This is a Modest proposal.

{{[things like names changes can be a real hassle for officers. Prolly most officers use real or mental indexes on player names. Also, things like CFCJs, org creation, etc., can be abused to the hilt. The first org fee proposal was a technical failure, but, IMO, conceptually a good idea.

The idea is to throw a modest harfer fee in front of things that are a real pain in the @$$ or things where legitimate use and abuse can easily be distinguished by quantity. This is already done for CFCJs. I purposely define one fee and reuse it for standardization purposes; this makes it easier to remember.

While it can be legitimately argued that this will create slightly more work for the financier, it may actually reduce work in terms of reducing frivolous game actions.

Create a new rule numbered 836 entitled, "Down the river" reading as follows:

"
There exists a unique non-tradable entity known as the Great Raft of Ackanomic. {{Initially it is Somewhere Else.}} Every other Saturday {{starting on the first Saturday after this rule is created }} it is transferred to a random active player.

There exists a unique non-tradable entity known as the Great Oars of Ackanomic. {{Initially it is Somewhere Else.}} Every other Saturday {{starting on the second Saturday after this rule is created }} it is transferred to a random active player.

A white water rafting team (hereafter "team") must consist of exactly four players, all of whom must have expressed their consent to be a member of the team in a public forum.

If any valid white water rafting team expresses a wish to attempt to go white water rafting on the Ackanomian River (this is done by any member of the team expressing the wish) and both the Great Raft of Ackanomic and the Great Oars of Ackanomic are owned by members of the team then the attempt goes ahead. Otherwise the attempt fails.

If the attempt goes ahead then one of the following occurs at random:

1) The members of the team have polluted the river and are judged to have broken conservation laws. They are all place in gaol for one day.

2) The team gets lost in the Wilds of Ackanomia. It takes them a week to find there way home during which time they may not enter any other locations or make another attempt at white water rafting down the Ackanomian River.

3) The team gets part way down the river and then capsizes. They all make it back to the shore but not without loss. Each member of the team loses a random gadget. If any member of the team owns no gadgets, e loses two random trinkets. If e owns no gadgets and fewer than two trinkets e loses all the trinkets e owns. For the purposes of this rule lost trinkets and gadgets are considered to have been destroyed.

4) The team gets part way down the river and then capsize. Two members of the team (picked at random) bang their heads on the bottom of the river, suffer a concussion and are unable to remember who they are for a week. Each of these players believes that e is the other player. For one week each of these players controls all the actions of the other, and have no control over what e eirself does.

5) The team successfully white water rafts down the Ackanomian River and enters a cave at the end. In this cave each member of the team finds one random gadget. All members of the team are given the title of "Daring Adventurer" and keep the title until another teams succeeds in white water rafting down the Ackanomian River. All members of the team also gain 7 points.


Any player can make only one attempt per calendar week at white water rafting down the Ackanomian River.

FANATICISM
The President may name one church the State Religion of Ackanomic. When this happens, all other State Religions lose their status as State Religions, and any Enforced Beliefs created by a church (as opposed to those specified in this rule) cease to be Enforced Beliefs. The Founder of the State Religion may post a public message on behalf of the church stating a fact about the world and which specifies that fact to be a "Enforced Belief". The fact in that message shall become a Enforced Belief, replacing and Enforced Beliefs previously declared by that church.

Should any player post a public message contradicting an Enforced Belief then another player may start a Witchhunt by sending a public message that names the alleged witch, quotes his or her allegedly heretical message, and calls for a Witchhunt, provided a Witchhunt is not already in progress against that player, and provided there are less than 5 Witchhunts in progress.

A Witchhunt is a Hearing. It is also a Very Grave Matter. The valid responses to a Witchhunt are 'No! E's an upstanding member of the community' and 'BURN THE WITCH!'. The Player who tabulates the votes for the hearing shall be called Witchfinder General while it is in session.

