------------------------------------------------------------------------------ GARDEN NOMIC Proposals for Voting on in Week One ------------------------------------------------------------------------------ Proposal 1 - Gnome Rule [Multiple] {This proposal attempts to create a framework of government, which can be expanded upon quite easily by the creation of other Offices. Additional attributes of Office (such as terms and elections) can all be dealt with in due course.} 1. Government [Enactment] Garden Nomic is governed by Officers. An Officer is a Player who holds a rule-defined position of responsibility, which is called an Office. An Office has the following attributes, which must be described in a rule in order for the Office to be legal: a Name, a number of Seats, a Job Description, and a number of distinct Titles equal to the number of Seats. The number of Seats in an Office is the number of Players who may simultaneously hold that Office. When an Office has more than one Seat, each Seat is associated with a different one of the distinct Titles, thus distinguishing one seat from another. An Officer may be referred to by the Name of the Office or the title associated with the Seat e holds in that Office, as appropriate. However, if an Office has only one Seat it is preferred that the Officer be referred to by the Title of the Office. A Player may hold more than one Office simultaneously, unless specifically forbidden by a Rule, but no Player may ever hold more than one seat in the same Office. 2. The Speaker [Amendment] Amend Rule 7 to read as follows:- The Office of Speaker has one Seat and the title Gnome Master. The Gnome Master is responsible for moderating and maintaining the mailing list, ensuring an up-to-date version of the ruleset is available to all players, distribution of proposals and voting results, and various other functions as specified by rules. If the Speaker is unable, unwilling, or prevented by a rule, from fulfilling any of eir tasks, e may desginate a Deputy to take responsibility for those tasks (either temporarily or permanently). Any other Player who is willing and able is a valid candidate for the role of Deputy Gnome Master. Throughout the Ruleset, the term 'Gnome Master' shall be read as meaning the Gnome Master or Deputy Gnome Master, as appropriate. 3. The Registrar [Enactment] The Registrar is an Office with one seat and the title Chief Gnome of the Registry Office. The Player who holds this Office has the following duties: * maintain a web page listing all Players in Garden Nomic, including eir real name (if different to the name they are playing under), eir email address and any other information. * maintain a list of Officers on a web page. { It's nice to be able to see who else is playing. I've made this a separate Office from Speaker in case Julie wants to delegate the responsibility, but I can't think of any other appropriate responsibilities for the registrar right now. } Elusive is hereby appointed to the Office of Registrar, unless e wishes to delegate this Office to another player, which may be any other player who volunteers for the position. If more than one player volunteers for the position, Elusive may choose which player to appoint entirely at eir whim. Once Elusive has either accepted the Office or appointed another Player to the Office, this paragraph shall delete itself. ------------------------------------------------------------------------------ Proposal 2 - Gnomes & Gardens [Multiple] { This proposal attempts to create a playing area and basic geography for Garden Nomic and introduce some game concepts. } 1. Rule 6 [Amendment] Add the following sentence to the end of Rule 6:- "Players in Garden Nomic are known as Gnomes." 2. The Garden [Enactment] The world of Garden Nomic is a place called The Garden. It is a lush green land, where flora and fauna abound, and the air is clean and fresh. It is a peaceful land. Rumour and superstition have it that other places exist outside the Garden, including perhaps other Gardens and a mystical place referred to in legend as The House, but these are as yet unknown. Anywhere outside the Garden is referred to as Elsewhere and is to be greatly feared by all Gnomes. The Garden measures 100 Lines long by 40 Lines wide. A Line is a unit of measurement equal to 100 Rods. A Rod is a unit of measurement equal to the average height of a Gnome. A Rod is further divided into 10 Fish. The Fish is the smallest unit of measurement in Garden Nomic. Gnomes may move around between locations in the Garden simply by posting a message to the mailing list announcing their that they are doing so, and provided they are permitted by the rules to do so. Unless a Gnome specifies otherwise, eir Location is eir Toadstool. There are three types of Location in the Garden:- * Common Ground -- these Locations are open to all Gnomes at all times. * Private -- no Gnome may enter a Private Location unless e is the owner of that Location, or unless e is granted permission by its owner to do so. * Out of Bounds -- no Gnome may enter a Location that is Out of Bounds except as permitted by a Rule. 3. The Garden Shed [Enactment] The Garden Shed is a large wooden building, 3 Lines long by 2 Lines wide, that stands at the bottom of the Garden. It is a Common Location, and is the home of the government of Garden Nomic. In the Garden Shed is the Great Hall. This is where Gnomes meet and conduct all Garden Nomic municipal business. 4. Gno Place Like Gnome [Enactment] Gnomes live in Toadstools. These are not like the poisonous fungi that populate the woods and forests of other worlds, but sumptuous dwellings with every mod con. A gnome's Toadstool is a Private Location. When a new Gnome joins the Game, e is given a Toadstool of eir very own. Each Toadstool has its own garden (not to be confused with The Garden), which is the pride and joy of its owner. Gnomes should take every opportunity to effusively describe eir garden to other Gnomes, remarking proudly upon its features. Give all Gnomes a Toadstool of eir very own. Once this has been done, remove this paragraph from the rule. ------------------------------------------------------------------------------ Proposal 3 - Spending Power [Multiple] { apologies to Radio Free Nomic } 1. Currency [Enactment] The currency of Garden Nomic is Biscuits, abbreviated to B$. When a new Player joins the Game, e is given an initial purse of B$100 by the Treasurer. 