PROPOSAL ARCHIVE (2201-2250)

Proposal 2201 - Wed, 2 Jul 1997 17:20:35 -0500
No mutual proxies or proxy chains
two-star (Alexandre Muniz)
Decision: Rejected
This is a modest proposal

Amend rule 106 by replacing the paragraph:

A Voting Player (hereafter referred to as Player A) may authorize another Voting Player (hereafter referred to as their Proxy) to vote in their stead, provided that Player A has no default vote specified. To do this, Player A must send a message to the Tabulator stating who will be their Proxy. A Voting Player may cease to authorize another Voting Player from voting in their stead. To do this, a Voting Player must send a message to the Tabulator stating that they no longer want a Proxy.

with

A Voting Player (hereafter referred to as Player A) may authorize another Voting Player (hereafter referred to as their Proxy) to vote in their stead, provided that Player A has no default vote specified, (if such a thing should exist,) and provided that the Proxy has no Proxy. To do this, Player A must send a message to the Tabulator stating who will be their Proxy. A Voting Player may cease to authorize another Voting Player from voting in their stead. To do this, a Voting Player must send a message to the Tabulator stating that they no longer want a Proxy. If at any time a Voting player's Proxy has a Proxy, the voting player's Proxy ceases to be their Proxy.

Proposal 2202 - Wed, 2 Jul 1997 22:05:27 -0500
Votes are associated with players
Malenkai (Randy Hall)
Decision: Accepted

This is a Modest proposal.

{{[there is a great deal of game custom surrounding what happens to a player when they leave the game, in terms of duties, obligations, etc. We did votes this way once too. This amendment will make votes go away when a player leaves, which makes sense, and is consistent.]}}

--------------------------------------------------------------------

Amend rule 256, "Leaving the Game", to renumber the current section 6 to section 7, and insert the the following as a new section 6):

"
6) All their existing votes on proposals whose results have not yet been released are cancelled.
"

Proposal 2203 - Wed, 2 Jul 1997 22:07:11 -0500
Slogans
Vynd (John McCoy)
Decision: Rejected

Create a new rule, numbered 1150, with the title The Official Slogan.

The official slogan of Ackanomic is currently: "The pure and simple truth is seldom pure and never simple." [Oscar Wilde, "The Importance of Being Earnest"]

At the begining of every odd numbered Cycle, the Senate will begin deliberations on what the new official slogan of Ackanomic will be, unless it has been less than 30 days since the last such deliberation was completed. These deliberations will last for 10 days. After these 10 days, the Senate must publicly announce a list of candidates for the status of official slogan of Ackanomic. Appropriate candidates include such things as quotations in the style of Literature, profound sayings, and the like, but there are no actual restrictions on what can or cannot be a candidate. The list announced by the Senate must include at least 4 candidates, and the current slogan must be a candidate. The Senate is encouraged but not required to include candidates suggested by Players who are not members of the Senate.

Once a list of candidates has been announced, a hearing will be begun. the alid responses are the candidates for official slogan of Ackanomic as publicly announced by the Senate. The verdict of the Hearing becomes the new official slogan of Ackanomic. The text in the first paragraph of this rule following the colon will be deleted, and replaced with the new official slogan, exactly as it appeared in the public announcement by the Senate.

Whenever a Proposal passes in which the official slogan of Ackanomic appears, the author of that Proposal will be awarded a Shiny Silver Button. Shiny Silver Buttons are entities, they are non-tradeable, and they are not unique. When a Shiny Silver Button is awarded to a player, it is inscribed with the official slogan that appeared in that player's Proposal. [Thus the description of a given Shiny Silver Button might read something like: A Shiny Silver Button with "Do unto others before they do unto you." inscribed on it].

Proposal 2204 - Thu, 3 Jul 1997 00:52:07 -0500
Freeze Tag
Alfvaen (Aaron Humphrey)
Decision: retracted by author

This is a modest proposal.

