VOTING
III. InterNomic Voting

This Hearing shall have a voting period of 7 days, and, in the case where the results are inconclusive, the President shall, as a public action, decide how the Liaison shall cast Ackanomic's vote. In the event of a conflict between this section and any other rule concerning hearings, this rule shall take precedence.

Alfvaen (Aaron Humphrey)
Status: retracted

This is a Modest proposal.

Proposal 2454 - Sat 06 Dec 1997 03:14 EST
Little Dorrit, Part One: Nobody's Fault
Alfvaen (Aaron Humphrey)
Decision: rejected

Create a new rule, numbered 999, named "Collectibles", with text as follows(delimited by DICKENS):

DICKENS

There exists a class of entities called Collectibles. Collectibles are tradeable entities, which may individually have other attributes given them, except that no unique Collectible is mimsy.

The Widget of Yendor is a unique Collectible. The various Keys to the Vault--Chartreuse, Gold, Silver, Bronze, and Purple--are Collectibles.

This rule defers to any other Rule which may define attributes for any entity or type of entity which is listed here as a Collectible.

[ Anyone else who can think of a good way to a) have an entity added automagically to this Rule when its defining Rule is repealed, or b) have an entity removed automagically from this Rule should it ever be redefined in another Rule--go ahead and do it. Otherwise, it is encouraged that Proposals add and remove their own Collectibles as necessary. ]

Grenouilles Morts
Alfvaen (Aaron Humphrey)
Decision: accepted

This is a Modest proposal.

{{[ It seems to me that Patent Infringement can be committed without any intent whatsoever, simply by the creation of an inappropriate Rule. This is intended to create some distinction between the accidental and malicious cases. ]}}

Amend Rule 716, "Patent Infringement", as follows:

Replace the first paragraph

{{[
When a rule change occurs that causes a new named entity or named class of entities to exist, and a Player owns an entity with the same name as the new entity or class, that Player shall be Guilty of Patent Infringement, unless that entity is any type of Frog.
]}}

with the following(delimited by KERMIT):

KERMIT
When a rule change occurs that causes a new named entity or named class of entities to exist, and a Player owns an entity with the same name as the new entity or class, and said entity was created after the rule change was publically declared(i.e. after a Proposal was distributed by the Promoter, a CSR was announced by the CSRR, a State of Crisis Resolution Document was issued by the President, etc.)but before the rule change took effect, that Player shall be Guilty of Patent Infringement.

]}}

the following text(delimited by BUTCH):

BUTCH
If the Game or Contest chosen for the Duel requires a Referee, it does not require two teams of two players, and no player volunteers to referee the Game within one week of the Duel's beginning, then the Challenged Player's Second shall referee the Duel.

Party Unity is a Three-Edged Sword
Slakko (Duncan Richer)
Decision: rejected

{{[Note: Those who wonder why I'm introducing extra PRESENT votes, when non-player votes don't affect quorum - PRESENT votes now have the possibility of making a proposal boring and thus denying its proposer any points. ]}}

Amend Rule 1009 by inserting the following KOSH delimited text between the sentence ending "it has." and the sentence beginning "Party membership":

KOSH
At the end of a proposal's voting period, but before votes on that proposal are counted, if every active non-vacationing player member of a given Political Party voted NO on that proposal, and no member of the Party is also a member of some other Party, then the Political Party itself shall cast an additional NO vote on that proposal for every three active non-vacationing player members it has.

At the end of a proposal's voting period, but before votes on that proposal are counted, if every active non-vacationing player member of a given Political Party voted PRESENT on that proposal, and no member of the Party is also a member of some other Party, then the Political Party itself shall cast an additional PRESENT vote on that proposal for every two active non-vacationing player members it has.

Proposal 2459 - Sat 06 Dec 1997 20:44 EST
The Curse of the Bee Ack
Slakko (Duncan Richer)
Decision: rejected
Declared harfy by Alfvaen (Aaron Humphrey) on Sat 6 Dec 1997 23:12:41 EST.

