------------------------------------------------------------------------------ GARDEN NOMIC Proposals for Voting on in Week Three ------------------------------------------------------------------------------ Proposal 18 - Medalling Kids [Multiple] (Kevan) 1. How to Win [Amendment] Reword Rule 18 to:- Each Gnome may have a number of Medals - these are awarded at the end of each Week, for certain achievements or events. If a Gnome ever has three or more of the listed Medals at once, and no other Gnome has three or more Medals, e becomes the Winner of the Game. The following list details the names of the Medals, and the conditions by which a Gnome ("the candidate") may gain and lose them. THE CAPITALISM MEDAL Gained if : The candidate has more than one hundred Groats. Lost if : The candidate has less than twenty Groats. THE INGENUITY MEDAL Gained if : A Proposal made by the candidate receives no AGAINST Votes. Lost if : A Proposal made by the candidate receives no FOR Votes. THE PUBLIC SERVICE MEDAL Gained if : The candidate holds more than one Seat. Lost if : The candidate holds no Seats. THE CELEBRITY MEDAL Gained if : The candidate's Name featured in that Week's chosen Story Segment. Lost if : Another Gnome receives the Celebrity Medal. THE BOOBY PRIZE MEDAL Gained if : The candidate has fewer Groats than all other Gnomes. Lost if : Another Gnome receives the Booby Prize Medal. If the Proposal "Ayes Right" passed, replace "FOR" with "AYE" and "AGAINST" with "NAY", for the Ingenuity Medal. Either way, remove this paragraph from the Ruleset upon Enactment. 2. Paperwork [Amendment] Add "eir Medals" to the list of things the Registrar must maintain a list of, in Rule 22 (The Registrar). ------------------------------------------------------------------------------ Proposal 19 - Reshuffle Kerfuffle [Multiple] (Kevan) 1. Vote Perkins [Amendment] To the list of Proposal Types in Rule 8 (Proposals), add:- * Reshuffle - To open Voting for the membership of a single Office's Seat. 2. Reshuffling [Enactment] Proposals may be of type "Reshuffle". A Reshuffle Proposal specifies a single Seat of a single Office, and attempts to find a candidate to fill (or replace the current occupier of) that Office. Valid Votes for a Reshuffle Proposal are "PASS", or the name of any Gnome. Votes "FOR" or "AGAINST" are invalid. When Voting Results are being calculated for a Reshuffle Proposal, if a single Gnome has received more Votes than any other, that Gnome is given the specified Seat and the Proposal is considered to have Passed. Otherwise, the condition of that Seat remains unchanged and the Proposal is considered to have Failed. Reshuffle Proposals may not be made for the Seat of "Gnome Master", nor as part of Multiple Proposals. If the Proposal "Ayes Right" passed, replace "FOR" with "AYE", "AGAINST" with "NAY" and "PASS" with "NOT SURE", in the second paragraph of this Proposal. Either way, remove this paragraph from the Ruleset upon Enactment. ------------------------------------------------------------------------------ Proposal 20 - What Do Points Mean? [Multiple] (Kevan) 1. Points and Groats [Amendment] Rename Rule 26 to "Points and Groats", and reword it to:- Each Gnome has a number of Groats and a number of Points (also known as eir Score). The Groat balance and Score of all Gnomes should be distributed along with the Voting Results each Week, along with details of any change in those figures during the Week. When a new Gnome joins the Nomic, e starts with ten Groats, and with a Score equal to the average Score (rounded down) of all other Gnomes. 2. Weekly Score and Groat Adjustments [Enactment] At the end of each Week, after Voting Results have been calculated, Gnomes' Points are amended thusly:- * Gnomes get three Points for each of their Proposals which passed that Week. * Gnomes lose three Points for each of their Proposals which failed that Week. * Gnomes lose one Point if they did not submit any Votes that Week. * Gnomes gain four Groats for each Seat they hold. * Gnomes gain two Groats if they are a Gnome Mentor. 3. Mopping Up [Enactment] At the end of the current Week, the word "Groat" shall be replaced with "Point" throughout the Ruleset, except in contexts that would imply reference to a physical monetary system, and in both this Rule and Rule 26. All Gnomes' Point scores shall be set to the value of their Groat balance, and their Groat balance shall then be set to ten. This Rule shall then repeal itself. ------------------------------------------------------------------------------ Proposal 21 - Fairy Nuff [Multiple] (Kevan) 1. Voyage to the Bottom of the Garden [Enactment] Beyond the Shed and deep in the undergrowth, amid long-forgotten gardening tools and a thousand flourishing weeds and flowers, lies the Bottom of the Garden. Home to the elusive Fairies, the Bottom of the Garden is Out of Bounds to all Gnomes except the Fairy Liaison. 2. The Fairies [Enactment] Although a mysterious and secretive people, the Fairies are very much a part of the Garden, and have considerable sway in the world of the Gnomes. Never actually journeying to the Shed, they communicate with the Gnome world through the medium of the Fairy Liaison, a specially-appointed Gnome. The Fairy Liaison Office has a single seat; the Fairy Liaison Officer. Twenty-four hours before the end of each Week, the Fairies cast their Votes on the Week's Proposals (which should be emailed to the Gnome Master by the Fairy Liaison), according to the following rules:- * Any non-Repeal Proposal which includes the word "Fairy" or "Fairies" outside of comments shall be Voted FOR. * Any other Proposal will receive a Vote of PASS. Any Gnome may attempt to Bribe the Fairies into Voting one way or the other on a specific Proposal - this is done by emailing the Fairy Liaison detailing the amount of Groats being offered and the desired Vote. When the Fairy Liaison calculates the Fairies' Votes for that