The Gnome Physician [Enactment - I/5] The Gnome Physician is responsible for keeping an eye on the Health of all the Gnomes in the Garden, and for maintaining a Web page listing the current Health Levels of all Gnomes, and any Diseases contracted. Eir position is an Office with a Salary of two Groats. At the Check-Up Time, the Gnome Physician rolls a ten-sided die for each Gnome, and consults the following table:- 1 The Gnome catches the Flu if e doesn't already have it, unless it is Sunny. 2 The Gnome catches the Common Cold, unless it is Sunny. 3-7 The Gnome catches the Common Cold if it is Snowing and e has been outside since the last Check-Up Time. 8-10 No effect. 2. The Fourth Horseman [Enactment - II/1] The following Diseases exist in the Garden, with effects described as appropriate. COMMON COLD When a Gnome contracts the Common Cold, e must Walk to eir Toadstool as soon as e can. Once there, e may not leave it for three days, after which time eir Cold is gone. (If a Gnome with a Common Cold catches it again, e catches the Flu instead.) FLU When a Gnome contracts the Flu, e falls two Health Levels and must Walk to eir Toadstool as soon as e can. Once there, e may not leave it for five days, after which time eir Flu is gone. 4. You Should Have Seen The One That Got Away [Amendment] In Rule II/3.2 (The Compleat Angler), replace the "61-70" result with:- 61-70 The gnome catches nothing but a Common Cold. 5. Dammit, Jim, I'm the Registrar, Not a Doctor [Amendment] Remove "eir Health Level," from the list of things the Registrar must maintain, in Rule I/5.11 (The Registrar). ----------------------------------------------------------------------------- Proposal 117 - Are You Sitting Comfortably? [Multiple] (Elusive) 1. The Storyteller [Enactment - I/5] One Gnome is responsible for penning the Story; collecting scraps of text from the other Gnomes and combining the best ones in the Storybook. This Gnome is known as the Storyteller - an Office with a Salary of one Groat. Upon enactment of this Rule, Elusive shall be the Storyteller. This paragraph will then remove itself from the Ruleset. 2. Don't Speak - Tell [Amendment] Reword Rule II/5.2 (Once Upon A Time...) to:- The Story is maintained upon a Web page by the Storyteller. Although it is an Official Document, it may in no way influence the state of the Game. Each Week, any Player (other than the Storyteller) may submit a Segment to the Story by privately emailing it to the Storyteller, in an email with a subject line "GN: Story". (If it does not contain this subject line, the Segment may be considered invalid.) This Segment should contain no more than twenty words and need not be a complete sentence; it may contain any amount of punctuation and new-paragraph-starting. At the Story Deadline (7:00pm, Thursday), the Storyteller should review all Story Segments received since the last Story Deadline and select the one e finds to be the most pleasing (if none were submitted, the Storyteller may write and submit eir own) - this is added to the text of the Story, and the submitter of that Segment receives five Groats. 3. Lost if : Another Gnome had a Story submission accepted. ----------------------------------------------------------------------------- Proposal 118 - Beware of Gnomes bearing Gifts [Multiple] (Elusive) 1. The Gifting Game [Enactment - II/5] Another traditional pastime of the Gnomes is the Gifting Game - one Gnome (the "Gifted One") thinks of a simple criteria for accepting or rejecting hypothetical gifts ("I reject anything containing metal", "I accept only living things", "I reject anything with the letter 'b' in it", etc.), and the other Gnomes verbally offer em presents, attempting to establish eir reason for accepting or rejecting them. If there is no Gifted One, any Gnome may email the Mistress with a suggested Acceptance Rule. At the next Gift-Acceptance Time (7:00pm, every evening from Monday to Friday), the Mistress may choose a Gnome who has emailed an Acceptance Rule in the past twenty-four hours, and make that Gnome the Gifted One. This is announced to the mailing list. Once per day, any Gnome (other than the Mistress and Gifted One) may email the Gifted One offering em a hypothetical Gift, in the form of a simple text string (eg. "a banana", "a handful of compost", "a London Underground map"). This