------- Proposal 137 - Physicality Workout [Multiple] (Kevan) 1. I, Object [Amendments] Amend Rule II/3.4 (Physicality) to read:- Certain things in the Garden are referred to as Objects. A Gnome may give any Object e is carrying to another Gnome, provided that they share a Minor Location, by announcing this fact to the mailing list. Upon this announcement, the Object is immediately removed from the giving Gnome's possession and awarded to the recipient. { Comments : Er, that's it. I've taken out all the extraneous bits about "objects can only be manipulated in ways defined by the ruleset", and the stuff about creating and destroying Objects, which doesn't *really* affect the game, as far as I can see. Perhaps controversially I've ditched the taking and dropping of Objects; this seems a good idea since there's no real way to keep track of dropped Objects (with the single exception of dropping Harvested Plants back into your Allotment, which seems a trifle absurd), and it'd get too fiddly if the Cartographer had to draw tiny things on the Map all the time. The rest of this Proposal amends other references to Objects, along much the same lines. } Amend the last paragraph of Rule I/4.3 (How to Win) to read:- Medals are Objects. Remove the last paragraph of Rule II/2.1 (The Fairies) - "Fairies are animate objects..." Amend the last paragraph of Rule II/3.1 (The Root of All Evil) to read:- Groats are Objects. The Invisible Courier Pixies permit Gnomes to give Groats to any other Gnome, irrespective of their Locations. When any Gnome gives Groats to another Gnome, those Groats are not immediately received, but must wait until the Week-End. { Deleting the bit about creating and destroying, and adding an exception which permits Gnomes to chuck money about at whim, encouraging them to reward each other for things. The Week-End bonus is to avoid too much midweek confusion over Groat balances, since there's no real-time record of such things. } 2. Dealing with Plants [Amendments] In Rule II/4.1 (Vegetable Rights and Peace), replace the paragraph beginning "Plants are objects..." with:- Plants and Seeds are both Objects. Also replace "When a new Seed is purchased and planted, that Plant starts with a Growth Rating of zero." with "When a Seed is planted, it becomes a Plant of the same type, with a Growth Rating of zero." Reword Rule I/5.7 (Allotment Allotter) to:- The Office of Allotment Allotter has a Weekly Salary of three Groats. The Gnome who holds this Office is responsible for maintaining a Web page listing the contents of all Gnomes' Allotments, and for distributing an "Allotment Update" each Week. At any time, a Gnome may email the Allotment Allotter with a list of Purchases (Seeds e wishes to buy from the Allotter), Plantings (Seeds e wishes to Plant in eir Allotment), and Harvestings (Plants e wishes to remove from eir Allotment). This list shall be ignored and returned to the sender with a note of explanation if:- * The Purchases total more than the Groat balance of the sender. * The Plantings include Seeds which the sender does not possess and is not Purchasing. * The Harvestings include Plants not in the sender's Garden, or Plants which are not fully-grown. * The sender would have more than ten Plants in eir Garden, once all Plantings and Harvestings had been performed. At the Allotment-Turning Time (7:00pm, Friday), the Allotment Allotter must perform the following tasks:- * Increase the Growth Ratings of all Plants by one, unless they are already fully-grown. * Add any Plants which have been Planted, and remove any which have been Harvested. * Remove the contents of all Allotments that do not contain any fully-grown Thistles, if Gnome Town has been Ransacked by Goblins this Week. * For each Allotment, roll a six-sided die and subtract one from the result. If this is less than or equal to the number of Weeds in that Allotment, another fully-grown Weed is added (unless that Allotment already has ten Plants). * Post to the mailing list an Allotment Update, detailing all Purchases, Plantings, Harvestings and Weed growths for the Week, as well as any changes in Groat balances. In Rule I/5.21 (Green Party Manifesto), remove "Weeds may be removed for free". In Rule II/4.1 (Vegetable Rights and Peace), remove "Gnomes must pay 1 Groat to Remove or Sell a Weed". {It seems a bit counter-intuitive, now, since the payment was originally intended as the cost of weedkiller. I'll propose a drawback to Weeds when I can think of an interesting one.