When a new Rule is enacted, it is given a number one higher than the highest Rule number currently in existence." with: "Rules shall be numbered for reference purposes. When a new Rule is enacted, it is given a number one higher than the highest Rule number currently in existence unless the proposal creating it specified a number the rule should take, in which case it takes this number." In rule 8 add the following immediately above the bit about proposals of type multiple: "Renumbering - changing the number of a rule" {The way I see it it's much better if we can arrange the ruleset so that related rules have numbers next to each other. If this passes then I plan on reorganising the rules the following week.} ------------------------------------------------------------------------------ Proposal 72 - Emergency, emergency, this is not a drill. This is a drill. . [Multiple] (Womble) Repeal rule 17 (Emergency Proposals). Ammend rule 16 to replace: "If any Player is unhappy with the result of a Point of Order, e may make an Emergency Proposal to correct it." with: "If two or more players object to the result of a Point of Order then it will have no effect." ------------------------------------------------------------------------------ Proposal 73 - Walkabouts [amendment] (Poltroon) Amend rule 28 to read as follows: Gnomes are at all times considered to be at a minor location within the Garden. Gnomes may not go anywhere in the garden that is not a defined location or is a location that e is not permitted to visit. When a new Gnome joins the game, eir default location is eir Toadstool. Once at a location, a gnome stays there until e walks to a different one. Gnomes are permitted to walk to any minor location adjacent to the one e currently occupies. A minor location is considered to be adjacent to another if both are within the same grand location. A minor location may also be considered adjacent to another if they are in adjacent grand locations. A grand location is only adjacent to another if it is specified to be so in the rules. To walk from one location to another, a gnome should post a public message with the subject line "GN: Walking to ", where "" is the name of a minor location which the Gnome is permitted to walk to. The actual content of this email is irrelevant. When such an email reaches the mailing list, the sending Gnome is considered to have walked to the specified Location, unless such a walk is in breach of any Rules. Gnomes may not walk from one location to another more than once every 24 hours. Poltroon gives Cub 2 groats, then this line deletes itself. ------------------------------------------------------------------------------ Proposal 74 - Tidying up the Bottom of the Garden (and other locations) [multiple] (Poltroon) 1. amendment: amend Rule 33 (Voyage to the Bottom of the Garden) to read as follows: {I hope this proposed amendment has retained the spirit of the original wording} To the south of Gnome Town, and adjacent to it, is the Bottom of The Garden, an unexplored location, knee-deep in undergrowth and flourishing weeds and flowers. It is the last resting place of many old, rusting, broken gardening tools, long since discarded or lost. Hidden away in a secret corner of the Bottom of the Garden is the Fairy Palace, home to the elusive Fairies. The Palace is Out of Bounds to all Gnomes except the Fairy Liaison. Poltroon gives Kevan 2 groats, then this line deletes itself. 2. enactment: Fairy Liaison {I thought it might be more convenient if the fairy liaison were described in its own rule} The Fairy Liaison is an Office with a Weekly Salary of three Groats. The Fairy Liaison is responsible for passing on the votes of the Fairies to the Gnome Mistress, and for passing on details of any bribes to the Fairies. The Fairy Liaison holds an Exploration Permit allowing em to voyage into the Bottom of the Garden. This permit only allows access to the Bottom of the Garden and no other restricted location; it may not be eaten and is not transferrable. If a Gnome has achieved a winning state, e may post a public message with the subject line 'GN: Win Claim', and containing details of why e is claiming the win. Once e has posted such a message, e becomes a Tentative Winner. All the other Gnomes must then acknowledge in a public message whether they accept or reject the claimed win. If more than 60% of all active gnomes accept the claimed win, the gnome becomes Winner of the Game, otherwise e does not. Valid winning states are as follows: 1. Winning by Medals -- Medals may be awarded to gnomes for various achievements or events. These are given out as appropriate at the end of each nomic week when voting results are distributed. Medals may be either Gold, Silver or Bronze. A Gold medal is worth 4 points, a silver 2 points, and a bronze 1 point. When a gnome has acquired at least 12 points worth of medals, e has achieved a winning state. ------------------------------------------------------------------------------ Proposal 76 - Fancy Pants [Multiple] (Sneeze) 1. Addenda ------------------------------------------------------------------------------ Proposal 77 - Objectify Me [multiple] (Sneeze) 1. Physicality [enactment] Certain