need not be an actual Object, and need not be owned by the giving Gnome, but must be a string describing some sort of physical entity. E may also attempt to guess the nature of the Gifted One's Acceptance Rule, in this email. At the Gift-Acceptance Time, the Gifted One shall send a message to the mailing list detailing all Gifts e has been given since the previous Gift-Acceptance Time, and whether they were accepted or rejected according to eir Acceptance Rule. E should also list any guesses as to the nature of the Acceptance Rule, saying whether they were correct or not. If a Gnome should guess the Acceptance Rule, that Gnome gains five Groats at the end of the Week, and the Gifted One loses eir Office immediately. If the Acceptance Rule has gone unguessed for an entire Week, the Gifted One gains five Groats at the end of the Week, and e loses eir Office immediately. 2. The Gifted One [Enactment - I/5] The Gifted One is the Gnome currently being offered presents in the Gifting Game (described elsewhere in this ruleset), and is an Office with no salary. Elections may not be held for the Office of Gifted One. 3. Nice Cop, Naughty Cop [Amendment] Reword Rule I/5.6 (It's the Fuzz, let's Book!) to:- Law and order in the Garden is maintained by the Policegnomes - the Sheriff and the Deputy Sheriff, both Offices with a Weekly Salary of two Groats. The Sheriff is responsible for keeping track of the Naughtiness and Meanness of all Gnomes, and both Policegnomes may Arrest Gnomes who have committed Naughty Acts. The Sheriff has a warrant to search all of Gnome Town, and as such may regard any Private Location within Gnome Town as if it were Common Ground. The Deputy Sheriff has no such warrant, but may enter a Private Location within Gnome Town if the Sheriff is there already. If a Policegnome is in the same Location as a Gnome that has committed a Naughty act within the past five days (and who has not yet been Arrested for that act), e may Arrest that Gnome by declaring this action on the mailing list in an email with the subject line "Arresting " (this may be combined with a Walking email, using the the subject line "Walking to and Arresting "). Depending on the severity of the Naughtiness, the following punishments take effect immediately:- * If a Gnome is Arrested for committing a Just a Little Naughty act, e must post a short apology to the mailing list, and e loses three Groats at the end of the Week. * If a Gnome is Arrested for committing a Just Plain Naughty act, e must post a medium apology to the mailing list, and e loses nine Groats at the end of the Week. * If a Gnome is Arrested for committing a Very Naughty act, e must post an apology in verse to the mailing list, e loses fifteen Groats at the end of the Week, and e is thrown on the Compost Heap for three days. If a Policegnome is ever Arrested for a Just Plain Naughty or Very Naughty act, e immediately loses eir Office. If the Sheriff's Office is ever empty and there is a Deputy Sheriff, the Deputy Sheriff loses eir Office and becomes Sheriff. If a Gnome ever holds the Offices of Sheriff and Deputy Sheriff simultaneously, e loses the Office of Deputy Sheriff. 2. Get Off My Land [Amendment] To Rule II/1.2 (A Walk in the Garden), add the paragraph:- Gnomes may only Walk to a Private Location if e is the owner of that Location. Gnomes may not Walk to Out of Bounds Locations. { Comments : This got lost a few weeks ago, somewhere. Tsk. } ----------------------------------------------------------------------------- Proposal 120 - Lies, Damn Lies and Manifestos [Multiple] (Kevan) { Comments : Just attempting to give a bit of a theme to the three Parties; I've included a bit of a get-out clause for the Red and Blues if they feel I'm taking too much of a liberty. } 1. Blue Party Manifesto [Enactment - I/5] The Blue Party believes in being tough on crime and tough on the causes of crime - while the Blue Party is in Power, all acts defined as being "Just Plain Naughty" shall be treated as being "Very Naughty", and acts which are "Just a Little Naughty" shall be considered "Just Plain Naughty". In order to maintain law and order, the Sheriff's Salary is increased by two Groats while the Blue Party is in Power. The Blue Party believes in maintaining a peaceful stance with the Goblins - while the Blue Party is in Power, Taunting or Attacking the Goblins is considered to be Very Naughty. If the Proposal "There's Been a Murder, Lewis" passed, replace "Sheriff's Salary is" with "Policegnome's Salaries are", in this Rule. This paragraph then removes itself from the Ruleset. If both Elusive and Murphy posted the phrase "The Blue Party objects to its proposed Manifesto." to the mailing list during the past Week, this Rule shall reword itself to "The Blue Party has no Manifesto.". Either way, this paragraph shall remove itself from the Ruleset upon enactment. 