{{[For those of you who don't know of the B-Ack, I suggest you point your browsers at the Literature List. There it lurks, even now!]}}

Create a New Rule, numbered 961, and entitled "Curse of The B-Ack", and with text as delimited by GOBACK below:

GOBACK
The B-Ack is a fearsome creature known to inhabit the Wilds of Ackanomia. It cannot be located by any glance at the map, because of its ability to camouflage itself into more acceptable surroundings. It has been sighted, at times, latching on to the bottom of important rule web pages, and cursing travellers to those pages with its fearsome cry of "BEE - ACK!" The B-Ack is an unownable entity.

Ackans who visit the Wilds of Ackanomia must be careful to avoid the Curse of the B-Ack. It is therefore best that they keep quiet when in the Wilds. Therefore, each day that a player is in the Wilds of Ackanomia and posts a public message, there is a 40% chance that the B-Ack will hear the player and chase them on the following day. The player will be treated as if e had Gone Postal. This is because (i) further public messages ruin a player's attempts to elude the B-Ack, and thus lead to further hiding, and (ii) the only weakness of the B-Ack is good poetry.

The one exception to the above paragraph is when the B-Ack hears a player on a day that the player is launching a spaceship. In this case, there is a 50% chance (as determined by the Officer in Charge of Random Things) that the B-Ack will be transported to the destination of the spaceship. As there is only one B-Ack in the whole of Ackanomia, this rule will then repeal itself. If the B-Ack is not transported to the spaceship's destination, then the player instead steams the B-Ack with the spaceship exhaust, having no effect other than to make the B-Ack angry.

Players who encounter the B-Ack are encouraged to publicly give a description of its physical characteristics (note that these should be vague). This description should only be given once the player is no longer in the Wilds of Ackanomia, and only one description may be sent by a player for each time they are chased by the B-Ack. Posting such a description earns a player 6 points.

Scientists are permitted to sneer at any such description, claiming such a creature is "physically impossible", and gain 2 points for doing so, provided they sneer within 3 days of the public posting of the description.
GOBACK

Proposal 2460 - Sat 06 Dec 1997 20:48 EST
Home Iff Castle
Slakko (Duncan Richer)
Decision: rejected

This is a Modest Proposal.

Create a new rule, numbered 838, titled "Moocher Free", and containing the following OTTO-delimited text.

OTTO
All players have a Drawbridge Attribute. It is either "Drawbridge Up" or "Drawbridge Down". Initially all players are "Drawbridge Down". When a player is "Drawbridge Up", no player may enter or leave that player's Home. When a player is "Drawbridge Down", then players may enter or leave that player's Home, provided such movement is permitted by other rules.

It is an old tenet that "thou shalt not let moochers into thy hut" [Homer Simpson, "The Simpsons"]. Therefore, if a player is in eir Home, e may change eir policy from "Drawbridge Down" to "Drawbridge Up" or vice versa.
OTTO

Proposal 2461 - Sat 06 Dec 1997 21:02 EST
Social Tammany
Niccolo Flychuck (Uri Bruck)
Decision: rejected

A proposal to append the following text to R315 Tammany:
"
If, during any 7 day period, members of a given Organization, bribe Tammany collectively with a sum of over a A$300, and it is legal for that Organization to have non-human entities as members, then the Organization can make Tammany a member of that Organization as a Public Action. When Tammany becomes a member of an Organization, it leaves all other Organizations it is a member of. While Tammany is a member of an Organization, half of all the bribes it receives are transfferred to the Organization of which it is a member, instead of the to the Treasury. If no one bribes Tammany for a period of 4 weeks, it becomes upset and leaves all Organizationts of which it is a member."

Proposal 2462 - Sat 06 Dec 1997 21:15 EST
Never Again
The Gingham Wearer (Tom Walmsley)
Status: retracted

This is a grandiose proposal.