elements of the game of Garden Nomic are referred to as 'objects,' (entities, etc.) Objects are well-defined aspects of the play of Garden Nomic. Objects can be manipulated in ways defined by the ruleset, and only in ways defined by the ruleset. Objects can be created (once) and destroyed (once) in ways defined by the ruleset, and only in ways defined by the ruleset. Objects are either in the possession of a single Gnome, or they have a single location. Generally, unless the rules state otherwise, in order for a Gnome to manipulate an object, that object must be in the possession of that Gnome, or in the same location as that Gnome. Gnomes may pick up (bring into their possession) objects in their location, unless the rules say otherwise. Gnomes may drop (bring into their location) or give (put into the possession of another Gnome) objects, unless the rules say otherwise. If an object is 'owned' by one Gnome, it is Just A Little Mean for another Gnome to manipulate that object in any way except dropping it or giving it to its owner, unless the manipulator has permission from the owner. A Gnome by default owns any object that the rules grant that Gnome, or that that Gnome purchases according to the rules. Any object created and granted to a Gnome by the rules is created in that Gnome's possession, unless this would be impossible, in which case it is created in the Gnome's location. This rule defers to all other rules. Gnomes, Fairies, and other animate entities are special types of objects, that may only have locations, and may never be in the possession of a Gnome. Locations, unless specified so, are not objects. 2. Testing the Mettle of Medal Metal [amendment] Add the following to the end of rule 18: Metals are objects, owned by the candidate, and created in the possession of the candidate. When the candidate gains a medal, that medal is created, and when the candidate loses a medal, that medal is destroyed. 3. Groaty Objects [amendment] Add the following to the end of rule 26: Groats are objects. When the rules specify that a Gnome should receive a number of Graots, but do not specify who should give those Groats to em, they are created in eir possession. 4. Fairy Objects [amendment] Add the following to the end of rule 34: Fairies are animate objects. There are an uncountable number of them. 5. Plants Don't Grow on Trees, You Know [amendment] Add the following to the end of rule 41: Plants are objects; however, they may not be picked up or otherwise manipulated until they are removed. (They may be removed without being removed first, however). Upon removal, plants are objects that can be manipulated just like any other. Seeds are objects. When a plant grows from a seed, that seed is destroyed. ------------------------------------------------------------------------------ Proposal 78 - No, No, Jack! [multiple] (Sneeze) 1. Don't Spill the Magic Beans [enactment] There exist objects known as Magic Beans. Magic Beans are a type of Seed. Players may plant Magic Beans in their allotment, producing a Beanstalk when fully grown. Upon removal from an allotment, a beanstalk will produce five Magic Beans. Upon passage of this proposal, five Magic Beans will be created in every player's possession. This paragraph then deletes itself. Upon entering the game, a new player will receive five Magic Beans. Use them wisely. Magic Beans are magic; they have powers that only the Gnomes from the olden times, when the Garden was young, truly understood. Common belief among Gnomes (which is quite wrong) has it that the source of all magic lies deep within the earth, and comes up through the soil, allowing plants to grow, and Magic Beans contain this power, allowing Gnomes to carry it around and use it. Whatever the truth may be, Gnomes can spend Magic Beans to create magic effects. The Magic Beans, after having spent all of their magical energy in this way, are destroyed. As it stands, any Allotments with more than ten Plants just won't grow; the rewording stops there ever being more than ten Plants (Weeds included). } 1. Hosepipe Ban [Amendment] Replace the last paragraph of Rule 25 (Gno Place Like Gnome) with:- Each Toadstool has its own Allotment, which is the pride and joy of its owner. Gnomes' Allotments may contain up to ten Plants, and it is the responsibility of the Allotment Allotter to keep track of these. 2. Up The Garden Centre [Amendment] In Rule 40 (Allotment Allotter), replace the extant bulleted list with:- * Increase the Growth Ratings of all Plants by one, unless they are already fully-grown. * Process all Purchase/Removal/Sale emails. * Roll a six-sided die for all Allotments, placing a fully-grown Weed in any Allotments for which a six is rolled (unless that Allotment already has ten Plants). * Post to the mailing list an Allotment Update, detailing all Purchases, Removals, Sales and Weed growths for the Week. Also replace the second paragraph with:- At any time, a Gnome may email the Allotment Allotter with a list of Purchases, Removals and Sales of Plants. This list shall be ignored and returned to the sender with a note of explanation if:- * The Purchases total more than the Groat balance of the sender. * The Removals or Sales include Plants not in the sender's Garden. * The Sales include Plants which are not fully-grown. * The sender would have more than ten Plants in eir Garden, once all Purchases, Sales and Removals had been performed. 