2. Green Party Manifesto [Enactment - I/5] The Green Party believes in protecting the environment and encouraging plant growth - during any Week in which the Green Party is in power, all Seed purchase costs are reduced by one Groat, Weeds may be removed for free, and Plants may only be Removed or Harvested from an Allotment if an equal number of new Seeds are planted in their place. The Green Party believes in maintaining peaceful relations with our green-skinned neighbours, the Goblins, but respects their misunderstood needs and motives - the Goblins will always be Indifferent while the Green Party is in Power, but each Gnome must pay a Weekly one-Groat tax to pay for food-parcels for the Goblins. The Green Party is against bloodsports - while the Green Party is in Power, catching a fish shall be considered Just a Little Naughty. The Green Party believes in decriminalising mild narcotics - while the Green Party is in power, it is not at all Naughty to be caught growing Magic Mushrooms. 3. Red Party Manifesto [Enactment - I/5] The Red Party believes in the fair distribution of wealth - at the end of any Week which saw Red Party in Power, all gained Salaries are deducted and then distributed evenly amongst all Active Gnomes (rounding down). The Red Party believes in crushing the evil Goblin empire, with all its west-of-the-Garden values - while the Red Party is in Power, Placating the Goblins is considered to be Very Naughty, and Attacking them is never Naughty. The Red Party believes in maintaining and rewarding an active military - at the end of any Week in which the Red Party was in Power, all Gnomes on Active Border Patrol gain Groats equal to the number of Gnomes not on Active Border Patrol, and all Gnomes not on Active Border Patrol lose Groats equal to the number of Gnomes on Active Border Patrol. If Poltroon posted the phrase "The Red Party objects to its proposed Manifesto." to the mailing list during the past Week, this Rule shall reword itself to "The Red Party has no Manifesto.". Either way, this paragraph shall remove itself from the Ruleset upon enactment. ----------------------------------------------------------------------------- Proposal 121 - Take Me To Your Leader [Amendment] (Kevan) Reword the second paragraph of Rule I/5.10 (Political Parties) to:- A Gnome may, at any time, send a message to the mailing list announcing a change in eir political affliation - this takes effect immediately. If a Gnome leaves a Party, e loses two Groats at the end of that Week. { To the list rather than the Registrar, so we can all see what's going on. The two-Groat fine is to restrict too many floor-crossing whims. } And add the following paragraphs to Rule I/5.10 (Political Parties):- For each Party, there exists an Office of " Party Leader", where "" is the colour of that Party. Each of these Offices has no salary, and is lost immediately if it is held by a Gnome who is not a member of the relevant Party. At the end of each Week, Gnomes lose one Groat for each "NAY" Vote they cast for a Proposal made by the Leader of any Party they are a member of. Elusive shall be the Leader of the Blue Party, Kevan the Leader of the Green Party and Poltroon the Leader of the Red Party (since they were the first Gnomes to join the Parties). This paragraph shall then remove itself from the Ruleset. ----------------------------------------------------------------------------- Proposal 122 - A Nice Clean Harvest [Multiple] (Abirrond) (This proposal aims to clean up the verbal deficiencies of my Recipe Book proposal, which became a rule and was the cause of some grumbling.