A player who plays this Card shall unambiguously announce the name of an entity (other than a player) contained in the Museum. Upon doing so, the following shall occur:

a) If the entity's donation value is less than A$10, then the theft succeeds.

b) If the entity's donation value is greater than A$10, then for every A$10 of the entity's value the chance of failure is 1%. (So, for an A$350-value entity, the chance of failure is 35%.)

c) If the chance of failure is non-zero, then the Officer in Charge of Random Things shall determine whether or not the theft fails. If the theft does not fail, it succeeds.

d) If the theft succeeds, then the entity is removed from the Museum and transferred to the player(and is no longer considered "on display" in the Museum).

e) If the theft fails, then one of the two following events occurs (with equal probability): Either the player is Caught Stealing, or another random item of the same type is stolen by mistake(and transferred to the player as in d) above). Item types, for this purpose, consist of Trinkets/Majiks, Gadgets, and Prosthetic Foreheads.

Whenever a proposal fails, at the moment its results are publicly knowable, the positivity value will decrease by the N-setting for every player who voted against it.

MULTITUDES

There is a named, unownable, unique entity known as The Ackan Reserve. There is an optional functional office with one seat known as Chair of the Ackan Reserve, or AR-C. There is an optional political office known as the People's Member of the Ackan Reserve, or AR-P. There is an optional office known as the Financial Communitie's Member of the Ackan Reserve, or AR-F. There are also six Appointed Members of the Ackan Reserve, known to be upstading citizens of Acka, however as they are not players, their votes are assumed to be similar to the player members, and can be safely ignored. [Presumably this includes Phoebe and so on.] The AR-C, AR-P, and AR-F, are collectively known as the Executive Board of the Ackan Reserve, or AREB. If a player has two offices which are on the AREB than one will be confiscated, either the AR-F, of the AR-P if they do not own the AR-F.


The AREB is responsible for setting the D-, A-, P- and N-settings. It may change them by any two members of the AREB publicly specifying the same change to a setting within three days of each other. The specification of a change must include which setting they want to change and a value greater than 0 and less than or equal to 1.


The AREB also has the power to declare payoffs. If two members of the AREB publicly specify the same payoff within three days of each other than that payoff will occur. The specification of a payoff must include a non-negative amount for every index in the market less than or equal to the value of that index. When the payoff occurs the specified amount is subtracted for each index and all players receive in A$ the amount of the total loss times the number of stocks they hold.


It is a duty of the Chair of the Ackan Reserve to track the value of the Stock Market, including the calculation of the ACT quotient, and to make this value available to all players.

The following types of entities exist:

All of the above entities are collectively known as Venerable Entities and may be manipulated by vending machines, should such things exist. All of the above entities are Tradable.

Due to the complex field interactions between Venerable Entities in the same location, a player who possesses a least one of each type of the Venerable Entities may request a Boon of the Ancients, with a 10% chance of it being granted. However, invoking the Officer in Charge of Random Things in this manner, causes all of the Venerable Entities in eir possession to disappear in a flash of coloured light. A player may make no more than one such request per calendar month.

[I have previously submitted a proposal to enable Swingpoints to be exchanged to purchase Benefyts. Since then my proposal which allows a use for Benefyts has passed, so there is significant value in allowing Benefyts to be purchased. They shouldn't be cheap, though, so I've set their price at 10 Swingpoints.]

Amend Section 3 of Rule 1044, "Swingpoints", by relabelling subsection "d." to subsection "e.", and inserting the following BFT-delimited text immediately after subsection "c.":

[SHEEP wants to give away money, but the current Org rules won't let it. There should be some leeway for these charitable actions, but not so much as to allow willy-nilly actions. I think that the Dispensation/Indulgence system described below should allow these kinds of actions, without enabling Societies to get away with everything.]

Create a new Rule, numbered 1020, and called "Dispensations", with the following INDULGENCE-delimited text:

INDULGENCE
The Org-Harfer (or, if that seat is vacant, the Web-Harfer) shall maintain a list of Dispensations. This list is an official Document, but is not a Rule, and shall only have effects as defined by the Rules. An entry on the Dispensations List shall consist of the name of a Society, a colon, and an action or a description of a number of actions (so that it is possible to distinguish between actions described by that description and actions not described in a non-paradoxical way).

If an entry on the Dispensations List contains the name of a Society and an action, then the Society may perform that action as an Organisational Action.

A member of a Society may submit an Indulgence by sending it to the Org-Harfer privately. It is a Duty of the Org-Harfer to publish Indulgences. An Indulgence must be an entry of the form included in the Dispensations List. Any player may object to a published Indulgence within 3 days of it being published.