Amend Rule 1118, "Dealing With The Paranormal", as follows:

Replace the text(delimited by MALIKTO):

MALIKTO

Any Scientist may exempt himself from the responsibility of writing this report himself by publicly posting a message in which he states "Not It!" any time within 10 days of the W-File Case being posted, unless he is the only Scientist remaining who has posted a "Not It!" message. If there is only one Scientist remaining who has not declared himself to be "Not It!" for a particular W-File Case, then that Scientist is now the only Scientist responsible for writing the refuting report described above, and must do so within 10 days of the W-File Case to be refuted being posted, unless another Scientist does so first [out of the goodness of his heart, I guess].

MALIKTO

with the following(delimited by TILTOWAIT):

TILTOWAIT

Any Scientist may exempt eirself from the responsibility of writing this report eirself by publicly posting a message in which e states "There are more things in heaven and earth, Horatio, than are dreamt of in your philosophy." [William Shakespeare, Hamlet, Act 1, Scene 5] and specifies the particular W-File Case e is exempting eirself from, any time within 10 days of the W-File Case being posted, unless e is the only Scientist remaining who has not exempted eirself by this means for the W-File Case in question. If there is only one Scientist remaining who has not thus exempted eirself for a particular W-File Case, then that Scientist is now the only Scientist responsible for writing the refuting report described above, and must do so within 10 days of the W-File Case to be refuted being posted, unless another Scientist does so first [out of the goodness of his heart, I guess].

TILTOWAIT

Also, to the end of the penultimate paragraph, add the sentence "The Mad Scientist is not considered a Scientist, for the purposes of this Rule alone; this takes precedence over any other Rule which may state or imply that e is."

Amend Rule 1118, "Dealing With The Paranormal", as follows:

Replace every occurrence of the text(delimited by '/') /"Not It!"/ with /"There are more things in heaven and earth, Horatio, than are dreamt of in your philosophy." [William Shakespeare, Hamlet, Act 1, Scene 5]/. After the first such occurrence, insert the text "and specifies the particular W-File Case e is exempting emself from".

Replace the text "that Scientist is now the only Scientist" with "that Scientist, who is designated the Horatio for that W-File, is not the only Scientist".

Also, to the end of the penultimate paragraph, add the sentence "The Mad Scientist is not considered a Scientist, for the purposes of this Rule alone; this takes precedence over any other Rule which may state or imply that e is."

IMHO IAC, OTOH ICBW
Mr. Lunatic Fringe (Phil Ackley)
Decision: retracted by author

It is illegal to send a public message containing three or more phrase acronyms (Acronyms who'se only purpose is to shorten an overused or cliched phrase [IMHO, IAC, OTOH, ICOCBW, etcetera]).

A player who commits this act is guilty of the crime of "Babble". If a player commits the crime of babble twice within a month, he is guilty of the crime of "Unremourseful Double Babble"

Proposal 2216 - Tue, 8 Jul 1997 15:15:32 -0500
No More OMCLs/No Last-Minute Scams
/dev/joe (Joseph DeVincentis)
Decision: Accepted

1. Create a new rule, reading:
"
All entities which have been transferred by zapping an Orbital Mind Control Laser since July 5, 1997, 00:00 EDT, are transferred to the entity which owned them immediately before the first time since July 5, 1997, 00:00 EDT that an Orbital Mind Control Laser was zapped to transfer that entity. Any undeads which own any entities which would have been transferred by the previous sentence, if the entities had been owned by players, transfer those entities to the players who would have received them if the first sentence had succeeded in transferring them. Then this rule repeals itself.
"
{{[ The clumsy wording here is to try to prevent scams/paradoxes caused by an entity being transferred twice by OMCL while this proposal is in the queue. Currently the only OMCL is broken but I can't take chances...]}}

2. Amend the Blueprint for the Orbital Mind Control Laser by deleting this sentence: "Orbital Mind Control Lasers are indestructible."