2. The Biscuit Barrel [Enactment] The Biscuit Barrel is the treasury of Garden Nomic. All Biscuits not owned by Players are kept at all times in the Biscuit Barrel. No Player may have access to the Biscuit Barrel except the player who holds the Office of Treasurer, who is responsible for looking after the keys to the Biscuit Barrel. 3. The Treasurer [Enactment] Treasurer is an Office with one seat and the title Head Gnome in charge of the Biscuit Barrel. The responsibilities of this Office are as follows: * look after the keys to the Biscuit Barrel. * give out Biscuits to Gnomes as directed by the Rules. * levy charges and taxes, in the form of Biscuits, from Gnomes as directed by the Rules. * maintain a record of each Gnome's personal fortune in Biscuits. The Treasurer may never give the keys to the Biscuit Barrel to any other Player at any time, either temporarily or permanently, except for when e leaves Office when e must pass the keys on to the next Player to hold the Office. 3. Money Money Money [Enactment] Appoint the Player named Poltroon to the Office of Treasurer and give em the Keys to the Biscuit Barrel. Give each Player B$ 100 from the Biscuit Barrel. Once these actions have been completed, repeal this rule. ------------------------------------------------------------------------------ Proposal 4 - The Root of All Evil [Enactment] Each Player has a number of Groats, being a positive integer number. The Groat balance of all Players should be distributed along with the Voting Results each Week, along with details of any change in that balance during the Week. At the end of each Week, after Voting Results have been calculated, Players shall receive three Groats for each of their Proposals that passed that Week, and one Groat if they submitted any Votes that Week. When a new Player joins the Nomic, e starts with a number of Groats equal to the average Groat balance (rounded down) of all other Players. Upon Enactment of this Rule, all Players shall be given ten Groats, and this paragraph will remove itself from the Ruleset. ------------------------------------------------------------------------------ Proposal 5 - Once Upon A Time... [Enactment] The Storybook is a part of the Garden Nomic Web page, and contains the text of the Story. Each Week, any Player (other than the Speaker) may submit a Segment to the Story by privately emailing it to the Speaker, in an email with a subject line "GN: Story". This Segment should contain no more than twenty words and need not be a complete sentence; it may contain any amount of punctuation and new-paragraph-starting. At the end of each Week, prior to calculating Voting Results, the Speaker should review all received Story Segments and select the one e finds to be the most pleasing - this is added to the text of the Story, and the submitter of that Segment receives three Groats. Although the Story is an Official Document, it may in no way influence the state of the Game. Upon enactment of this Rule, the text of the Story shall be set to "Once upon a time," and this paragraph shall remove itself from the Ruleset. If the Proposal "The Root of All Evil" did not pass, remove "and the submitter of that Segment receives three Groats" from the third paragraph of this Rule. Either way, remove this paragraph from the Ruleset upon enactment. ------------------------------------------------------------------------------ Proposal 6 - Gardening for Beginners [Multiple] 1. Gardens [Enactment] Each Player presides over a Garden of their very own. A Garden consists of forty-nine square Plots, arranged in a 7x7 grid. When a new Player joins the Game, e is given a Garden. The bottom four row of eir Garden shall be covered with Grass, the top three rows shall be covered with Soil. Upon enactment of this Rule, each Player is given a Garden as described above. This paragraph shall then remove itself from the Ruleset. 2. The Plot Thickens [Enactment] Each Plot in a Garden is either covered with Grass, or with bare Soil. In addition, each Plot may contain a single Plant or Ornament. 3. The Map of Gardens [Enactment] The state of all Gardens is detailed in an Official Document known as the Map of Gardens. The Map of Gardens is a part of the Garden Nomic Web page, and contains a visual, above-view representation of each Player's Garden. Whenever the state of a Player's Garden is altered, or a new Garden is added, the Map of Gardens should be updated to reflect this. ------------------------------------------------------------------------------ Proposal 7 - Mentor Centre [Multiple] 1. Welcome to the Garden [Enactment] Upon joining the Garden Nomic, any new player may choose to have a Gnome Mentor assigned to assist em with the Nomic for as long as they feel necessary to get aquainted with the game. The Gnome Mentor will introduce em to the concept of Nomics as well as helping em to understand the existing Garden Nomic ruleset and procedures. When a Gnome Mentor is requested, one will be assigned at random by the Speaker from the pool of available Mentors unless a specific Mentor is requested by the new player. If no Mentors are available, the Speaker will fill the roll of Gnome Mentor until one becomes available. Upon enactment of this rule, any existing Player who feels e could benefit from a Gnome Mentor may email the Speaker with eir request and one will be provided for em. This rule will then repeal itself from the ruleset. 2. We want YOU! [Enactment] Any Garden Nomic Player who feels e is experienced enough to help new players with the learning of the Garden Nomic rules and procedures may appeal to the Speaker to become a Gnome Mentor. The Speaker will then decide if e is veteran enough to take on the position and assuming e is successful, e will be added to the Gnome Mentor list which will be maintained on the Garden Nomic web site by the Speaker. If at any time a Gnome Mentor feels e cannot fulfill eir role, e may mail the Speaker and request removal from the list. ------------------------------------------------------------------------------
