Removing the last vestiges of the undead

If this and the previous are distributed on the same day, I will be retracting the first one since I don't want to actually use 2 proposals to get all occurances when one will do. ]}}
In rule 431 (Illuminatus) remove the text 'the owner of this hat is undead,' from the example in d) ii).

In rule 505 (Treasury and AckaDollars) remove the text ', Undead,' from the first sentence of section VI.

In rule 510 (Voluntary Debt Prohibited), remove the text ', Undead,' from the first sentence in the rule.

In rule 550 (Honour System Rule Suite) remove any occurances of 'or undead'.

In rule 843 (Hall of Elders) remove the following sentence from part 6, "Such information should include a replica of any items being haunted by the enshrinee's undead (except land and the like)."

In rule 1313 (Tornado) remove the words 'or haunted', 'or undead', and 'or haunt' wherever it occurs.

If there exists a player legally able to assume the name Calvin N Hobbes, e gains five points and the author of this rule loses five points.

The President will keep the List-of-Harf. At any time within the first week of a President's term, all players, excluding the President, may send a private message to the President with two things: the name of a player, who is neither emself nor the President, called their target, and a word with at least 7 letters, called the target word. No player may send more than one such message to any President during a single term of office of that President. This target and associated target word will be recorded under that player's entry in a new List-of-Harf by the President.

After having sent their entry to the President, if a player sees a message from their target that contains the associated target word and was posted more than one week after the most recent assumption of office by the President, then they can send a public message claiming this to be the case. They must state the message's title and when that message was posted, and say "The Harf is back and I want a winter cap."

The President must then check that the player's claim is correct. There are 3 possible replies. If the claim is true and that target word was listed only once in the List-of-Harf, the President must say "Indeed the Harf is back, here is your cap!" If it is true but the target word appears on the List-of-Harf more than once, e must say: "It was Blue, take a straw hat!" If it is false, e must reply: "Orange devil, wear sandals!"

In all cases, the player's entry is then removed from the current List-of-Harf. If the President replied "Indeed the Harf is back, here is your cap!" then that player will gain one-tenth of the points (rounded down) of their target's score, when that target said the claimed target word.

Just before the President's term of office ends, the current List-of-Harf is destroyed.

If a player becomes Active while a player is President but it is illegal to submit an entry to the List-of-Harf, that player has 3 days from the time at which e becomes active to submit such an entry. No such player may make a claim as above unless the message on which e makes the claim was posted after this three-day period has expired.

Repeal Rule 421.1 (Office of Common Sense, Redundancy, and Redundancy) {{[Its old but is it really useful???]}}

Renumber Rule 421.2 (Common Sense Reports) to 421 and make it read in full:
"
A Common Sense Report (CSR) is a list of suggested changes to the Rules or other documents, but is not a proposal. A CSR may only be authored by an active voting player.

Whenever a player authors a CSR, he must assign it a unique integer one greater than the most recently distributed CSR and distribute it publicly. After it has been distributed, any player may publicly object to that CSR. If during the three days after it has been distributed two or more players objected to the CSR, it is rejected and its author is fined the Standard Harfer Fee. If fewer than two players objected, then its author has three days to announce the fact, at which time the changes described in the CSR are enacted. If the author fails to announce the acceptance of the CSR within the prescribed time-frame then the CSR is treated as if it was rejected.

A player who authors more than two CSRs in a calendar month which are rejected is Guilty of Abusing the System. A player who is Guilty of Abusing the System may not author a CSR.

Amend Rule 711 (Appeal for Pardon) to read in full:
"
Any player may make an Appeal for Pardon (AFP), provided both 1 and 2 are true:

1) The player is not the President.
2) With respect to the player at least one of the following is true:
i) e has had a verdict of TRUE reached against em within the past 3 days on a CFCJ
ii) e in the Gaol.
iii) e is Guilty of Patent Infringement.
iv) e is Guilty of Abusing the System.

An AFP must be made to the public forum. From the time it is made public, the President has 3 days to GRANT or DENY the pardon. If there is no President, the President is inactive, or the President does not act on the AFP within 3 days, the AFP is considered DENYed.

If the AFP is GRANTed the President may specify any combination of the following effects, which will then be applied:
i) any penalties stemming from a CFCJ naming the player, distributed within the past three days is waived.
ii) the player is immediately released from the Gaol, if they are in the Gaol.
iii) the player will no longer be said to be Guilty of Patent Infringement.
iv) the player will no longer be said to be Guilty of Abusing the System.

