------------------------------------------------------------------------------ GARDEN NOMIC Proposals for Voting on in Week Four ------------------------------------------------------------------------------ Proposal 30 - "...but no cigar" [Amendment] (Abirrond) i. Replace the first sentence of the second paragraph of Rule 13: "Valid votes are FOR, AGAINST or PASS." (May be AYE, NAY or NOT SURE depending on the success of Emergency Proposal 5 - amend as needed and remove this sentence.) with: "Valid votes are AYE, NAY, NOT SURE, or DEFERED. DEFERED votes must include a proposed amendment to the wording of the proposal which would result in an AYE vote if the wording was found to be acceptable." ii. Replace the last paragraph: "In order for a Proposal to be accepted, it must receive more votes of AYE than NAY." with: "A Proposal is defeated if it receives more NAY votes than the sum of AYE and DEFERED votes. If it is not defeated, then, if the number of AYE votes exceeds the number of DEFERED votes, the Proposal succeeds. If the number of DEFERED votes is equal to or greater than the number of AYE votes, the Proposal enters "Defered Status". A Defered Proposal is one that the Gnomes are generally in favor of, but contain elements or language which make the proposal unacceptable as worded. Debate will proceed via the list server concering potential rewording of the Proposal, until a concensus (More AYEs than DEFEREDs) is reached on a specific wording, at which time the reworded proposal is considered passed. iii. At the Speaker's discretion, language can be added to added to Rule 14 to detail the deferments in the voting distribution document. { This is a direct response to Proposal 18, which I am very much in favor of, but the definition of the winning conditions make the rule unacceptable to me. I am attempting to define a way in which the rule can be modified while it is "in the pipe" as it were, without derailing it altogether. If Prop 18 were to pass as is, I think this game would have a winner very soon, or would require players to vote NAY on a rule they otherwise like because the Proposer has 2 seats and over 100 groats. } ------------------------------------------------------------------------------ Proposal 31 - Everyting you needed to know about Proposals but were afraid to ask [Multiple] (Abirrond) Consolidate Rules 8, 9, 10, and 11 into one very long rule. { This is just because I think these rules look pretty solid - I am content to kinda skip over them all when I am looking for something. } ------------------------------------------------------------------------------ Proposal 32 - Untitled [Amendment] (Abirrond) Add this paragraph to Rule 5: The Header of the Ruleset Official Document will contain a line as follows: Reflecting changes up to and including the votes from Week N, and Emergency Proposal M, updated MM/DD/YY where N, M, and MM/DD/YY are replaced with their obvious meanings. { This doesn't really have to be a RULE, but I would like to see that information when I scan the ruleset. } ------------------------------------------------------------------------------ Proposal 33 - An Indecent Proposal [Amendment] (Abirrond) Add the following to the end of Rule 8, or after its text should the consolidation Proposal pass: All portions of a Multiple type proposal must be clearly related. A proposal may be ruled invalid by the Speaker if e decides that it is too diversified in scope. Similarly, the Speaker may split one proposal into several should e decide they should be voted on independently. { I just felt we should have some insurance against proposals that wander around too much - not that any of you fine people would do such - but who knows? *I* might! } ------------------------------------------------------------------------------ Proposal 34 - Just for the Halibut [Repeal] (Abirrond) Repeal rule 31 entirely. { OK - this was fun, but are we really going to spend our time codifying this? (Too bad this isn't to the list - CODify - so easy to slip in...) If that's really what we want to do, then this proposal will fail. I just thought we should give it a chance to do so. } ------------------------------------------------------------------------------ Proposal 35 - Bow Before Thy God(dess) [Amendment] (Tyrall) Where ever the term 'Gnome Master' appears within the ruleset, amend to read 'Gnome Leader'. {A bastardisation of Proposal 29 - Bow Before Me [Amendment] (Elusive) Where ever the term 'Gnome Master' appears within the ruleset, amend to read 'Gnome Mistress'. I know this loses the wonderful GM acronym, but it /is/ more Politically Correct :)} ------------------------------------------------------------------------------ Proposal 36 - Naughty, Naughty! [Multiple] (Sneeze) 1. General Naughtiness [Enactment] All Gnomes are either Naughty or Nice. Gnomes can be additionally Mean. Gnomes who are Naughty are either Very Naughty, Just Plain Naughty, or Just a Little Naughty. Gnomes who are Mean are either Very Mean, Just Plain Mean, or Just a Little Mean. Some acts are Naughty, and have a level of Naughtiness. If a Gnome commits an act that is Naughty, e becomes Naughty with a level equal to the Naughtiness of the act e committed, if e is not already at least that Naughty. E must then act out a punishment commensurate with the Naughtiness committed, as