Create a rule numbered 108, titled "Change must be possible" which reads as follows:

No player, entity, proposal or rule may create a rule, modify a rule, renumber a rule or do anything which would result in a rule being impossible to modify. Note that rules which are immutable or rules which claim to take precedence over other rules and state that they cannot be changed do not necessarily count as being impossible to modify for the purposes of this rule. If one month after a rule has been created or changed in such a way as to allegedly make it impossible to modify a player claims that it is not possible to modify the rule by posting a public message to this effect, then the following will happen:

1. If the rule was not created or changed by a player then it is automatically repealed.

2. If the rule was created or modified in such a way as to allegedly make its modification impossible, by a player and that player is no longer active then the rule is automatically repealed.

3. 2. If the rule was created or modified in such a way as to allegedly make its modification impossible, by a player and that player is still active then the player has one week to respond. If he fails to respond in this time then the rule is repealed and the player fined A$50 which should be paid to the treasury. If e does respond e can admit that he doesn't know how to modify the rule, in which case the rule will be repealed and e must pay A$50 to the treasury, or alternatively e can claim that e knows of a way to modify the rule.

If a player has publicly announced that e knows how to modify such a rule then at any time another player may pay the first player A$250 and tell him to post either publicly or privately the manner in which the rule can be changed. The first player has no option but to do this and must do so within one week. If the first player is for any reason unable to do so then instead of the second player paying the first A$250 the first player instead plays the second player A$300 and in addition the first player is publicly covered in tar and then has feathers pored liberally upon them until they are covered in feathers for being nasty and spiteful which has two effects. Firstly e becomes smelly and is not allowed to enter the library or museum for 79 hours. Secondly if e has wings then the chartreuse goose believes that e is a potential mate and immediately flies over to the player. The possession of the chartreuse goose changes from whoever had it to the player who was tarred and feathered.

This rule takes precedence over all other rules.

The Gingham Wearer (Tom Walmsley)
Decision: rejected

This proposal only has any effect if proposal 2462 passes. Modify rule 108 such that in the penultimate paragraph the sentence:

That's the Way the Bee Bumbles
Malenkai (Randy Hall)
Decision: accepted

This is a Modest proposal.

{{[it occurs to me that the spelling exchequer cannot do anything to a submission to be forwarded, as the spelling bee can only touch rules and CFJs, not miscellaneous submissions. This also fixes the potential scam bait I mentioned when that proposal was under consideration. Finally, it occurs to me that the spelling bee can do much less than has been claimed by previous spelling bee harfers, as very few words if any, by rule, are actually misspelled.

For that matter, the spelling exchequer may not be able to do very much now either for the same reason.]}}

-----------------------------------------------------------------

Amend rule 430, "Spelling Exchequer", to replace:

"
When the Miscellaneous Submission is a text that is to be privately sent to another Office, the player submitting the text may choose to allow it to be Directly Forwarded. A player doing so must indicate this wish, and specify the intended final recipient unambiguously. In this case, if the Spelling Exchequer finds no errors, or finds only errors that the Spelling Bee would be permitted to fix,

Internomic Entityhood
two-star (Alexandre Muniz)
Decision: accepted

This is a modest proposal

Amend rule 419.2 Internomic Interface by prepending the following quoted text.

"I. Internomic Entityhood

Internomic is an entity. Member nomics of Internomic excepting Ackanomic and Internomic are tradeable entities. Whenever a Nomic joins internomic, it is owned by the treasury. Whenever a member nomic, (excepting Ackanomic and Internomic,) leaves internomic it is destroyed. {{The nomic Agora is transfered to Robert Sevin, and the trinket Agora is transfered to the treasury. The nomic Pumpkin Patch Nomic is transfered to Red Barn, and the trinket Pumpkin Patch is transfered to the Treasury. All other Internomic member nomics are initially owned by the treasury.}}"

Weasel Words
Balsamic Dragon (Vivian Norwood)
Decision: accepted

There exist certain words whose meaning is indeterminate in some contexts. Any language containing these words can be considered vague and/or overly broad and tends to obfuscate the true interpretation of a rule. These words are known as "weasel words." Any player who, in the same twenty-four hour period, makes a Call for Judgment about the interpretation of a given rule which claims that such rule contains "weasel words," and also submits a proposal which amends such rule to remove the offending "weasel words" and/or replace them with better, more carefully chosen words (in the opinion of the player submitting the proposal) shall have his court fee for the submission of the CFJ waived. If that proposal is accepted and the CFJ is judged in the player's favor, then that player shall receive the honorary title of "Weasel Slayer." Upon the bestowance of such a title, this rule shall be amended to append the the list below the "weasel words" which have been vanquished. However, due to the fact that some weasel words are perfectly understandable in the right context, this rule shall not be considered binding upon future Weasel Word CJF's.