Week, the highest Bribe for each Proposal determines the Vote (taking precedence over the above rules for Fairy Voting). If two or more Bribes are equal highest, or if no Bribes were made for that Proposal, the Fairies Vote as normal. Bribery details should be given by the Fairy Liaison when e emails the Votes to the Gnome Master; these Bribes are deducted from the relevant Gnomes' Groat balances at the end of the Week, whether they affected the Fairies' Voting or not. The Fairy Liaison may make no more than one Bribe per Week, emself. If the Proposal "Ayes Right" passed, replace "FOR" with "AYE" and "PASS" with "NOT SURE", in the Fairy Voting Rule bit above. Either way, remove this paragraph from the Ruleset upon Enactment. ------------------------------------------------------------------------------ Proposal 22 - Yes, Minister [Amendment] (Kevan) Replace the first paragraph of Rule 9 (Proposals) with:- "Players may submit Proposals each Week, emailing them directly to the Speaker. This email should have a subject line of "GN: Proposals" - if it does not, the Proposals may be considered invalid. Each Week, Players are permitted to make three Proposals of any length, and, if they wish, up to two extra Proposals which may be no more than fifteen lines in length (title line included)." { Comment : Five Proposals each per Week isn't too bad, but five over-eloquent Proposals per Week has proven a bit much. Three normal and two succinct would be preferable, I think. } ------------------------------------------------------------------------------ Proposal 23 - Elections [Enactment] (Poltroon) {although we don't yet have any offices with more than one seat, this proposal includes contingency provisions} Officers are usually appointed by election, unless the rule defining an office specifies otherwise. An election may be called by the Gnome Master to fill any vacant seat or to provide a successor to any Officer whose seat is due to become vacant. The procedure for an election is as follows: The Gnome Master announces the election in a public message, specifying which Office (or which Seat) it is being held for and when nomination is due to close. If more than one Seat in a single Office is vacant, the election may include all those seats in the same election, or a separate election may be held for each. It is entirely up to the Gnome Master to decide on the matter. As soon as e makes this announcement, the nomination period commences. The normal duration of the nomination period is three days, though the Gnome Master may specify a different period if e considers a shorter or longer period appropriate for any reason. Any Player who would like to nominate emself as a candidate in the election may do so by notifying the Gnome Master in a private message at any time during the nomination period. At the end of the nomination period, the Gnome Master announces the list of candidates in a public message. If the number of candidates is equal to or fewer than the number of seats in the election, those candidates are automatically elected without a vote. If there are any remaining seats unfilled, the Gnome Master may extend the nomination period, announcing the details of the extension in the same message. If there are no remaining seats, the election is over. If there are more candidates than seats in the election, the election goes to a vote. The duration of the voting period is exactly one week starting from the moment the candidate list is announced. If the election is to go to a vote, the Gnome Master should state in the same message as the announcement of the candidate list the exact time that the voting period is due to end. Players may cast eir vote by naming eir preferred candidate in a private message to the Gnome Master. Each Player has exactly one vote. If a Player changes eir mind after casting eir vote, e may change eir vote, provided Voting is still open. As soon as possible after the end of the voting period the Speaker should post a public message detailing the results of voting. The election is decided by simple majority voting, i.e. the player who received most votes is elected. If there is more than one seat in the election, the player who received the next highest number of votes is also elected, and so on until all available seats are filled. In the event of a tie, the Gnome Master shall make a casting vote at random to decide the matter. ------------------------------------------------------------------------------ Proposal 24 - Dice is Nice [Enactment] (Poltroon) When the rules specify that a dice roll is to be made, it shall be done by using the dice server at http://www.pbm.com/dice/ with g-nomic@egroups.com as the address for results to be sent to, unless specified otherwise. If appropriate, this method shall also be used when the rules specify that a random choice is to be made. {not that I'd suggest our Speaker is anything other than entirely honest, but it's as well to be totally up front and above board. If anyone is unfamiliar with the dice server, it's simple to use with good clear instructions given on the web site. Once you've learnt how to use it, you don't even have to visit the web site} ------------------------------------------------------------------------------ Proposal 25 - Poker Dice [Enactment] (Poltroon) {ideally, it would have been Pass the Pigs, but I can't figure out how to adapt that for play by email; this proposal passing kind of depends on the dice server proposal also passing, but it doesn't really matter if this passes and the dice server proposal doesn't, because all it would mean is that which dice to use in this game are unspecified} Gnomes are inveterate gamblers. One of the many ways they love to pass their time is to play poker dice. Any Gnome who gets the urge may challenge another Gnome to a game. This may be a challenge to a particular Gnome or may be an open invitation to whoever cares to take up the