If the President fails to specify which effect(s) are to be applied then all of the effects listed above will be applied.

Amend Rule 839 (Buildings) to read in full (BABEL Delimited):

I. Definition
i) Buildings are a class of named tradeable entity.
ii) Each type of building has the following land requirements and construction costs:

iii) Buildings may have a description.
iv) A Building is either Attached, Tethered or Floating and may only change between these states as described in the rules. A building is in which ever state it was most recently placed in by the rules. If a building is reattached it becomes Attached.
v) Attached and Tethered buildings are said to occupy the number of kaa required for eir size (as stated above). Floating buildings occupy no land.

II. Construction
i) Provided that e owns enough unoccupied land to accommodate the new building, an entity may construct a building by paying the appropriate fee, as a public action, at which time an Attached building is created in eir possession.
ii) An entity may increase the size of a building e owns by paying the difference in the construction costs between its current size and its intended size, provided that e owns sufficient unoccupied land to accommodate the extra land the building will take up. Extravagant buildings cannot be upgraded
iii) The land occupied by an Attached building always forms a contiguous block unless the rule permit otherwise for a particular building.

III. Real Estate Act 1842
i) An action which would cause a building and the land to which that building is attached to belong to more than one entity is impossible. This section has precedence over any rule which would allow such a action.
ii) Buildings which are unowned are destroyed unless they are defined in the rules.
iii) A building which occupies a group of kaa which is not wholly owned by the owner of the building starts Floating.
iv) Only one Building (except for towers) may exist on any given kaa of land.
v) Regardless of ownership, land and the buildings that reside on it are not considered to be in the treasury.

IV. Description
i) The owner of a building may change its name or description as a public action provided e unambiguously identifies the affected building. Giving a description of the house which is not in accord with the rules is the Crime of Acting Like a Realtor.
ii) A player may designate a single building e owns as eir home. A building designated as a player's home is a Common Location that may only be entered with the permission of its owner.
iii) An organisation may designate a single building it owns as its Headquarters. A building designated as an organisation's Headquarters is a Common Location that may only be entered by member's of that organisation.

V. Destruction
i) The entity which owns a building may destroy it as a public action.
ii) When a building is destroyed any towers attached to it are also destroyed.
iii) If a building is destroyed its owner receives 10% of its construction costs and it no longer exists.
iv) An entity may reduce the size of a building e owns, however, e shall only receive 10% of the difference in the construction costs between its current size and its new size.

VI. Rule Defined
The following buildings are common locations and may never be smaller that as defined originally but can be greater:
i) The Senate Building is lavish.
ii) The FM building is a classy place.
iii) The Courthouse is a cosy building.

Create a new rule numbered 13 Titled "Hunting Mu" with the Text:
"
This rule has precedence over all rules pertaining to actions, players, officers and proposals.

For the purposes of this rule the proposal which is still in the queue which has the number closest to the proposal that created this rule of all proposals still in the queue shall be referred to as "The Decoy".

An infinitesimal period of time after this rule is created a document containing an exact copy of the text of The Decoy shall be created. The document created in the previous sentence shall be refereed to as the "The Proto-Hunter" for the purposes of this rule. Any proposal created as a result of The Proto-Hunter shall be referred to as The Hunter for the purposes of this rule.

For no reason whatsoever shall either The Decoy or The Hunter be considered Invalid.

The following effects shall occur in order (no player need take any action to fulfill these effects, they are deemed to have occurred immediately with out the need for a player action or public message, however, for the purposes of everything other than this rule the player or office named, or implied, shall be deemed to have performed the specified action in each case):
1. The Proto-Hunter shall be submitted to the promoter by the author of The Decoy.
2. The Promoter shall distribute The Hunter with a proposal number 0.1 greater than The Decoy.
3. The Hunter's voting period shall commence.
4. All active voting players shall vote No on The Hunter.
5. The Hunter's voting period shall end.
6. This rule shall repeal itself.

Insert as a new Section after Section III of rule 1217 (Buried Treasure!) the following text (--- delimited):

If a player believes that a particular treasure map, for a treasure which was discovered within the previous three days, is not in keeping with the spirit of treasure hunting e may call for a Hostile Takeover.