Known weasel words include:

The Ackanomian River
else...if (Henry Towsner)

FLOWING
7) Let the common location known as the Ackanomian River, referred to as the river, exist deep in the wilds. No player may enter the river, as it is a rapidly moving stream with many rocks. No player may cross the river or otherwise move from one side to the other except as specified in the rules. [It is possible that with the proper equipment, one could white-water raft down the Ackanomian River]

7a) On the other side of the river is as yet unexplored land. This land is currently unnamed and is not part of Ackanomia. This land is not Common. Although this land may be visited if a player can cross the stream, it may not be bought, built upon, or otherwise altered except by rules which specify that they apply to this land. [It is rumored that this foreign land is littered with machines of war left over from a battle between the ancients.]

Crack Down on Scam Orgs
Malenkai (Randy Hall)
Decision: rejected

This is a Modest proposal.

{{[This cuts down on creating orgs to surf Malenkai's Loophole. Assuming the org buys one power ever, no money is actually lost.

I don't think orgs with just players and no powers are really that useful anyway in terms of the game; past and present postmasters have been willing to set up mailing lists for players who wished to associate, and churches can be used for that purpose. Moreover, all current orgs in that state are grandfathered, and it would still be possible to create an org in that state with the cooperation of another org, it just makes it harder to create several in on message for scams.

So it becomes a tradeoff.]}}

Create a new rule, numbered 1006 if possible, titled "Membership Dues", and with the following FEE-delimited text:

FEE
An organization may levy a fee on its members by making an Organizational Action which states the fee and how it is to be applied. Such an Organizational Action, other rules on Organizational Actions notwithstanding, shall require the unanimous support of all active members of that organization, membership to be determined as at the time that the last active member to submit their opinion does so.

A member of an Organization must pay any fee levied, unless they leave the organization within 3 days of the fee being approved. All fees paid as a result of an Organizational Action which levies a fee go directly to the organization.
FEE

Ooh, Geri...
Alfvaen (Aaron Humphrey)

This is a Modest proposal.

Amend Rule903, "The Gumball", by appending to the first paragraph the sentence "It has a Spice Girl on the wrapper."

Proposal 2486 - Wed 10 Dec 1997 17:35 EST
Super-Twin Powers, Deactivate!
Alfvaen (Aaron Humphrey)
Decision: rejected

This is a Modest proposal.

Amend Rule 1007, "Organizational Powers", to replace "tradeable" with "nontradeable". Also, append the following text(delimited by IMMOBILE):

IMMOBILE

An Organization may only possess one of a given Power. If it should ever be the case that an Organization possesses more than one of any Power, all but one of those Powers are destroyed.
IMMOBILE

Humility Is Always Interesting.
Slakko (Duncan Richer)
Decision: rejected

This is a Modest Proposal.
Amend Rule 207 by replacing all instances of the phrase "A proposal is Boring" by "A non-Modest proposal is Boring", and appending the sentence "Modest Proposals are never Boring" to section VIII.

Proposal 2488 - Wed 10 Dec 1997 17:52 EST
Bug Fixes for Proposal 2439
breadbox (Brian Raiter)
Status: removed

This is a Modest Proposal.

Amend Rule 506 ("Trinkets") by deleting the THIRD paragraph, and then by inserting the following paragraph after the first paragraph:

Trinkets always have a positive, integral value in A$; this takes precedence over all other rules. The value of a Trinket may only be changed as specified by the rules. The owner of a trinket may transform it into its value in A$ as a public action. This action destroys the Trinket, creating A$ in its stead, and it upsets the art and antiquities communities.

