Whenever a player has donated five weeds in this way they will be given a small pile of compost. This may be used at any time to increase the growth rating of all plants in the gnome's allotmment by one. ------------------------------------------------------------------------------ Proposal 107 - Ick [Ammendment] (Womble) Remove the Emergency Medal from rule I/4.3. ------------------------------------------------------------------------------ Proposal 108 - This is probably the third one... [Multiple] (Cub) Mistress in Distress [Amendment] In the Rule named "Keep the Ruleset Tidy" add the sentence "E may also change the order of entries in a list as long as there is no listing order refered to in the Rules." before "E need not inform". Howdy win [Amendment] In the Rule named "How to Win" remove the list entry of the Emergency Medal. ------------------------------------------------------------------------------ Proposal 109 - The Truth is out there [Multiple] (Cub) Where'd that thorn come from? [Amendment] Add as a paragraph to Rule II/1.1("The Garden") the following text: "A Gnome does not need an Exploration Permit to travel to a Minor Location which is either Private or Common Ground and part of an Unexplored Grand Location, but there is a 25 percent danger to lose one and a 25 percent danger to lose two Health Levels when reaching the Minor Location in question." Exploring the Unexplored [Enactment, book II, chapter 1] If a Gnome obtained a valid Exploration Permit, e is allowed to explore an unexplored Grand Location, provided it is adjacent (or equal) to the Grand Location e is currently in, by posting a public message with the subject line "GN: Exploring " where is the name of the Grand Location in question. E is then considered to be exploring for five days. At the end of these days, the Mistess determines whether the Gnome was successful. The chances are as follows: * "Meeting Point" (10 percent): The Gnome found a new Minor Location which is Common Ground, which e may name, and returns to eir previous Location. * "Safe Spot" (20 percent): The Gnome found a new Minor Location which is Private, which gets lost again (in which case the Gnome returns to eir previous Location), unless e chooses to make it eir own, which costs em three Health Levels (because it was safely hidden behind thorns or other dangerous things), and stays there. * "Went Astray" (30 percent) The Gnome lost eir way and appears at a random Common Ground Location in either the Grand Location e was exploring or the one e was previous to the exploration, having lost two Health Levels, eir Knapsack and eir Exploration Permit if they still have them. * "Garden Triangle" (40 percent) The Gnome gets lost for another five days, losing two Health Levels, eir Knapsack and eir Exploration Permit if they still have them. {remember a Gnome always heals one Health Level} Gnomes may also form an exploration party. This is done by a Gnome possessing an Exploration Permit posting a public message with the subject line "GN: Exploring with ", where is the name of the Grand Location in question and are the names of Gnomes in the same Grand Location as the posting Gnome, which is the Expedition Leader for this exploration. Within 48 hours, the Gnomes whose names were among may respond by posting a public message with the title "GN: Joining exploring " where is the name of the Expedition Leader. After the 48 hours are up, the Expedition Leader and those who responded go exploring together. If there were no responses, no exploration takes part. The chances for the exploration party are calculated as follows: The Speaker determines the chances for each explorer as if e had explored alone, then * all outcomes of "Garden Triangle" are disregarded if there were any other outcomes withing the exploration party; * all outcomes of "Went Astray" are disregarded if there were any outcomes of "Meeting Point" or "Safe Spot" within the exploration party; * all but one outcome of "Meeting Point" are disregarded (if there were any), which the Expedition Leader names; * all but one outcome of "Safe Spot" are disregarded (if there were any), of which the Expedition Leader decides who among the explorers its owner should become if e chooses to (e may choose emself). This leaves five outcomes for the whole party: "Garden Triangle", "Went