A Hostile Takeover is a Hearing for which the valid responses are: "Right up there with the Jukkasjarvi Treasure" and "the accumulation of money is a great evil and a burden to the soul" [Terry Pratchett, Witches Abroad]. The player who called it is the Hearing Harfer for it and is called the Gold Digger while it is in session. For the purposes of this section those entities which were buried in the treasure and any entities created from them since the discovery of the treasure are referred to as The Motherload.

The map writer and recipient of the Treasure against which the Hostile Takeover was called are not permitted to vote in the Hostile Takeover.

In the event that the verdict of the Hostile Takeover is "Right up there with the Jukkasjarvi Treasure", the Gold Digger shall transfer The Standard Harfer Fee to the map writer.

In the event that the verdict is "the accumulation of money is a great evil and a burden to the soul" [Terry Pratchett, Witches Abroad], then all entities in The Motherload, which are of types normally accepted by the Museum, are transferred to the North Wing of the Museum with the map writer as beneficiary. Any entities in the Motherload which were not transferred to the Museum's North wing by the previous sentence are transferred to the Treasury. Additionally the map writer shall pay The Standard Harfer Fee to the Gold Digger.

It sets up the definition of Thrall, the method of claiming Thrall through proposals, the Office of Thrallmaster, and the method of claiming a Win from Thrall. Other Thrall-related items are less central to the concept, and so better belong in separate proposals.]

Create a new Rule, numbered 750, titled "Thrall: Definition", with the following 1ST-delimited text:

Players may indicate Potential Enthrallments by privately notifying the Thrallmaster. A Potential Enthrallment consists of a Player and a Proposal, provided that the author of the Proposal and of the Potential Enthrallment are the same, and the Proposal is in its voting period. Each Proposal may only appear in a single Potential Enthrallment; if a Proposal appears in multiple supposed Potential Enthrallments, only the first one which satisfies the above conditions shall be valid.

When a Proposal which is part of a Potential Enthrallment is accepted, the Player mentioned in the Potential Enthrallment has their Thrall Attribute set to the name of the author of that Proposal.

When a Proposal which is part of a Potential Enthrallment is rejected, the author of that Proposal has their Thrall Attribute set to the name of the Player mentioned in the Potential Enthrallment.

Create a new Rule, numbered 615, entitled "Win By World Domination", with the following 4TH-delimited text:

If a single Player (A) is Overlord of more than 60% of all Active Players, then Player (A) achieves a Winning Condition, provided that Player (A) did not win the previous Cycle by achieving a Winning Condition under the provisions of this rule. Player (A) also receives the title of Small Lab Mouse, if e does not already have it.

If anyone wins a Cycle by this method, then at the end of that Cycle all Thrall Attributes are set to "".

Multi-proposals

Create a new rule with the number 304 and the title “Multi-proposals”, consisting of the following BINARY-delimited text:

BINARY
A player may submit multiple proposals (or Multi-proposals) with the intention that only one of them (at most) be adopted. Only proposals submitted as described in this Rule shall be considered as Multi-proposals.

A Multi-proposal shall consist of two or more independent and complete proposals, written and submitted as described in the Rules governing proposals. In addition to this, each of the proposals must abide by the following:

1. All proposals in a Multi-proposal must be submitted by the same author.

2. There may be no more than five individual proposals contained in any given Multi-proposal.

3. All proposals in a Multi-proposal must address substantially the same subject matter. The Promoter may declare Invalid any part of a Multi-proposal, if e believes that this requirement has not been met. There shall be no penalty to the author if part of a Multi-proposal is declared Invalid under the terms of this paragraph.

4. Each proposal in a Multi-proposal must begin with the following CAVEAT-delimited text:

This proposal is part of Multi-proposal NAME.

Where NAME is any legal name.

5. No more than one hour may separate the submission of the first proposal of a Multi-proposal from the submission of the last proposal, and all proposals within a Multi-proposal must be submitted on the same calendar day.

Individual proposals contained in a Multi-proposal shall be processed by the Promoter in all respects as if they were regular proposals, except that the Promoter shall make a reasonable effort to place the individual proposals of a Multi-proposal next to each other on the voting queue, and to give them sequential Proposal numbers.

Individual proposals contained in a Multi-proposal shall be voted upon by the players in all respects as if they were regular proposals. In tabulating the vote, however, only that proposal with the greatest percentage of YES votes shall be accepted, and all other proposals from the same Multi-proposal shall be rejected, regardless of eir vote totals and quorum status. To be accepted,a proposal must also meet all other requirements prescribed by the Rules for acceptance of a regular proposal. In the event that two or more proposals within the same Multi-proposal shall receive the same percentage of YES votes, and both meet the requirements to be accepted, the proposal with the lowest Proposal number shall be accepted, and the other proposal(s) shall be rejected.