Amend rule 594.2 (Blueprint: The Really Big Blue Thing That Doesn't Do Too Much, Really) by deleting the words "by stating publically that he is doing so" from the first paragraph. [Proposal 2439 tried to do this as well, but it had two errors in the sentence (one not fixable by the Spelling Bee).]

Proposal 2489 - Thu 11 Dec 1997 08:52 EST
Game State Harfer
Malenkai (Randy Hall)
Status: retracted

This is a Modest proposal.

-------------------------------------------

Create a new rule numbered 100, entitled "Game State Harfer", with the following text:

"
The Game State Harfer is an optional Office with one seat.

The Game State Harfer, as a public action, may make changes to the rules and the game state by unambiguously describing the change(s) to be made. The changes are applied at the time of the action.

This rule has precedence over all rules, except that it defers to rule 101.

{{Malenkai is appointed to the office of Game State Harfer.}}
"

Proposal 2490 - Thu 11 Dec 1997 08:53 EST
Bandwidth Moon
Malenkai (Randy Hall)
Decision: rejected

This is a Modest proposal.

------------------------------------------------------------

Create a new rule, numbered 375, entitled "Bandwidth Moon", with the following text:

"
If a player feels another player is spamming the proposal queue or otherwise wasting bandwidth or the officers' time on any public forum, e may waste bandwidth by calling a Hearing on the matter of whether the player in question, is, in fact, wasting bandwidth.

The valid responses to a Bandwidth Moon Hearing are "Yes, there's less spam on Usenet", and "No, e's just testing eir new mail client".

If the result is the former, the player is guilty of Bandwidth-Wasting Gizz, and becomes Hosed for 3 days as with a BWG Laser. If the result is the latter ... well, the result won't be the latter.

For obvious reasons, this Hearing may be called no more than three times per calendar month.
"

Blatant Grab For Power
Slakko (Duncan Richer)
Status: retracted

This is a Modest Proposal.
In Rule 1230.2, section 1, create a new subsection, immediately after the end of subsection C, labelled D, as delimited by PUTSCH below:
PUTSCH
D. It is a Privilege of the Chess-Umpire to issue CSRs which have no effect on all rules not in the Party Chess Rule Suite.
PUTSCH
{{[This gives people a chance to complain if the Chess-Umpire does something sneaky, just as with any other Common Sense report. It seems to be Common Sense that the Chess-Umpire should be able to fix bugs in the Party Chess Rules without having to submit a proposal every time.]}}

Proposal 2492 - Fri 12 Dec 1997 07:42 EST
I Don't Even Know What Our Past Will Be Like in 3 Years
Slakko (Duncan Richer)
Status: retracted

Create a new Rule, numbered 0 {{[!]}}, and titled "Restrictions on Retrospectivity", as delimited by BILL&TED below:

BILL&TED
Calls for Judgement can determine what the game state was at any particular point in time that has passed. The game state at any past point in time is referred to as the game snapshot for that time. The game snapshot for any time more than 15 days previous to the present may not be altered. This rule takes precedence over all rules, except for any rule which is both numbered 1 and called "The Evil Overlords of Ackanomic (retired)". If such a rule as described in the previous sentence exists, then this rule defers to that rule.
BILL&TED

{{[I find that retrospective changes to the game state make things extremely creepy. However, in certain circumstances a limited amount of leeway is permissible. That is the reason for the 15 day limit - to deal with resolution of Crises.
The Speaker has 3 days to notice there is a Crisis.
The President has 3 days to issue the Resolution of Crisis Document (6)
The people have 3 days to challenge the document (9)
The Hearing lasts for 3 days (12)
Count Tabula has 3 days to post the result of the hearing (15).
Anything more than this leads to ambiguous chaos, something Acka has far too much of in my opinion. This Rule has been numbered 0 simply because the existing retrospectivity legislation has insufficient precedence.
]}}

Shouldn't Be That Easy
Slakko (Duncan Richer)
Decision: accepted

This is a Modest Proposal.

