Emergency Proposal 004 - Propositus Interruptus [amendment]

Amend the last paragraph of Rule 9 (Proposal Submission) to read as follows:

At any time before Voting Results for a Proposal are due to be distributed, the
author of that Proposal may retract it by email request to the Speaker. If the
Proposal has already been distributed for voting, any votes cast on that
proposal are disregarded.

think I should be allowed to. }