As long as one proposal within a Multi-proposal is accepted, the author shall receive the points to which e would be entitled if the accepted proposal had been presented and accepted as a regular proposal. If none of the proposals are accepted, the author shall lose one point for each Modest Proposal contained in the Multi-proposal; five points for each Grandiose proposal contained in the Multi-proposal; and three points for each immodest, non-grandiose proposal contained in the Multi-proposal.

Individual proposals within a Multi-proposal may be retracted by the author in the same manner as prescribed in the Rules for regular proposals.

Each individual proposal within a Multi-proposal may be Modest, Grandiose, or neither, without regard to the status of any other individual proposal within the same Multi-proposal.

Other rules may call for a test of a characteristic. A test of a characteristic is only valid if all objects to be tested contain the characteristic to be tested, and if the characteristic is defined as Testable.

When a rule calls for a Characteristic Test, the following proceedure is performed.

For each object to be tested, a Characteristic Roll is performed. A Characteristic Roll is defined as a random number generated such that it has the same distribution as that characteristic. [For instance to generate a characteristic roll for Strength one would use 3d6].

For each object the Characteristic Roll is compared subtracted from the Characteristic Value. The resulting number is the Test Value.

The object with the maximum Test Value is declared to have won the test.

[Example: JT has a STR of 12 and Alfvaen has a STR of 17. The Characteristic Roll for JT is 7 and the Characteristic Roll for Alfvaen is 14. The Test Value for JT is 5 (12-7) and the Test Value for Alfvaen is 3 (17 - 3). Therefor JT would win this hypothetical test.]

In the first paragraph, replace "YES, NO or BAA!" with "YES, NO, RETHINK or BAA!".

[ For those of you who may ask why, my reasons are very simple: I enjoy anti-voting. Part of it has to do with Vynd's theory of unaccountability, part with the unpredictability (and hence -- to me -- fun), and part with simple irritation at those who seem to think proposals are "supposed" to pass or fail. (Yeah, I know that last horse is six feet under and still being beaten mercilessly, but...)

As to the theory that "it would destroy our economy," I'm not sure I see how. The economy can always be revised. As is, I think we have far too many positive points -- hence the change. ]

2. To be valid, the player must post a message as a public action. The message must contain the following:

B. A CFJ (including all legal appeals) challenging the validity of a Recess or challenging the declared length of a Recess will be processed and considered as if there were no Recess in effect.

(i) If a CFJ challenging the validity of a Recess is successful, then the Recess shall immediately end (if it is still in progress). The game shall then proceed as if a valid Recess had just occurred; there shall be no retroactive adjustments to the state of the game.

(ii) If a CFJ challenging the declared length of a Recess is successful, then the length of the Recess shall be immediately adjusted in accordance with the findings of the Judge.

7. The game may not enter a state of Recess by any means other than that described in this Rule.

8. At the end of the Recess, the Speaker shall declare the Recess to be over, and the game shall immediately re-commence.

When a rule change occurs that causes a new named entity or named class of entities to exist, and a Player owns an entity with the same name as the new entity or class, and said entity was created after the rule change was publically declared(i.e. after a Proposal was distributed by the Promoter, a CSR was announced by the CSRR, a State of Crisis Resolution Document was issued by the President, etc.)but before the rule change took effect, that Player shall be Guilty of Patent Infringement.

When a Player becomes Guilty of Patent Infringement they shall also be held in Contempt.

Create a new rule, numbered 1240.14, entitled "Otzma Card of type Training Regime", with the following HEAVEHO-delimited text:

HEAVEHO
A card of this type may only be played in the public forum. When it is played, its owner must name one of the following Characteristics: Strength, Dexterity, Constitution, Intelligence, Wisdom, Charisma. The value of the characteristic named may not be more that 23. The Dungeonmaster must then randomly determine a second Characteristic from the above list, except that the Characteristic named by the player, and any Characteristic with a value of 3, shall not be eligible for selection; if no Characteristic is eligible for selection, the card is destroyed and has no effect.

Upon the Dungeonmaster making a random determination as above, the value of the Characteristic named by the player is increased by 2, and the value of that determined randomly by the Dungeonmaster decreased by 1.