Astray", only "Meeting Point", only "Safe Spot" and finally both "Meeting Point" and "Safe Spot". In all these cases the exploration party is deemed to have sticked together, except if there was an outcome of "Safe Spot", and the Expedition Leader decided its owner should become one of the explorers, which then decided e wanted to stay; in this case that Gnome stays at the newly found Private Location, while the other Gnomes return to the Locations previous to their exploration. {Damn. Did anyone read this far? I knew it was going to end up long again} ------------------------------------------------------------------------------ Proposal 110 - Time, Gentlemen, Please [Multiple] (Kevan) { Comments : With Proposal distribution breaking away from the Week-End, and other Offices having tasks performed at nebulous "twenty-four hours before the Mistress happens to post Voting Results to the mailing list" times, I thought a strict list of Things That Happen and When They Do would be helpful. Little change to the game mechanics, other than Proposal Distribution being brought forward a day (I'd rather we had an extra twenty-four hours to review and discuss Proposals, at the expense of an extra day to amend them in light of Voting Results) and the Goblin Liaison efforts being moved to Wednesday, to fill the Week out a bit. Oh, and I've made everything 7pm rather than 6:10pm. It seemed easier. } 1. (Proposal Distribution Time should typically fall twenty-four hours after the previous Week's Week-End, however, and at least three days before that Week's Week-End.) 2. Ringing In The New [Amendments] Reword Rule I/2.2 (Proposal Submission) to:- Between any two Proposal Distribution Times (7:00pm, Tuesday), Gnomes may submit up to three Proposals, emailing them directly to the Gnome Mistress. This email should have a subject line of "GN: Proposals" - if it does not, the Proposals may be considered invalid. Players may withdraw or reword Proposals they have made (provided that a Proposal Distribution Time has not passed since they were sent), by emailing the Gnome Mistress with such a request. In Rule I/2.3 (Proposal Distribution), replace the first paragraph with:- At each Proposal Distribution Time (7:00pm, Tuesday), the Gnome Mistress should post to the mailing list a document detailing all Proposals submitted since the last Proposal Distribution Time. In Rule I/2.6 (Voting and Proposal Adoption), replace the first paragraph with:- Between a Week's Proposal Distribution Time (7:00pm, Tuesday) and its Week-End (7:00pm, Monday) Gnomes may cast Votes on current Proposals by sending them in an email to the Gnome Mistress with a subject line of "GN: Votes". If the email does not have this subject line, Votes may be considered invalid. In Rule I/3.2 (Emergency Proposals), replace "rather than wait until the end of the Nomic Week" with "rather than waiting until the Proposal Distribution Time". In Rule I/5.7 (Allotment Allotter), replace "Twenty-four hours before the end of each Week" with "At the Allotment-Turning Time (7:00pm, Friday)". In Rule I/5.9 (The Gamekeeper), replace "About 24 hours before the end of each nomic week" with "At the Gamekeeping Time (7:00pm, Thursday)". In Rule II/2.1 (The Fairies), replace "Twenty-four hours before the end of each Week" with "At the Fairy Voting Time (7:00pm, Friday)". In Rule II/2.2 (The Goblins), replace "Forty-eight hours before the end of each Week" with "At the Goblin Update Time (7:00pm, Wednesday)". ------------------------------------------------------------------------------ Proposal 111 - Fugitives [Multiple] (Kevan) { Comments : A rework of Naughtiness; although you still become Naughty for doing Naughty things, you only get punished once the Sheriff has caught you. Which should be amusing. It does make Illegal Plants a little odd, but I'll leave amendment of those for a future Proposal (maybe secretly agreeing with the Allotter that your third beanstalk is actually a Mushroom, or something). } 1. Charlie Tango Teakettle Barbecue [Amendment] Reword Rule 6 (It's the Fuzz, let's Book!) to:- Law and order in the Garden is maintained by the Sheriff, an Office with a Weekly Salary of two Groats. The Sheriff is responsible for keeping track of the Naughtiness and Meanness of all Gnomes, and also for Arresting Gnomes who have committed