soon as this is possible. The punishments are as follows: i. The punishment for being Just a Little Naughty: The offending Gnome must write a short apology to the mailing list, and bury three Groats under the Shed. These Groats may not be dug up, except as described in the rules. ii. The punishment for being Just Plain Naughty: The offending Gnome must write a medium apology to the mailing list, and bury nine Groats under the Shed. iii. The punishment for being Very Naughty: The offending Gnome must write an apology to the mailing list in verse, bury fifteen Groats under the Shed, and then go to eir Toadstool, and not come out for a week. As soon as this punishment has been acted out, and not before, the offending Gnome begins to become Nice again, starting at the end of the week two weeks after the punisment is completed, e loses one level of Naughtiness. E continues to lose one level of Naughtiness every two weeks, until e is nice again. If e was already naughty when e committed the Naughtiness, even if e was already losing Naughtiness, e must carry out eir punishment. If a Gnome commits a Naughty act to another Gnome, e is Mean, with a level equal to the Naughtiness of the act (eg a Very Naughty act committed on another Gnome causes the offending Gnome to become Very Mean. Meanness may not be lost, except by proposal. 2. It's the Fuzz, let's Book! [Enactment] There exists an Office known as the Policegnomes, with one seat, known as the Sheriff. The Sheriff is responsible for spotting when a Naughty act has taken place, keeping track of the Naughtiness of the Gnomes, and alerting the Garden whenever the level of Naughtiness in the Garden has changed. If the proposal 'Elections' passed, hold an election for Sheriff. Otherwise, appoint Sneeze Sheriff. Either way, this paragraph deletes itself upon taking place. ------------------------------------------------------------------------------ Proposal 37 - Go and Wash Your Mouth Out [Multiple] (Sneeze) 1. Cleaning Up the Ruleset [Amendment] Replace all occurances of fish, fishing, fisherman, etc. in the ruleset by the word f*sh, f*shing, f*sherman, etc. 2. Definition of a Dirty Word [Amendment] Amend rule 1 by adding the following paragraphs to part I: Some words in Garden Nomic are Dirty, and uttering them, or any English form of them, in any context except for referring to a Player's proper name is Just a Little Naughty. All Dirty words that are English words have a non-Dirty equilvalent, that is understood to mean the same thing and thus can be used wherever the Dirty word would be used, were it not Dirty. The defined Dirty words, and their non-Dirty equivalents, are: fish, f*sh ------------------------------------------------------------------------------ Proposal 38 - Allotments on my Mind [Multiple] (Kevan) 1. Not Allotment People Know That [Amendment] Replace the second paragraph of Rule 25 (Gno Place Like Gnome) with:- "Each Toadstool has its own Allotment, which is the pride and joy of its owner. Gnomes' Allotments may contain a wide variety of Plants, and it is the responsibility of the Allotment Allotter to keep track of these, in a series of simple lists." 2. Allotment Allotter [Enactment] There shall exist an Office of Allotment Allotter, containing a single Seat of Allotter. The Gnome who holds this Office is responsible for maintaining a Web page listing the contents of all Gnomes' Allotments, and for distributing an "Allotment Update" each Week. At any time, Gnomes mail email the Allotment Allotter to purchase items for their Allotment, or to announce the removal or sale of items already in their Allotment. (If a Gnome attempts to purchase something which e did not have enough Groats to purchase, at the start of that Week, the purchase is ignored. Likewise any attempts to remove or sell Allotment contents which do not exist, or attempts to sell Plants which are not fully grown.) Twenty-four hours before the end of each Week, the Allotment Allotter must perform the following tasks:- * Increase the Growth Ratings of all Plants by one, unless they are already fully grown, or unless the Plant is in an Allotment with more than nine other Plants. * Process all sale/purchase/removal emails. * Roll a six-sided die for all Allotments, placing a fully-grown Weed in any Allotments for which a six is rolled. * Post details of all sales, purchases, removals and Allotments to the mailing list. 3. Vegetable Rights and Peace [Enactment] The following Plants may be planted in Gnomes' Allotments. Each Plant has a Seed Cost (the number of Groats required to buy a single Seed from the Allotment Allotter), a Growth Time (the number of Weeks it takes to grow) and a Selling Cost (the number of Groats it may be sold for when fully grown). When a Plant's Growth Rating equals its Growth Time, it is said to be fully grown. If a Plant's Growth Rating ever exceeds its Growth Time, it is reduced to its Growth Time. ------------------------------------------------------------------------------ Proposal 39 - Good for the Garden [Amendment] (Kevan) If the Proposal "Allotments on my Mind" did not pass, this Proposal shall have no effect upon its own passing. To the effects of "Sunny" and "Raining" Weather in Rule 30, add the sentence "Plants' Growth Ratings are increased by two instead of one, this Week.", and amend the last sentence of the "Snowing" Weather to read "While it snows, no Gnome may move from one Location to another, and Plants' Growth Ratings may not be increased." ------------------------------------------------------------------------------ Proposal 40 - The Pulling Away of Chairs [Multiple] (Kevan) 1. You'll Have Just The Desk, And Like It [Amendment] Reword Rule 21 (Government) to:- "Garden Nomic is governed by Officers. An Officer is a Player who holds a rule-defined position of responsibility, which is called an Office. An Office has the following attributes, which must be described in a Rule in order for the Office to be legal: a Name, a Job Description, and a Weekly Salary. Gnomes may hold any number of Offices simultaneously." 