PRAGMATIC
There is a distinction between the actual occurence of actions and the perception by players of eir occurence. When an action is incompletely or improperly specified the players of Axiom might perceive it to have occured, and in fact it may have. If it is obvious that a perceived action did not occur (due to blatant impossibility, like a sarcastic "I kill everyone" or someone pointing the impossibility out within two weeks) then it did not.

There is a special case of percieved action where:
1. no rule other than this one justifies that action at all, and
2. the percieved action did not obviously fail but, looking back it probably should have, and
3. said action occured two weeks ago or longer.

When these requirements are met, such actions DID happen (under the authority of this rule) and were not merely an action that was percieved, but one that occurred.

If no player objects to an EDICT within a week of its announcement, or all players agree to it, then the player who announced it may announce eir General reOrdering Document.

GODs are objects. If no player announces eir objection to a GOD within a week of its announcement, or all players agree to it, then the GOD is said to be true, at which point the player who announced the GOD fiats the game by performing the actions described in it. This is the only case where a player may fiat anything but the citizen controlled by em. It is considered good form for the player to give eir citizen a win in such circumstances.

This rule takes precedence over all other rules which conflict with it.

There is a class of entities called Factions. A particular Faction is created when any three (or more) citizens notify all citizens (within 24 hours of each other) of their decision to create, name, and join that Faction. Exactly one of the creators of a Faction shall be known as that Faction's leader, and e will be specified when that Faction is created. E may transfer leadership of that Faction to any other member of that Faction, at their own discretion, by notifying all citizens of their decision.

A faction is defined to be a group in which at least three citizens claim membership. No citizen may claim membership to more than one Faction. If at any time there are less than three citizens who claim membership to a faction, that faction is destroyed. A citizen may abandon a Faction at any time by informing all citizens of their decision.

If a citizen is not one of the citizens who initially created a Faction, and e claims membership to a Faction, any member of that Faction may (in the two days following the claim to membership) publicy request that e shall not be a member, and his membership will be annulled.