} 1) But before we get to that ... [Amendment] Remove the following text from Rule I/1.5 - Keep the Ruleset Tidy: "The Header of the Ruleset Official Document will contain a line as follows: Reflecting changes up to and including the votes from Week N, and Emergency Proposal M, updated MM/DD/YY where N, M, and MM/DD/YY are replaced with their obvious meanings." {I believe the defined line is now implicit in some way, shape, or form for all Official Documents. Every time I see THAT text, IN a rule named "Keep the Ruleset Tidy", I feel a little ashamed. I think perhaps we have outgrown the verbiage. We can lose it and keep the line itself, I trust.} 2) And a Time for Every Construct under Heaven [Amendment] Add the following event to the table of Rule I/4.2 - Weeks, Years and Events: "Inventory Time - 12:00 AM Monday - The Construct Administrator" {It was my intent to maintain/update this information during the weekend, most likely on Saturday. Since the weekend doesn't exist, the information would not be relevent until we resume business on Monday.} 3) What's in the Ground is in the Ground [Amendment] a)Replace the last sentence of the first paragraph of Rule I/5.7 - Allotment Allotter, which reads: "The Allotment Allotter will also record, keep track of, and report any changes to a Gnome's harvested inventory." with: "The Allotment Allotter and the Construct Administrator will ensure that properly Harvested plants have left a Gnome's Allotment and entered that Gnome's Toadstool Inventory." {The AA doesn't need to do anything with the Allotments page this way. I have a crude but servicable page ready for Inventory - I just need some graphics to represent the harvested plants. Once inside the Toadstool, they aren't the same thing anymore - they are the CA's problem.} b) Replace the rest of the same Rule, from the start of the second paragraph with the following, slightly adjusted text (where ">" indicates bullet-list entries): "At any time, a Gnome may email the Allotment Allotter with a list of Purchases, Removals, Harvestings, and Sales of Plants. This list shall be ignored and returned to the sender with a note of explanation if:- > The Purchases total more than the Groat balance of the sender. > The Removals or Harvestings or Sales include Plants not in the sender's Garden. > The Sales or Harvests include Plants which are not fully-grown. > The sender would have more than ten Plants in eir Garden, once all Purchases, Sales, Removals and Harvestings had been performed. At the Allotment-Turning Time (7:00pm, Friday), the Allotment Allotter must perform the following tasks:- > Increase the Growth Ratings of all Plants by one, unless they are already fully-grown. > Process all Purchase/Removal/Harvesting/Sale emails. > Remove or Harvest the contents of all Allotments that do not contain any fully-grown Thistles, if Gnome Town has been Ransacked by Goblins this Week. > Roll a six-sided die for all Allotments, placing a fully-grown Weed in any Allotments for which a six is rolled (unless that Allotment already has ten Plants). > Post to the mailing list an Allotment Update, detailing all Purchases, Removals, Harvests, Sales and Weed growths for the Week. " {Just cleaning up some of the wierd language my original proposal created.} 4) Gnome Sweet Home [Amendment] Revise the fourth paragraph of Rule II/1.4 - Gno Place Like Gnome which reads: "Harvested Plants and constructed Constructs may also be stored in one's Toadstool, and the Allotment Allotter and Construct Administrator keep track of these as well." to read: "Harvested Plants and constructed Constructs may also be stored in one's Toadstool, and such a collection is referred to as the Gnome's Inventory. The Construct Administator keeps track of and reports on this Inventory." 5) Do some work, will ya? [Amendment] Revise the last sentence of the first paragraph of Rule II/4.3 - Constructs -R- Us to read as follows: "The holder of this office will maintain a report of Harvested Plants and Constructs in each Gnome's possession, said report to be made available to all Gnomes on a weekly basis." 6) Lets make it official [Reorder{/Enactment?