} Remove the last paragraph of Rule II/4.1 (Vegetable Rights and Peace); "If a Gnome's allotment remains empty..." ----------------------------------------------------------------------------- Proposal 138 - The First Doctor's Regeneration [Multiple] 1. Code of Practice [Amendment] Reword Rule I/5.17 (The Gnome Physician) to:- The Gnome Physician is responsible for keeping an eye on the Health of all the Gnomes in the Garden, and for maintaining a Web page listing the current Health Levels of all Gnomes, and any Ailments they are suffering from. Eir position is an Office with a Salary of four Groats. { Comment : An upped Salary, since the workload is increased and requires quite a lot of vigilance. } At each Check-Up Time, the Gnome Physician must:- * Roll a ten-sided die for each instance of an Ailment which requires a Check-Up Roll, to see whether it clears up, worsens or whatever. If the Gnome Physician shares a Location with the sufferer, e may opt to subtract three from the rolled result (if this would make it less than one, it becomes one). * Roll a ten-sided die for any Gnome who has Eaten a Fish this Week. On a roll of ten, that Gnome catches Mad Cod Disease. * Flip a coin for each Contagious Disease each Gnome has come in contact with (i.e. shared a Location with a carrier of that Disease) since the last Check-Up Time. If heads, the Gnome catches the Disease. (If the Disease has numbered stages, the Gnome catches the *first* stage.) * Post a message to the mailing list announcing any changes in the populace's Health Levels and Ailments. 2. For All You Hypochondriacs Out There [Amendment] Reword the Rule "The Fourth Horseman" to:- The following Ailments and Diseases exist within the Garden, with effects described as appropriate. (Diseases are a type of Ailment.) COMMON COLD - a Contagious Disease Gnomes with the Flu simply sniffle and sneeze a lot. On a Check-Up Roll of 1-4, the Gnome loses eir Cold. On a Roll of 9-10, the Gnome's Cold is replaced with the Flu. FLU - a Contagious Disease Gnomes with the Flu fall two Health Levels at each Check-Up Time, and may not Walk more than once between Check-Up Times. On a Check-Up Roll of 1-3, the Gnome loses eir Flu. BLACK DEATH (I) - a non-Contagious Disease Gnomes with this Disease suffer no ill effects. On a Check-Up Roll of 1, the Gnome loses the Disease. On a Roll of 5-10, it is replaced with the Black Death (II). BLACK DEATH (II) - a Contagious Disease Gnomes with this Disease fall three Health Levels at each Check-Up Time, and may not Walk more than once between Check-Up Times. On a Check-Up Roll of 5-10, this Disease is replaced with the Black Death (III). BLACK DEATH (III) - a Contagious Disease Gnomes with this Disease are permanently Comatose. On a Check-Up Roll of 8-10, all Gnomes sharing a Grand Location with the carrier catch Black Death (I). DRUNKENNESS - an Ailment Gnomes afflicted with Drunkenness may only Walk randomly (that is, by determining all Locations they could Walk to, rolling a die emselves to select one of those Locations, and then Walking to it). In addition, if they Walk to a Location that contains any Gnomes, they must Punch one of those Gnomes as they Walk there. On a Check-Up Roll of 1-9, this Ailment is lost. MAD COD DISEASE - a non-Contagious Disease Gnomes with Mad Cod Disease must Vote "NOT SURE" to at least one third of all Proposals each Week, and may only Walk randomly (as if Drunk). COMA - an Ailment A Gnome in a Coma is permanently Comatose. On a Check-Up Roll of 1-3, and if more than two other Gnomes share a Location with the sufferer, the Coma lifts. 3. We're Drinking to Life, We're Drinking to Death [Amendment] In Rule II/3.3 (Yer me besht mate. Hic!), replace "(which may have a special effect)" with "(which gives the Gnome the Drunkenness Ailment, followed by any effects listed below)". Also replace "Instantly cures all known ills." with "Instantly cures the drinker's Ailments.", "Fatal.