If, 3 days after an Indulgence is published, fewer than 2 players have objected to the Indulgence, then the Indulgence will be added to the Dispensations List as a new entry.

If the Archaeologist replies publicly within 3 days "This Trinket is Majik", then the Trinket becomes a Majik. [It is considered good form to give the Archaeologist a 10% fee for this service.]

Majiks are no longer Trinkets but keep the value, name and description they had when Trinkets. Majiks are tradable entities.

This is a Modest Proposal.

[As things stand, if the rules say that a particular piece of text has to be sent to achieve a particular effect, no changes from that text (with the possible exceptions of punctuation and case) are allowed. This can lead to some actions not being completed when most people thought they were. Such a situation really could use a "common sense" remedy. However, as common sense is rarely common, such a remedy will have to use weasel words of some sort. This is the best I could come up with.]

Amend Rule 340, "Conventions", by appending the following OKAY-delimited text:

The Registrar shall record and acknowledge each legal name change; a legal name change takes effect at the time of the Registrar's acknowledgement, at which time the player in question shall pay the standard Harfer Fee. If three days have passed, and the Registrar has yet to acknowledge a players attempt to change his name, and the new name complies with all applicable rules, then the name change takes effect. The Registrar is still required to record and announce that the change occurred. If a player attempts to change his name to something not in compliance with the rules, that attempt fails. Public notification of this failure by the Registrar is encouraged but not required. When a player changes their Ackanomic name, all Ackanomic business will be changed to follow their new name.

The responses to a Blasphemy Hearing are "E didn't understand what e was saying" and "Where's my torch?" If the result is "E didn't understand what e was saying" then they player who called the Vigilant will lose 10 points. If the result is "Where's my torch?" then the Blasphemer will lose 20 points and spend one day in Gaol, contemplating the true faith.

There are five Keys to the Vault. Possession of any of the Keys to the Vault allows a player to enter the Vault of the Book assuming all other conditions are adhered to. All five keys are ownable unique mimsy entities.

The five keys are:

The Gold Key. The Gold Key is untradeable. Whenever a player becomes President the Gold Key is transfered to them. Should there at any time not be a President then the Gold Key is Somewhere Else.

The Chartreuse Key.
The Chartreuse Key is untradeable. Whenever a player ceases to be pending they receive the Chartreuse Key. Should two players simultaneously cease to be pending then one of them is determined randomly. That player receives the Chartreuse Key. The other receives the Purple Key. Should more than two players simultaneously cease to be pending then the Chartreuse Key is transferred to Somewhere Else. The Chartreuse Key may be transfered from a new player to eir mentor or vice versa so long as the player has not been a player for longer than three weeks.

The Chartreuse Key is also known as the Chartreuse Key of Welcoming.


The Purple Key.
The Purple Key is tradeable. The Purple Key may not be given away, but may be traded for any tradeable Acka-Entity. The Purple Key may remain in the possession of any Player for any length of time, subject to the following conditions:

1. The current Cycle has not ended.
2. The Player possessing the Purple Key has no other Keys.

If at any time the Player possessing the Purple Key is given another of the five Keys, the Purple Key must be legally transfered to another player within seven days or else the Purple Key is given to the player with the least positive score who does not currently possess any of the five Keys.

The owner of the Purple Key must accept any offer for it which is in value at least A$20 within three days of the offer being made or else the Purple Key is transfered automatically to the player making the offer.

Should the owner of the Purple Key have used it since the last time they received it then they must accept any offer for it as specified in the paragraph above.

The Purple Key is also known as the Purple Key of Trade.

FORMYHEIRS
A Trust Fund is a type of organization. Trust Funds act like Societies in terms of ownership except that it may transfer A$ to anyone. In order to be a Trust Fund, the organization's founder must specify that they desire it to be a Trust Fund when it is created. When a player who announces eir intent to form a Trust Fund and the player may legally announce eir intent to form an organization the Trust Fund immediately comes into existance; it need not wait for other players to join. When the Trust Fund comes into existance and the founder pays the SHF only its founder is a member, and it acts like a VSO with two exception: no one may join it, and it may perform the additional organizational action of accepting a charter.
When a Trust Fund accepts a charter its founder is ejected and the Trust Fund may act like a full Trust Fund. It continues to exist as long is at posesses at least one A$ or until its charter specifies that it disbands.
A Trust Fund's charter should specify what it should do with its A$. It may only transfer A$ as specified by its charter and when it is pointed out by a player that the A$ should be transferred.
This rule takes precedence over rule 1003.