3. All Orbital Mind Control Lasers are destroyed. Each player who owned an Orbital Mind Control Laser destroyed in this way receives A$100 from the Treasury. {{[ some compensation ]}}

4. The blueprint for the Orbital Mind Control Laser is destroyed.

Proposal 2217 - Tue, 8 Jul 1997 15:59:46 -0500
Tabulator/Count Tabula fix
Mohammed (Jason Orendorff)
Decision: Accepted

This is a Modest Proposal.

[It looks like section (b) in the text quoted below sticks to the Tabulator. But it should stick to Count Tabula instead; it doesn't make any sense as is.]

In Rule 408 (Tabulator and Count Tabula), replace this:

```
The privileges of the Tabulator are:
(a) To appoint someone to the Functional Office of Count Tabula (created by this rule). This is the only way the office can be filled.
The Duties of Count Tabula are to handle solicitation, tabulation, and reporting of votes on all Ackanomic matters, excluding Proposals. This includes, but is not limited to, Hearings [see Rule 360], Impeachment Papers [Rule 404], and all Elections for Office [Rule 402].
(b) To assume the duties, but not the privileges, of the Tabulator when the Tabulator is on vacation.
'''
with this:
```
It is the Tabulator's Privilege to appoint a player to the Office of Count Tabula. This is the only way that Office can be filled.

The Office of Count Tabula is a Functional Office. The Duties of the Office include solicitation, tabulation, and reporting of votes on all Ackanomic matters, excluding Proposals. This includes, but is not limited to, Hearings [see Rule 360], Impeachment Papers [Rule 404], and all Elections for Office [Rule 402].

When the Tabulator is on vacation, Count Tabula is the Acting Tabulator, and no other procedure for filling the office shall be taken unless Count Tabula requests it. This rule takes precedence over Rule 403 [Functional Offices, Commonalities].

Malenkai (Randy Hall)
Decision: Accepted

This is a Modest proposal.

"
The Praetor or Acting Praetor shall be an Acting Justice whenever there is a vacancy in the Supreme Court.
"

Je Te Plumerai
Alfvaen (Aaron Humphrey)
Decision: Rejected

This is a modest proposal.

Amend Rule 1217, "Buried Treasure!", as follows:

Insert after the fourth paragraph the following text(delimited by ALOUETTE):

ALOUETTE

Unless a particular map specifies otherwise, a treasure map cannot be destroyed until at least three days have passed since the treasure was buried. Any players who achieve the conditions specified by a map before this time are considered to have achieved the conditions simultaneously at this time.

ALOUETTE

Proposal 2220 - Wed, 9 Jul 1997 21:25:30 -0500
More Simplification
Malenkai (Randy Hall)
Decision: Rejected

This is a Modest proposal. Repeal rule 1303, "Synod".

{{[this thing's been around nearly 9 months now, is over-complicated, and there seems no game advantage to paying to do this when orgs can do, through informal agreement, what this rule tries to do, and with much less overhead. I was also told that it did not work, but I have not verified that assertion myself. Perhaps someone should explain *why* we need this rule if we are going to keep it. I assert that if it was useful, it would have been used by now.]}}

Proposal 2221 - Wed, 9 Jul 1997 23:46:09 -0500
Breaking things the right way
Vynd (John McCoy)
Decision: Accepted

This is a Modest proposal.

Ammend Rule 596 Mad Scientist in the following manner:

In the first sentence, insert the word optional between "an" and "Office."

In the second paragraph, replace the phrase "no such player exists," with: "it is impossible or illegal for the last player to take possesion of a Frankenstein Monster to become Mad Scientist [no such player exists, or the player is already a "real" scientist, whatver], then"

In the third paragraph, delete everything following the word Scientist [not Scientist's, Scientist], and replace the comma following it with a period.

At the end of the Rule, as a seperate paragraph, add the sentence "This Rule takes precedence over all Rules on the matters of Scientists, including Mad Scientists."

Ammend Rule 597 The Frankenstein Monster(s) in the following manner:

Delete the first paragraph and replace it with the following text, delimited by FIRE.