2. Open-Plan Office [Amendment] In Rule 20 (We Want YOU!), add the following paragraph to the start:- "The Office of Gnome Mentor has a Weekly Salary of two Groats. The Office of Gnome Mentor may be held by more than one Gnome at a time; each holder being known as "a Gnome Mentor"." Replace "e will be added to the Gnome Mentor list which will be maintained on the Garden Nomic web site by the Speaker" with "e is given the Office of Gnome Mentor". And remove the final paragraph of said Rule. 3. Gravy Train In any Rule entitled "Weekly Score and Groat Adjustments", replace the last *two* bullet points with: "* For each Office a Gnome holds, e gains Groats equal to its Salary." 4. Pass Go [Amendments] Replace the first paragraph of Rule 22 (The Registrar) with:- "The Registrar is an Office with a Weekly Salary of two Groats. The Gnome who holds this Office has the following duties:" Replace the first sentence of Rule 7 (The Speaker) with:- "The Office of Gnome Mistress has a Weekly Salary of five Groats." Replace the first sentence of any Rule called "Allotment Allotter" with:- "The Office of Allotment Allotter has a Weekly Salary of three Groats." Replace the last sentence of the first paragraph of any Rule called "The Fairies" with:- "The Fairy Liaison is an Office with a Weekly Salary of three Groats." 5. Boring Paperwork [Amendments] Replace the phrase "Speaker" with "Gnome Mistress" throughout the Ruleset. Replace the phrase "single Seat of a single Office" with "single Office" throughout the Ruleset. Remove the phrase "(or eir Seat in that Office)" from the Ruleset. Replace the word "Seat" with "Office" throughout the Ruleset. ------------------------------------------------------------------------------ Proposal 41 - The Fish Amendment [Amendment] (Kevan) { Comments : A new approach, more in line with the Thring Treasure Hiding Game. We have a Fish chosen by the Speaker each Week, and may only attempt to hide that Fish in our email (the concealing of obscure Fish makes the game a rather boring "see who knows the most fish names" affair, after all, not to mention lending itself to accidental fish-smuggling). And instead of simply including the word, we can hide it either forwards or backwards, and even divided up by spaces or punctuation. This eliminates the rather obvious "going to the eGroups page and doing a search with a huge list of fish as your criteria" and "set your mailer to filter anything that contains a fish name in the message body" tactics, and brings forth a fine line in strategy. I hope to the gods that this one isn't broken, anyway. } Reword Rule 31 (The Fishing Game) to:- The Fishing Game has always been a traditional way for Gnomes to pass those long summer days sat around the fishpond, waiting for a catch. The aim of the Fishing Game is, in a nutshell, for a Gnome to slip the name of a fish into conversation without the other Gnomes noticing. In these days of email and electronic communication, however, a rather different version of the Game is evolving (continually, it seems)... At the start of each Week, the Speaker selects a Fish of the Week (the name of any species of fish) and announces it to the mailing list. Any posting made to the mailing list by a Gnome is considered to Contain a Fish if all of the following points are true:- * It does not contain the phrase "(This email is Dolphin-Friendly.)" * It is neither the Proposals List, the Voting Results nor an Emergency Proposal. * If, after removing all headers and quoted text, and removing all non-alphabetic characters and carriage returns, the name of the Fish of the current Week can be read forward or backward in the body of the email. (For example, the Fish "tuna" is hidden backwards in the first paragraph of this Rule, broken with a space; "in a nutshell".) If a Gnome spots that another Gnome's email Contains a Fish, e may post a message to the mailing list detailing this spotting, unless:- * The email appeared on the mailing list more than 48 hours ago. * The email appeared on the mailing list prior to the announcement of the current Fish of the Week. * The email has already been spotted as Containing a Fish. In detailing such a spotting, the Gnome gains five Groats at the end of the Week. If an email that Contains a Fish has remained unspotted for more than forty-eight hours (but less than seventy-two), and the Fish of the Week has not changed since its posting, the Gnome that posted it may announce this fact to the mailing list. If e does so, e gains five Groats at the end of the Week. ------------------------------------------------------------------------------ Proposal 42 - In Case Of Ambiguity, Break Glass [Enactment] (Kevan) If a part of the Ruleset is ever regarded as being ambiguous, in a manner which the Gnome Mistress feels requires urgent attention, e may ask the Gnome responsible for that ambiguity to clarify the wording one way or another. The Rule or Rules in question shall be immediately updated to reflect this judgement, the amendment being announced on the mailing list. The Gnome responsible for an ambiguity is e whose Proposal (or other activity) caused the ambiguity to come into effect. If no Gnome can be regarded as being clearly and solely responsible for the ambiguity, the Gnome Mistress may clarify it emself. ------------------------------------------------------------------------------ Proposal 43 - Twice as Nice [Multiple] (Poltroon) 1. No Dice [Repeal] If proposal 24 was accepted, repeal any rule created by it. 2. Mo' Onions [Enactment] When the rules specify that a dice roll is to be made, it shall be done by using the dice server at http://www.pbm.com/dice/ with results to be sent to the subsidiary Garden Nomic mailing list for dice results, the addess for which is g-nomic-dice@egroups.com, unless a different mailing list is specified. If appropriate, this method shall also be used when the rules specify that a random choice is to be made. Messages sent to g-nomic-dice@egroups.com are not public messages. {I have taken the liberty of creating the g-nomic-dice mailing group already, just for practise. If this proposal fails, I'll simply destroy it. It is very easy to create any number of similar subsidiary mailing lists as necessary, e.g. for Poker Dice, if that passes, or any other side issues or subgames, as has been suggested} ------------------------------------------------------------------------------ Proposal 44 - The Compost Heap [Enactment] (Poltroon) {this could apply, for example, to abuse of the fishing game} If a gnome suspects any other gnome of acting in a manner not befitting a gnome, e may put forward a Public Order Bill (POB). The content of the POB should name the offending gnome and give details of the offending behaviour. In deciding what constitutes acting in a manner not befitting a gnome, gnomes should consider the rules of the game, but should ultimately rely on eir discretion. A POB should be submitted to the Speaker and voted on in exactly the same way as an emergency proposal. If the POB is accepted, the guilty gnome is thrown on the compost heap and left there for a period of three days (starting when acceptance of the POB is announced) and fined ten groats. While a Gnome is on the compost heap, e may not contribute to the game in any way and any attempt to do so should be met with scorn, derision and laughter from the other Gnomes. If the POB is rejected, its author is fined five groats. The compost heap is common ground but gnomes may not voluntarily go there. Once there, a gnome may not leave the compost heap until eir three days is up, at which point e shall be implicitly considered to return to eir toadstool. ------------------------------------------------------------------------------ Proposal 45 - Go Wild in the Country [Enactment] (Poltroon) The principal settlement in the Garden is Gnome Town. Gnome Town itself is Common Ground, as are any locations within it unless otherwise specified. All Gnomes live in Gnome Town and eir Toadstools can be found there, along with the Garden Shed, which is roughly in the centre of Gnome Town. All areas of the Garden outside Gnome Town are collectively known as the Wilds. The Wilds and all Locations in the Wilds are Out of Bounds unless specified otherwise. A Gnome may only go into the Wilds or a location in the Wilds if e owns a valid Exploration Permit, or if e is explcicitly permitted to do so by another rule. Exploration permits may only be acquired in accordance with the Rules. ------------------------------------------------------------------------------ Proposal 46 - Map maker, Map maker, make me a map [Enactment] (Poltroon) The Office of Cartographer has one seat and the title 'Maker of Official Maps, Plans and Diagrams'. The Cartographer is responsible for producing and maintaining a map of the Garden, and a list detailing the current location of all gnomes, which are Official Documents. If there is ever such a thing as Gnome Town described in a rule, add 'a plan of Gnome Town' to the list of things the cartographer is responsible for producing and maintaining then delete this paragraph. ------------------------------------------------------------------------------ Proposal 47 - Paper Trails to You. [Amendment] (Elusive) Amend the first paragraph of Rule 9 (Proposal Submission) to read: Players may submit up to 3 Proposals each Week, emailing them directly to the Speaker. This email should have a subject line of "GN: Proposals" - if it does not, the Proposals may be considered invalid. And remove this paragraph from the same Rule: Each Week, Players are permitted to make three Proposals of any length, and, if they wish, up to two extra Proposals which may be no more than fifteen lines in length (title line included). { I think that 5 is a bit much really, mostly because I'm feeling quite lazy and if each of our 12 players submitted 5 each, 60 would just be far too many to comment and vote on, let alone read them all! }