***" with "Puts the drinker in a Coma.", and remove the three-asterisk footnote. ------------------------------------------------------------------------------ Proposal 139 - I repent (no, I don't) [amendment] (Cub)   {Why should I keep the promise to correct my own proposals, if the person who complained voted nay anyway? But I'll do it this time. If this goes through, I'm pretty sure, game 3 will start very soon.}   In the rule named "How to Win", replace the words "four Gold Medals' worth" with "three Gold Medals' worth". ------------------------------------------------------------------------------ Proposal 140 - Revolution in Action [Multiple]   Divide et Impera [Divide] Create a new Chapter named "Polyticks" in Book I.   I can't dance [Reorder] Rule I/5.10 {Political Parties} becomes Rule 1 of the Chapter named "Polyticks". {Rule 2 left empty for enactment} Rule I/5.20 {Blue Party Manifesto} becomes Rule 3 of the Chapter named "Polyticks". Rule I/5.21 {Green Party Manifesto} becomes Rule 4 of the Chapter named "Polyticks". Rule I/5.22 {Red Party Manifesto} becomes Rule 5 of the Chapter named "Polyticks".   Rule I/5.14 {Nepotism} becomes Rule I/5.2. {That rule is important!} Rule I/5.23 {The Construct Administrator} becomes Rule I/5.14. {Compacting chapter 5}   Building the wall [Amendment] In Rule I/2.6 {Voting and Proposal Adoption} add the following paragraph: "There may exist additional criteria for a Proposal to be accepted; these are listed in a Rule named "Additional Acceptance Criteria" which must be in the same chapter as this Rule. However, repeals are always allowed, and this paragraph may always be amended."   Additional Acceptance Criteria [Enactment, Chapter I/2] I. Parties and Party Manifestos If a Proposal attempts to create or amend a Rule which includes conditional statements depending on which Party is in power, it is a Manifesto Proposal.   A Manifesto Proposal must fulfill all of the following additional conditions to be accepted: * it is no Emergency Proposal * it only attempts to amend or enact one Rule in Book I, Chapter "Polyticks", named " Party Manifesto", where is a color * if that Rule after the change would consist of statements having an effect, these must be conditional of the fact that the Party is in power * if the Manifesto Proposal attempts to amend an existing Rule named " Party Manifesto", the Proposal must receive more Party members' votes of AYE than NAY. * it does not attempt to enact a Rule named " Party Manifesto" if there already exists a Rule with that name.   A Proposal which is not a Manifesto Proposal will not be accepted if it attempts to create a Book, Chapter, Rule or Section named " Party Manifesto" or change a Book's, Chapter's, Rule's or Section's name to " Party Manifesto", where may be any color.   Public Unrest and Public Disinterest [Enactment as Rule 2 in Book I, Chapter "Polyticks"] When a Manifesto Proposal creating a new Rule in this Chapter passes, the first sentence in Rule 1 of this Chapter is changed so that it includes the Party to which the Manifesto Proposal refers.   All Gnomes who voted AYE to this Manifesto Proposal automatically join this new Party, except those who voted AYE on more than one Manifesto Proposal this week. Voting AYE on more than one Manifesto Proposal in a week is Just Plain Naughty (because of stirring revolt and chaos).   If the new Party has a Strength greater than the Strength of any of the previously existing Parties, it is safe, otherwise it dissolves due to Public Disinterest. If a previously existing Party had a Strength smaller than 1/8 of the sum of all Parties' Strengths for three consecutive weeks, it also dissolves due to Public Disinterest.   When a Party dissolves due to Public Disinterest, its members become independent, the Rule named " Party Manifesto", being the color of the Party, is repealed, and the first sentence in Rule 1 of this Chapter is changed so that it no longer includes the Party. ------------------------------------------------------------------------------ Proposal 141 - (R)etry, (A)bort, (I)gnore [Amendment]   In the Rule named "It Matters Who Won or Lost" replace "When the Game Resets:-" with "What happens when the Game Resets depends on the Reset Policy. The current Reset Policy is Radical.   I.