}] After the effects of section 5 of this proposal have taken place, move the entire first paragraph of Rule II/4.3 - Constructs -R- Us into Book I, Chapter 5 (Government) as a new Rule named "The Construct Administator". ----------------------------------------------------------------------------- Proposal 123 - The Whole Earth Angler [Multiple] (Abirrond) {Just more fun with the Recipe Book} 1) Magic Wands (or Rods - whatever) [Amendment] a) In the second paragraph of Rule II/3.2 - The Compleat Angler, add the following text after the sentence which ends "...and bait, which costs 1 groat per bag.": "(Rods and Lines can also be constructed, with certain advantages; consult the Recipe Book.)" b) Revise the last sentence of the same Rule in the third paragraph which immediately precedes the table of fishing results to read: "The gamekeeper then rolls a 100-sided die (and adds the effects of any constructed Rods or Lines) to determine the results of eir fishing trip, which are as follows:" 2) Hot Rods [Amendment] Add the Following Construct to the Recipe Book: "Fishing Rod Requires: 1 Dandelion, 1 Thistle, 1 Gizmo Notes: A Constructed Fishing Rod will affect the fishing results by subtracting 5 from the 100-sided die roll (as described in Rule II/3.2 - The Compleat Angler). If the result of this adjustment is negative, the result is set to 1. 5 is also added to the fish evaluation (also described in Rule II/3.2), and results higher than 50 are set to 50. These adjustments are cumulative with any gained by using a Constructed Line. Sale Price: Around 22 Groats Status: A constucted Fishing Rod is subject to the same risks as a purchased Fishing Rod as specified in Rule II/3.2 - The Compleat Angler." 4) Hot Lines [Amendment] Add the Following Construct to the Recipe Book: "Fishing Line Requires: 2 Thistles, 1 Daisy Notes: A Constructed Fishing Line will affect the fishing results, by subtracting 3 from the 100-sided die roll (as described in Rule II/3.2 - The Compleat Angler). If the result of this adjustment is negative, the result is set to 1. 3 is also added to the fish evaluation (also described in Rule II/3.2), and results higher than 50 are set to 50. These adjustments are cumulative with any gained by using a Constructed Rod. Sale Price: Around 15 Groats Status: A constucted Fishing Line is subject to the same risks as a purchased Fishing Line as specified in Rule II/3.2 - The Compleat Angler." ----------------------------------------------------------------------------- Proposal 124 - The Truly Dandy Lion [Multiple] (Abirrond) {The Dandelion Wine specified in Rule II/3.3 - Yer me besht mate. Hic! is the True Dandelion Wine. The one specified in the Recipe Book is henceforth named Dandelion Moonshine.} Replace the phrase "Dandelion Wine" with the phrase "Dandelion Moonshine" throughout each of the following rules and Book: Rule I/5.12 - Fairy Liaison Rule I/5.15 - The Goblin Liaison Rule II/4.3 - Constructs -R- Us Book III. - The Recipe Book {Initially, I was intent on bringing Brewing into the Recipe Book. I *do* think the CA should treat Brew'd stuff as Inventory, but we'll get there when we get there. For now, I rather like Brewing being another activity, apart from Construct constucting. And Dandelion Moonshine construction, as any brewer will tell you, is a crude art - while brewing Dandelion Wine is a fine art.} ----------------------------------------------------------------------------- Proposal 125 - Dulce et Decorum Est [enactment: rule I/6.10] (Poltroon) If a gnome feels that any officer has failed to do carry out eir duties to the full, or has abused the power granted to em by office, or in any other way has behaved in an unfit manner, e may submit a Vote of No Confidence. The content of the Vote of No Confidence should name the offending officer and give details of why the author believes that gnome is no longer fit for office. A Vote of No Confidence should be submitted in a private message to the Speaker, and is distributed and voted on in exactly the same way as an emergency proposal. If more than 66% of all active gnomes vote aye the gnome in question shall be removed from office (the office becomes vacant), fined ten groats, thrown on the compost heap and left there for three days. If more than 50% of votes cast are nay the author of the Vote of No Confidence shall be fined ten groats, roundly derided by the other gnomes and shall be considered just plain mean. ----------------------------------------------------------------------------- Proposal 126 - Gone to seed [amendment] (Poltroon) add the following sentence to rule II/4.1: If a Gnome's allotment remains empty or only contains weeds for three consecutive