3. The Good Gardening Medal [Amendment] Add the following Medal to the list in Rule 18 (How to Win):- THE GOOD GARDENING MEDAL (Silver) Gained if : The candidate has more fully-grown non-Weed Plants in eir Allotment than any other Gnome. Lost if : Another Gnome gains the Good Gardening Medal. { Comments : An interesting incentive not to just grow copious Dandelions and rake the money in. } ----------------------------------------------------------------------------- Proposal 80 - Winners Might Use Drugs [Multiple] (Kevan) 1. All Illegal Plants in that Gnome's Allotment are destroyed, and the Gnome is considered to have committed a Very Naughty Act. (The Sheriff may not buy Illegal Plant Seeds emself.) 2. Get Off My Land [Amendment] To the last paragraph of Rule 25 (Gno Place Like Gnome), add:- Allotments are Private Locations, owned by the Owner of the Toadstool they are connected to. { Comments : Rule 29 (The World As We Know It) should automatically update itself to include Allotments, if this passes. As it stands, you don't actually have to be in your Allotment to plant things, which is perhaps a bit odd (arguably the Invisible Gardening Pixies do all the legwork, their wages being included in the Seed Price). I'll leave that quirk untouched for now, though. } 3. Open Up, It's The Pigs [Amendment] To Rule 39 (It's the Fuzz, let's Book!), add the paragraph:- The Sheriff may regard all Private Locations within Gnome Town as Common Ground, when Walking. ----------------------------------------------------------------------------- Proposal 81 - There Goes The Neighbourhood [Multiple] (Kevan) 1. The Goblins [Enactment] Somewhere beyond the hedge on the western side of the Garden, the Goblins lurk. The Goblins have little interest in Garden politics, less still in the affairs of the Fairies, but their presence and activity beyond the hedge is of great import to the Garden, and a specially appointed Gnome, the Goblin Liaison, is required to keep an eye on the little green rascals. The Goblin Liaison is an Office with a Weekly Salary of three Groats. At any given time, a specific number of Goblins exist, and the Goblins are considered to have a stance towards the Gnomes - this stance may be "Peaceful", "Indifferent" or "Aggressive". (If the number of Goblins ever falls below one, it shall be set to one.) Any Gnome may, once per Week, opt to Taunt, Placate or Attack the Goblins by emailing the Goblin Liaison with such an intention. Only Gnomes on Herbaceous Border Patrol may Attack the Goblins. Attacking the Goblins whilst they are maintaining a Peaceful stance is Just Plain Naughty. Forty-eight hours before the end of each Week, the Goblin Liaison should post a message to the mailing list reporting on the Goblins, detailing their number and their stance, as well as any other items of relevance. Prior to making this posting, the Goblin Liaison should perform the following amendments and tasks:- * For each Gnome who cast no Votes during the previous Week, and for each Gnome who has more than one hundred Groats, the Goblins' numbers are increased by one. * If it is Snowing or Raining, the Goblins' numbers are increased by two. If it is Sunny, the Goblins' numbers are decreased by two. * If more Gnomes Taunted than Placated the Goblins this Week, the Goblins shall become Aggressive if Indifferent, and Indifferent if Peaceful. * If more Gnomes Placated than Taunted the Goblins this Week, the Goblins shall become Peaceful if Indifferent, and Indifferent if Aggressive. * For each Gnome that Attacked the Goblins this Week, the Goblins' numbers are decreased by one (two if the Goblins' stance is Indifferent, three if Peaceful) and they become Aggressive. * If there are now more Goblins than Gnomes, if the Goblins' stance towards the Gnomes is Aggressive, if the number of Gnomes on Herbaceous Border Patrol is less than half the number of Goblins, and if it is not Sunny, the Goblins shall Ransack Gnome Town. When Gnome Town is Ransacked, all Allotment contents are destroyed (except any Allotment that contains a fully-grown Thistle, which is generally a good way to keep Goblins at bay), and all Gnomes who are neither in eir Toadstool nor in the Garden Shed are mugged and lose half of eir Groats at the end of the Week (prior to any other Groat modifications). For each Gnome who was on Herbaceous Border Patrol, the Goblins' numbers shall be decreased by two. Upon enactment of this Rule, five Goblins shall exist and their stance towards the Gnomes shall be "Indifferent". 2. Goblin Vandals [Amendment] In the list of Allotter tasks in Rule 40 (Allotment Allotter), add the following item to the bulleted list, between the second and third points:- * Remove the contents of all Allotments that do not contain any fully-grown Thistles, if Gnome Town has been Ransacked by Goblins this Week. 3. The Herbaceous Border [Enactment] In the shadow of the hedge on the western side of the Garden lies the Herbaceous Border, a Common Ground Location that is part of Gnome Town. If the Goblins ever try to sneak into the Garden, this is the area they are most likely pass through - any Gnome situated at this Location is considered to be "on Herbaceous Border Patrol". 