If the verdict is 'BURN THE WITCH!' the alleged witch shall be branded a witch and heretic. E shall then be incinerated atop a bonfire large enough that it not only reduces the witch to eir component atoms but also inspires righteous terror in all who see it. When a witch is burned, e shall enter the Ackanomic Afterlife, and shall lose 10 points. Any player who has ever been burned as a heretic is considered Enlightened. An Enlightened player may never have a Witchhunt called against them, or be burned as a heretic.

After a Witchhunt has been called on a player, another player who is a member of a Church may save that player from being burned as a witch, or as a heretic, provided e posts a public message (before the Witchhunt is resolved) saying 'I am running to the Church', then the name of the Church of which e is a member, then 'and I hold the Altar by the Horns for' followed by the name of the player e is saving. This is called granting Sanctuary Of Salvation.

That the Earth is flat is an Enforced Belief.

If proposal 2538 passed, replace the fourth paragraph of rule 1307 with the text delimited by HOOK

Create a new rule, numbered 1308 and entitled "Bracket/Smiley Pedantry", with the following text:

As was well known to the Ancients, the ')' in a smiley (i.e. ;-), or :-)) does not constitute a closing bracket for any pair of brackets it happens to be enclosed in. Using a smiley as a closing bracket is in violation of the ancient Code of Pedantry.

If any player believes any other player to have used a smiley as a closing bracket, the other player may start a Bracket Pedantry Hearing (hereafter referred to as a BPH) by sending a public message naming the alleged violator, quoting his or her message that is allegedly in violation, and calling for a BPH, provided a BPH is not already in progress against that player, and that there are less than 5 such hearings currently in progress.

A Bracket Pedantry Hearing is (of course ;-)) a Hearing. (Note that the previous sentence illustrates the correct use the bracket/smiley pairing). A BPH is also a Very Silly Matter. The valid responses to a BPH are "It seemed perfectly correct to me" and "It was obviously in violation!". The player who called the hearing shall be Hearing Harfer for it, and shall be called Grand High Pedant in Chief while it is in session.

If the verdict is "It was obviously in violation!", then the alleged violator shall have their mistake pointed out by being publicly tarred and feathered, and then sent to the Wilds. They shall lose 5 points, and may not voluntarily go to any other location for at least 3 days (this takes precedence over any rules dealing with movement or location). That player is said to have Learned their Lesson.

However, if the verdict is "It seemed perfectly correct to me" then the Grand High Pedant in Chief shall lose 2 points, and may be mocked by the alleged violator, who shall be immune from the politeness moon while doing so (this takes precedence over rule 374). Also, if the Grand High Pedant in Chief had previously been said to have Learned their Lesson, this shall no longer be the case.

Any player who has Learned their Lesson may never have a Bracket Pedantry Hearing called against them.

This proposal is loosely modeled after Proposal 1630, which was written by snowgod for our first birthday, except that it lacks the timing constraints and extra harfing that made it rather difficult to deal with. A parade will be held (as described in Rule 913), with the exception that the Guest of Honor will selected by the Historian as a public action. On January 23rd, 1998, it is considered good form, but is not required, for three Officers to each make a speech at some point (e.g., the President, the Speaker, and the Historian would normally be considered good choices). The speeches that are made will, ideally, look back with fondness on the past and with hope for the future. (However, it is also considered good form for one of the speeches to turn sour halfway through, proceed to a rant about how the whole place has been going to the dogs lately, and get cut short just before the player begins rudely swearing at everyone.)

Any time between the distribution of the proposal that created this rule and January 21st, 1998, players may privately send the Historian a date [ideally one with personal significance unrelated to Ackanomic]. On January 23rd, 1998, the Historian will, for each date e receives, give a brief description in the public forum of some of the events that were happening in Ackanomic on that date of the previous year and/or the year before that. (The Historian is not required to perform this duty for any date for which the necessary information is, for whatever reason, unavailable to em in time.)