challenge. If the challenge is to a particular Gnome and that Gnome rejects the challenge, e must pay the challenger two Groats. It stands to reason that a Gnome may not challenge another Gnome who does not have two Groats to rub together. Once a challenge has been accepted, the two participating Gnomes must agree the form of the game. It may be a single round, the first to win a certain number of rounds, the first to reach a certain number of points, or any other variation that can be agreed upon. Then they decide the stake. Gnomes usually play for Groats, but may play for any other stake, so long as it is agreed between them. No player may agree to a stake that e would be unable to pay if e lost. Having agreed on the form and stake, the first player takes eir turn. It is usual for the challenging Gnome to play first, but there is a slight advantage to playing second, so if the Gnomes are playing more than one round, they may agree to alternate who goes first in each round. A round of poker dice proceeds as follows: the first player rolls five 6-sided dice. Then the second player does the same. The first player may then choose to reject all, some or none of eir original dice rolls and roll the rejected dice one more time. Then the second player does the same. Each player then checks to see if eir dice roll has produced one of the following scoring combinations: Five of a Kind: all five dice rolls are the same. [scores 200 points] Run: the dice rolls when arranged produce a run of five consecutive numbers. [scores 150 points] Four of a Kind: four of the dice rolls are the same, the fifth is different [scores 100 points] Full House: A combination of three of a kind and a different pair. [scores 70 points] Two Pairs: A combination of two different pairs. [scores 40 points] Three of a Kind: three of the dice rolls are the same, the other two are different. [scores 20 points] Pair: two of the dice rolls are the same, the other three are different. [scores 10 points] The winner of the round is the player who ends up with the highest scoring combination after eir second roll. If each player rolls the same scoring combination, or neither rolls any scoring combination, the winner of the round is the player who has the highest total when the face value of eir dice are added together. If this fails to separate the players, the round is declared null and void. If the Gnomes are playing a points scoring game, only the winner of the round scores any points. When a winner has been decided as agreed in advance, the loser pays the winner the agreed stake. ------------------------------------------------------------------------------ Proposal 26 - Resigned [Amendment] (Poltroon) {a small amendment to fix an oversight from the Government proposal} Add the following sentence to the end of Rule 21 (Government): An Officer may voluntarily resign from eir position at any time by way of a public message stating that e is doing so. When an Officer resigns, that Office (or eir Seat in that Office) immediately becomes vacant. If a Player leaves the Game of Garden Nomic, e automatically resigns from any Offices e holds. ------------------------------------------------------------------------------ Proposal 27 - Radix Malorum [Multiple] (Poltroon) {OK, no Biscuits, but we can still have a treasurer; apart from that, the only substantial changes this proposal makes are to put scoring details in a separate rule. Apart from that, the proposed changes to the groats rule are merely cosmetic} 1. You need your roots doing [Amendment] Amend Rule 26 (The Root of All Evil) to read as follows: The unit of reward used in Garden Nomic is called the Groat. Groats are created spontaneously as required to be paid out by the Treasurer. When a new Player joins Garden Nomic, e is given a number of Groats equal to the average (mean) Groat balance (rounded down to the nearest integer) of all other Players. When a Player leaves the Game, any Groats e owns are destroyed. 2. The Scores on the Doors [Enactment] {this really just summarises scoring into a single independent rule for ease of reference} At the end of each Nomic Week, after Voting Results have been published, the Treasurer shall pay out Groats to players as follows: * a player shall be paid three Groats for each of eir Proposals (including Emergency Proposals) that passed that Week. * players who cast votes on any proposals that week shall each receive one Groat. * a player whose suggested addition to the Storybook is accepted shall receive three Groats. 3. Treasurer [Enactment] Treasurer is an Office with one Seat and the title 'Head Gnome of the Department Groats'. The job description for this Office is as follows: * pay out Groats as directed by the Rules. * levy charges and taxes as directed by the Rules. * produce and maintain an Official Document called the Statement, recording each Gnome's personal fortune in Groats. * at the end of each Nomic Week, post the Payroll for that week. The Payroll is an Official Document detailing all Groats paid out since the last Payroll, and any other changes in each player's Groats total.. ------------------------------------------------------------------------------ Proposal 28 - Working for the Week-End [Amendment] (Elusive) Rule 15 (Weeks and Years) - Amend the first sentence of the second paragraph to read:- "The Nomic Week ends at 6:00pm (GMT) every Monday, unless altered by the Speaker." { Comments: A dear friend of mine mentioned that it might be better to give the gnomes over the weekend for voting and proposal writing. So here it is. } ------------------------------------------------------------------------------ Proposal 29 - Bow Before Me [Amendment] (Elusive) Where ever the term 'Gnome Master' appears within the ruleset, amend to read 'Gnome Mistress'. { Comments: I want equal opportunities, dammit. =) } ------------------------------------------------------------------------------