Naughty Acts. E has a warrant to search all of Gnome Town, and as such may regard any Private Location within Gnome Town as if it were Common Ground. If the Sheriff is in the same Location as a Gnome that has committed a Naughty Act within the past five days, e may Arrest that Gnome by declaring this action on the mailing list in an email with the subject line "Arresting " (this may be combined with a Walking email, using the the subject line "Walking to and Arresting "). A Gnome may not be Arrested more than once for the same instance of a Naughty act. Depending on the severity of the Naughtiness, the following punishments take effect:- * If a Gnome is Arrested for committing a Just a Little Naughty act, e must post a short apology to the mailing list, and e loses three Groats at the end of the Week. * If a Gnome is Arrested for committing a Just Plain Naughty act, e must post a medium apology to the mailing list, and e loses nine Groats at the end of the Week. * If a Gnome is Arrested for committing a Very Naughty act, e must post an apology in verse to the mailing list, e loses fifteen Groats at the end of the Week, and e is thrown on the Compost Heap for three days. If the Sheriff ever becomes Just Plain Naughty or Very Naughty, e immediately loses eir Office. 2. What's All This, Then? [Amendment] In Rule II/4.1, replace "e is Arresting that Gnome" with "e has found an Illegal Plant". 3. Less Vague Naughtiness [Amendment] Reword Rule I/6.1 (General Naughtiness) to:- All Gnomes are either Nice, Just a Little Naughty, Just Plain Naughty or Very Naughty (in increasing order of Naughtiness). In addition, Gnomes may be Just a Little Mean, Just Plain Mean or Very Mean (again, in increasing order of Meanness). Certain acts may be defined as being Naughty and/or Mean. If a Gnome commits such an act and another Gnome notices it within two days of it happening, the Gnome that committed the act becomes Naughty with a level equal to the Naughtiness of that act (unless e is already Naughtier), and Mean with a level equal to the Meanness of that act (unless, again, e is already Meaner). At the start of each odd-numbered Week, all Naughty Gnomes lose one level of Naughtiness. { Comments : Argh, argh, the word "naughty" has become a meaningless and odd- looking word because I've typed it so many times. Still; heavy rewording, slight trimming. The bit about Meanness being caused by "comitting a Naughty act to another Gnome" is a bit vague, and has been taken out - I think we're better off defining Meanness alongside the act itself, as I shall do for Punching... I've also made it so that you're only Naughty if another Gnome notices it; primarily the job of the Sheriff, but having someone else spot it seems fair enough - the Sheriff can turn a blind eye to Arrests, but if you're Naughty, you're Naughty. And the two-day limit is to prevent any boring "Aha, you were Just a Little Naughty two months ago; that means I could have Punched you, that I wouldn't have lost my Groats, and... etc..." things. } 4. Unsold Copies [Amendment] In Rule I/6.3 (That's The Way To Do It), replace "Just Plain Naughty" with "Just Plain Naughty and Just a Little Mean". 5. Working from the Heap [Amendment] In Rule I/6.2 (The Compost Heap), replace the last sentence of the second paragraph with:- While a Gnome is on the Compost Heap, e may not contribute to the Nomic in any way, other than to perform the tasks required by any Offices e may hold, and to Walk away from the Heap. Any attempt to do anything else should be met with scorn, derision and laughter from the other Gnomes. { Comments : As I think has been mentioned, chucking an Officer on the Compost Heap is likely to mess things up a lot. } Also, replace "Once there, a gnome may not leave the compost heap until eir three days is up, at which point e shall be implicitly considered to return to eir toadstool." with "Once there, a Gnome may not Walk away from the Compost Heap until eir three days are up." { Comments : Just a minor tweak, while I'm here - implicit movement is always a bit of a pain to keep track of, and we can live without it. If Gnomes are lazy enough to sit around on the Compost Heap, they're welcome to. } ------------------------------------------------------------------------------ Proposal 112 - Best Friend on the Payroll [Multiple] (Kevan) { Comments : This does a few things; firstly it reintroduces the ability to resign from Offices, which seems to have been lost through sloppy Proposal (one of mine, actually, from Week 4) - it also allows Gnomes to pass Offices straight on to other Gnomes (which is imperative for Registrar), and also provides a neat alternative to the whole "Deputy Mistress" thing; the Mistress can just pass the Office of Mistress onto another Player for a while (one that she trusts to return it, typically). While I'm here, I'll shift the Goblin Liaison Rule about a bit, and make the "Going Nuts" referee into an actual Office. Vaguely off-topic, I know, but I've only got three Proposals and feel that these amendments are useful, but sufficiently neutral so as not to bias Voting on the rest. } 1. Nepotism [Enactment] An Officer may voluntarily Resign from eir Office at any time, by posting a message to the mailing list stating eir intention. In addition, e may nominate an Active Gnome as a Successor to the Office. When an Officer Resigns, that Office immediately becomes vacant, unless a Successor was nominated, in which case that Gnome receives the Office. If a Player leaves the Game of Garden Nomic, e automatically resigns from any Offices e holds. 2. Alright, I *Did* Kill The Deputy [Amendment] Delete the second two paragraphs of Rule 4 (The Gnome Mistress). 3. Liaisonectomy [Amendment] From Rule II/2.2 (The Goblins), remove the last sentence of the first paragraph ("The Goblin Liaison is an Office..."), and also the last paragraph ("Upon enactment of this Rule..."). Enact a new Rule entitled "The Goblin Liaison", in the Government Chapter, with the text "The Goblin Liaison is an Office with a Weekly Salary of four Groats." Move everything including and between "Forty-eight hours before..." and "...and enjoy its effects.", from that Rule, to the end of the Rule "The Goblin Liaison". Finally, replace "When Gnome Town is Ransacked," with "When the conditions are right, the Goblins will Ransack Gnome Town;", in Rule II/2.2. { Comments : Just moving the bit about the Goblin Liaison into a new Rule, rather than leaving it in with the rest of the Goblin stuff. } 4. Nut Referee [Enactment] The Nut Referee is an Office with a basic Salary of zero Groats, its holder presiding over the Game of "Going Nuts", described elsewhere in the Ruleset. At the end of any Week in which a Game of "Going Nuts" has been in progress, the Nut Referee's Salary is increased by two, for that Week only. { Comments : This really needs to be an Office rather than a whim of the Mistress. And the Salary clause requires Games to be played, otherwise someone could just get the Office and never bother to start a Game. } 5. Who's the Lawn-Ornament in the Black? [Amendment] Reword the first paragraph of Rule II/5.1 (Going Nuts) to:- A Game of "Going Nuts" can be started at any time by the Nut Referee, unless such a Game is already in progress, by announcing this fact to the mailing list. and replace "referee" with "Nut Referee" throughout the Rule. ------------------------------------------------------------------------------ Proposal 113 - Performance-Related Pay [Amendment] (Elusive) In Rule I/5.5 (We Want YOU!), replace "two Groats" with "one Groat", and add the paragraph:- Once per Week, a Gnome who has a Mentor assigned to em may email the Mistress giving that Mentor a Mentor Rating, from zero to four. That Mentor's Salary is increased by this Mentor Rating, for that Week only. ------------------------------------------------------------------------------ Proposal 114 - They Pay Me The Same No Matter What I Do [Amendment] (Elusive) In Rule I/5.1 (Government), replace "Weekly salary should be paid to each office-holding Gnome at the Week-End when Groats balances are updated." with "For each Office a Gnome holds, e receives its Salary at the end of each Week, unless e has not performed all of that Office's required tasks that Week, in which case its Salary is *deducted* from eir Groat balance." ------------------------------------------------------------------------------ Proposal 115 - Further Medalling [Amendment] (Elusive) In Rule I/4.3 (How to Win), make the Recruitment Medal Silver, and replace the word "Emegency" with "Emergency". ------------------------------------------------------------------------------