4. It's a Gnome's Life [Amendment] Add the following Medal to the list in Rule 18 (How to Win):- THE ACTIVE SERVICE MEDAL (Silver) Gained if : The candidate was on Herbaceous Border Patrol during a Ransacking of Gnome Town. ----------------------------------------------------------------------------- Proposal 82 - Kiss my Fairy Aire [Amendment] (Abirrond) Add to the end of Rule 13: If a Proposal recieves the same number of AYE and NAY votes, and the Fairies are the lone N/S vote, then the passage or failure of the Proposal will be determined by the Mistress rolling one 6 sided die (pursuant to Rule 43) where 2, 4, or 6 signifies passage, and 1, 3, or 5 signifies failure of the Proposal in question. {I had 2 proposals go down 6-1-6 in week 4 because it had not registered with me that I could bribe the Fairies. I'm not interested in bribing the Fairies. A tie is a tie, and I don't think a tie should necessarily denote automatic failure. It could just as easily denote automatic success.} ----------------------------------------------------------------------------- Proposal 83 - Meddling with Medaling [Multiple] (Abirrond) A: Proposing to Meddle [Amendment] Add the following Proposal Type to the bullet list of Rule 8: "Medal - Any proposal concerning the addition, amendment or repeal of an individual Medal as defined by Rule 18. This Proposal type may not be part of a Multiple Amendment." Add the following paragraph to the end of Rule 8: Medal Type Proposals must be brief. The Mistress is free to consider a Medal Proposal invalid if it is not sufficiently brief. Medal type Proposals must be concerned with exactly one Medal. B: We're Supposed to Meddle with it, aren't we? [Amendment] Revise the first sentence of Rule 9 to read: "Players may submit up to 3 non-Medal Proposals, and 5 Medal proposals each Week, emailing them directly to the Gnome Mistress." {Current wording of this section of Rule 9 uses the term "Speaker". was this an oversight? Or did I miss something?} ----------------------------------------------------------------------------- Proposal 84 - If this had been an actual emergency, we would already be dead [Amendment] (Abirrond) Amend Rule 18, the description of the Ingenuity Medal, replacing all occurences of the word "Proposal" with "Proposal (not including Emergency Proposals)" {Emergency Proposals go by pretty fast, and to date, I don't think one of them has had anywhere near 100% voter participation. I do not wish to see EProps exploited in this way.} ----------------------------------------------------------------------------- Proposal 85 - Untied States [amendment] (Cub) In Rule 51, change the part following "When the Game Resets:-" to: "* The Winner has eir Groat balance reset to 10. * The Winner loses all of eir Medals. * The Winner ceases to be the Winner.(Winner adjustments) * All Gnomes with a Groat balance of less than -10 lose all of their Medals, and have their Allotments emptied. * All Gnomes with a Groat balance of less than 10 have their Groat balance set to 10. * All Gnomes have their Groat balance halved, then receive 5 groats. (Groat bankrupcy, reset and taxation ruling)" ----------------------------------------------------------------------------- Proposal 86 - Is There In Gardening No Beauty? [amendment] (Cub) In the second paragraph of Rule 18, change "at least three Gold Medals' worth" to "at least three Gold and one Silver Medals' worth". Add to Rule 18: "THE GARDENING MEDAL (Silver) Gained if: The candidate's Allotment has at least five full grown plants, less than a fifth of those are weeds, and at least a quarter of the other Active Gnomes admired the Allotment. Lost if: The candidate's Allotment has less than three full grown plants, or at least a third of those are weeds, or no other Active Gnome admired the Allotment. (Admirations are being mailed to the Allotment Allotter. Admiring eir own Allotment doesn't count. If a Gnome admires more than one Allotment in a week, only the last admiration counts)" ----------------------------------------------------------------------------- Proposal 87 - The History of the Garden [Enactment] (Womble) In a dark corner of the Garden Shed there is one figure who can often be seen scribbling things furiously. She is a well respected gnome who the others often turn to when there is something they need to know. She is unquestionably the most intelligent and well educated gnome in the garden. She is the Historian. The official record keeper of the Garden. There exists the office of The Historian with 1 seat and a weekly salary of 0 groats. The Historian is required to keep a record of the history of Garden Nomic, recording significant events, such as the passings of respected gnomes or the winning of a game. Although the Historian doesn't receive a salary it is considered good manners for other gnomes to give him gifts if he is doing a good job. ----------------------------------------------------------------------------- Proposal 88 - Shaken, not stirred [Multiple] (Cub) I. Hierarchies are for Rules, not for Gnomes [Amendment] Rename Rule 4 to "Ruleset structure, numbering, and precedence" and amend its text to be: "I. Sections The Ruleset is divided into Sections. Each Section has a unique capital letter as identifier(section id), a title and a priority number. Section A always has the title "Basics" and the priority number of 5. Section Z always has the title "Other Rules" and the priority number of 0. All other Sections have a freely chosen title and a priority number of 1, 2, 3 or 4. If a Section is destroyed, its rules are added to Section Z unless specified otherwise. Sections A and Z are indestructible. If a new Section is created, it gets as identifier the alphabetically first capital letter that is currently not identifier for any Section and the priority number of 1 unless otherwise specified. If all 26 capital letters are used as identifiers, no new Section can be created. Rules that don't seem to belong to a Section are added to Section Z. II. Numbering and Rule identification Each Rule has a Unique Reference Number (UR#) which is unique in the whole Ruleset and a Section Reference Number (SR#) which is unique in the Section. A rule is to be identified by its UR# (e.g. Rule 104) or by its Section's identifier and SR# (e.g. Rule K 15) Set each Rule's UR# to the Reference Number it had before this proposal was enacted, then delete this paragraph. Proposals shall be numbered with successive integers which carry on from Week to Week and bear no relation to the Rule numbers. If a Rule is Amended, neither its UR# nor its SR# change. Repealing one Rule does not affect the Rule number of any Rule. When a new Rule is enacted, it is given a UR# one higher than the highest UR# currently in existance. When a new Rule is added to a Section, it is given a SR# one higher than the highest SR# currently in existance in the Section it is added to. If it is the first Rule of a Section, the SR# is set to 1. III. Precedence A Rule has precedence to another Rule if: a) the priority number of its Section is higher than that of the other Rule's Section, b) if priority numbers are equal, if the Rule's Section's identifier comes alphabetically before the other Rule's Section's identifier, c) if both rules are in the same Section, if the Rule's SR# is lower than the other Rule's SR#. If priority numbers of two Rule's Sections are equal, the Rule which claims precedence to the other has precedence, unless the other Rule also claims precedence to the first, in which case the standard precedence ruling again governs. A Rule can defer precedence to any other Rule, but if that Rule also defers precedence to the first one, the standard precedence ruling again governs. (Since a Rule *cannot* claim precedence to another in a Section with higher priority, that higher Rule defering precedence is the only way for the lower Rule to gain precedence.)" II. Rule Overboard [Repeal] Repeal Rule 2 (since it's included in Rule 4 now). III. Prop Room [Amendment] In Rule 8, change "* Enactment - To create one new Rule to be added to the Ruleset." to "* Enactment[section id] - To create one new Rule to be added to the Section identified in the brackets; if none is given, to create one new Rule to be added to Section Z." IV. Here we go again... [Amendment] In Rule 11, change the second paragraph to: "When a new Rule is Enacted, it is added to the Section given in the Proposal, or Section Z if none was given; it takes the name of the Enactment Proposal (or Proposal section) that Enacted it." V. ...and again... [Amendment] Add as a separate paragraph to Rule 5: "In the Ruleset Official Document, order the Rules by Sections and SR#. Order the Sections by priority number, in case of equal priority number alphabetical. Put in front of each section a Section header with the Section identifier, title and in brackets the priority number. For each Rule, put the SR# before the Rule title, and the UR# in brackets after the Rule title." VI. The Moving Van Arrived [Amendment] Create Section B with the title "Proposals" and the priority number 4. Create Section C with the title "Winning" and the priority number 4. Create Section D with the title "Offices and Duties" and the priority number 3. Create Section E with the title "Players" and the priority number 3. Create Section F with the title "The Garden" and the priority number 2. Create Section G with the title "Games and Stories" and the priority number 2. Move Rules 1, 3, 4, 5, 15, 43 and 50 to Section A. Move Rules 8, 9, 10, 11, 12, 13, 14, 16, 17, 42 and 52 to Section B. Move Rules 18, 47 and 51 to Section C. Move Rules 21, 35, 7, 22, 34, 39, 40, 44 and 46 to Section D (in that order). Move Rules 6, 19, 20, 26, 38 and 48 to Section E. Move Rules 23, 24, 25, 28, 29, 30, 33, 41 and 49 to Section F. Move Rules 27 and 31 to Section G. VII. Zzzzzz [Amendment] If there are Rules in Section Z, renumber their SR#s such that the first Rule in Section gets the SR# 1, the second the SR# 2, and so on. {After the change, there'll sure be lots of cleanup work, but I think the transition to the new system will work.} -----------------------------------------------------------------------------