{{[Currently it is easier to pass changes as a Crisis Resolution Document than as an ordinary proposal. The only reason for a CRD as far as I can see is to speed up the fixing process, not to enable a smaller fraction of the players to pass something through]}}

Append the following SIXTY delimited text to Rule 362:
SIXTY
Unlike other Hearings, Hearings which result from challenges to a State of Crisis Resolution Document will return a verdict of "This will patch the crisis" only when at least 60% of all repsonses to the Hearing are "This will patch the crisis", and at least one response to the Hearing is received. If less than 60% of all responses to the Hearing are "This will patch the crisis", or no responses are made to the Hearing, then the verdict will be "The President is scamming us".
SIXTY

Proposal 2494 - Fri 12 Dec 1997 07:43 EST
Kick
Slakko (Duncan Richer)
Decision: accepted

Create a new Rule, numbered Rule 1006, and entitled "When You Don't Get a Say", with text as follows, delimited by NECESSARY:

NECESSARY
A player may not denounce an Organizational action which:
1) consists entirely of eir removal from that Organization.
NECESSARY

{{[Otherwise it is impossible to remove someone from an organization, unless the proxy support gets in and they proxy their own support to the organization.]}}

{{[I intend that this rule will grow over time, as people realise that certain denouncements are just a way to be obstructionist, rather than fair ways of objecting to "wrong" actions.]}}

Proposal 2495 - Fri 12 Dec 1997 10:57 EST
Quick Fix For Free
Slakko (Duncan Richer)
Decision: rejected

Amend Rule 207 section VIII by replacing all instances of "if and only if" with "if", and by appending the following DECLARE-delimited sentence:
DECLARE
A non-Modest proposal, which contains the sentence "This is a Boring Proposal" is Boring.
DECLARE

Proposal 2496 - Fri 12 Dec 1997 10:57 EST
Save Myself Two Points
Slakko (Duncan Richer)
Decision: rejected

This is a Boring Proposal.
If there is no rule numbered 1 when this proposal is adopted, but Rule 0 exists, then the last two sentences of rule 0 are deleted. Otherwise this proposal has no effect.

Otherwise I Might Give Someone Septuplets
Alfvaen (Aaron Humphrey)
Decision: accepted

This is a Modest proposal.

Append to Rule 253, "Mentors", the sentence "A player who is currently serving as mentor to a new player is not considered to be in the mentor pool while so serving."

{{[ I think that the Registrars do this anyway, but I'd rather make it explicit. ]}}

Proposal 2499 - Sat 13 Dec 1997 16:53 EST
Unified Duration Theorem
Alfvaen (Aaron Humphrey)
Decision: accepted

{{[ There are three different durations that need to be tracked for new players. Frankly, it's a pain. ]}}

This is a Modest proposal.

In Rule 253, "Mentors", replace "two weeks" with "three weeks". {{[ Same duration as Rule 207's 'New player bonus' ]}}

Amend Rule 1129, "Crazy French-Scotsmen", by replacing "31 days" with "three weeks".

Proposal 2500 - Sat 13 Dec 1997 16:55 EST
Under The Table
Alfvaen (Aaron Humphrey)
Decision: accepted

This is a Modest proposal.

Amend Rule 1250.18, "Ye Olde Rusty Lantern", as follows:

In the first paragraph under "Passing"(which begins "A Bard may pass explicitly."), replace "Tavern Owner" with "Barkeep". {{[ Probably doesn't matter, but let's have consistency ]}}

After that paragraph, insert the following paragraph(delimited by ZZZZZZ):

ZZZZZZ
If a Bard is asleep(i.e. passes by default)for three of eir turns in a row(or more), then the Barkeep may announce, at the same time as announcing that e is aleep, that that Bard has gone Under The Table. At this point the Bard is removed from the game, and eir bench is considered empty. If that Bard later wishes to rejoin the game, then e need not pay ante to do so.
ZZZZZZ

{{[ This may speed up the YORL game a little bit, if players who do not wish to play may be removed... ]}}