weeks, two weeds shall sprout up due to lack of care and attention. ----------------------------------------------------------------------------- Proposal 127 - The long legs of the law [amendment] (Poltroon) amend the last line of rule I/5.6 to read as follows: The Sheriff holds a search warrant allowing em to walk without restriction to any private location within Gnome Town, and is provided with a pair of leather britches to protect eir legs. When e is wearing eir britches e does not suffer any loss of health due to thistles. ----------------------------------------------------------------------------- Proposal 128 - Rising star... [Multiple] (Cub) Do this first [Amendment] Add to the Rule named "It Matters Who Won or Lost" after the bulleted point "The Game Number is increased by one." the bulleted point "An election for Shining Example takes place." Shining Example [Enactment, Book I, Chapter 5] Shining Example is no office, but the election process is similar with the following exceptions: * Gnomes may nominate other Gnomes * Gnomes may vote for 'Nobody' An election for Shining Example may only take place if no Gnome has the Shining Example Medal. If there is a Gnome who got the absolute majority of votes, e gets the Shining Example Medal, otherwise it is declared that the election was undecided, and nobody gets the Shining Example Medal. Make room, make room [Amendment] In the Rule named "How to Win", change in the second paragraph "three Gold Medals' worth" to "four Gold Medals' worth". {The last change takes account of the growing number of medals; I'm going to propose a silver explorer medal. The first two changes make it possible to gain the Shining Example Medal if there is no crisis; but if such a heavy medal is given, it shouldn't be related with current chances, and is therefore linked to the beginning of each game.} ----------------------------------------------------------------------------- Proposal 129 - Fairy Ambulance [Multiple] (Cub) Saving the Lost [Amendment] To the Rule named "Exploring the Unexplored", add the following paragraph: "If a Gnome exploring alone, or the majority of an exploration party, falls Comatose after getting an exploration result of "Garden Triangle", the Fairies carry those Comatose Gnomes away. They will count as being removed from the exploration party if they were part of one, and will be returned five days later to the Garden Shed, having the Health Level of "Enchanted". Enchantment [Amendment] In the Rule I/4.5 {'Tis but a scratch} apply the following changes: In the first paragraph, add the sentence "It can also be 'Enchanted'." before "When a new Gnome joins". To the second paragraph, add the sentence "If it is 'Enchanted', it doesn't change unless explicitly stated." Between the third and fourth paragraph, add the paragraph "If a Gnome is Enchanted, e may neither leave Gnome Town nor walk to the Herbaceous Border." In the last paragraph, change "Gnomes heal naturally" to "Gnomes which are not Enchanted heal naturally". After the last paragraph, add the paragraph "If a Gnome is Enchanted, and eir Health Level is changed, it is changed to 'Injured'." {After the Enchantment goes away, the normal healing process is back in place.} ----------------------------------------------------------------------------- Proposal 130 - If I dare say so [Multiple] (Cub) Medal Population Explosion [Amendment] In the Rule named "How to Win", change in the second paragraph "three Gold Medals' worth" to "four Gold Medals' worth", and add the following medal: "DARING EXPLORER MEDAL (Silver) Gained if: The candidate took part in a successful exploration. Lost if: The candidate took part in a failed exploration." Something I forgot in the forest [Amendment] To the Rule named "Exploring the Unexplored", add the following paragraph: "An exploration is deemed to be: * failed if it returned a result of "Went Astray", and also for Gnomes which were carried away by Fairies, * dangerous if it returned a result of "Safe Spot" and/or "Meeting Point" after getting a result of "Garden Triangle" on the same exploration, and * successful if it returned a result of "Safe Spot" and/or "Meeting Point" without getting a result of "Garden Triangle" on the same exploration before." -----------------------------------------------------------------------------