FIRE

There is a class of entities known as Frankenstein Monsters. Each Frankenstein Monster is unique, and has it's own name. Each Frankenstein Monster has it's own Blueprint, which can be created in the manner described by this, and only this, rule. Only the Mad Scientist can construct anything from a Blueprint created according to this Rule, an attempt by any(one)thing else to build something from a Blueprint for a Frankenstein Monster is doomed to dismal failure.

FIRE

Ammend the paragraph begining "E shall then post" by adding the following text to the end of the last sentence: except that e need not pay Processing Chips, or any raw materials of any sort.

Append the following text to the end of the rule, as a seperate paragraph(s):

Frankenstein Monsters behave in the manner described in their Blueprints, unless they are in conflict with another blueprint, in which case the Blueprint which was created easrliest hs precedence. Blueprints for Frankenstein Monsters alway defer to the rules.

This Rule takes precedence over all Rules concerning Blueprints, Frankenstein Monsters, Gadgets, and the creation thereof.

{{[Covering a lot of ground here, I hope. the ammendments to Rule 596 should cut down on problems of sucession like the one I'm experiencing. The ammendments to 597 should allow Frankenstein Monster blueprints and Monsters to actually be created, and not be immediately destryoed by the Gadget and Blueprint Rules.]}}

Proposal 2224 - Sat, 12 Jul 1997 17:19:40 -0500
Inviting Friends For A Beer
Calvin N Hobbes (Thierry Joffrain)
Decision: Rejected

{{This is a Modest proposal

[ I just had a look at R846 and wondered how on Acka one was supposed to improve the infrastructure. A$20000??? Well, though I, let's use some Karl Marx in there. Anyone ever invite friends over to rebuild a floor, a wall, add a room, repaint the house, refit the roof or the likes? Well we should be able to do that too. From the labor of the working classes, their blood and sweat, material wealth is produced... ; ) If we look at the numbers, it would require a normal player over 2 years to build an extravagant building and still cost A$4000, twice as fast with all the bonuses ]

Create a rule numbered 1847 with the following text:

"There exists the concept of Labordollars (L$). These can be accumulated and spent by a player at will, as with A$. They are non-entities. They can be donated from player to player (only in whole numbers).

A player (the Proletariat for this rule) may donate a particular day of labor to any player (the Bourgeois for this rule) including himself. If on that day the Proletariat does not post any messages to the public forum then the Bourgeois gets L$20. If the Proletariat was a scientist then the Bourgeois gets an extra L$10. If the Proletariat owns a Majik, the Bourgeois gets an extra L$10.

Up to 80% of the construction, destruction, rebuilding or upgrading costs of a building may be paid for in L$, destroying those L$. This takes precedence over R846."

[ Cheap labor is good, only draw back is that morality thing ]

Amend R261 to add as part (v) the following action for a zombie:

"(v) To do some manual labor. The Zombie cannot do anything else for one day. It creates L$30."

[ I will retract this if officers feel it would be too much work ]}}

Homing Entities
Calvin N Hobbes (Thierry Joffrain)
Decision: Rejected

{{This is a Modest proposal

Amend R511 to add at the end of the first paragraph:

"Majik are homing tradeable entities."

Amend R256, replacing parts 3 and 4 with:

"3) If the player was never at any time Active or Non-Voting, all homing entities are returned to their creators, all of his A$ are transferred to the Treasury, every PFBond associated with him is destroyed, every entity remaining in his possession is destroyed, and then the player is deregistered. In this case, the procedure ends here.
4) If the player was at any time Active or Non-Voting, all homing entities return to their respective owners. Procedure continues."}}

Proposal 2226 - Sat, 12 Jul 1997 17:25:49 -0500
Homing Entities (part 2)
Calvin N Hobbes (Thierry Joffrain)
Decision: Rejected

{{This is a Modest proposal

Amend R1003, part to 2 to read:

"The rules may call for the disbandment of an Organization. When an Organization is disbanded, homing entities are returned to their creators, everything else owned by the Organization is transferred to the Treasury, and the Organization is then no more. A Player-sanctioned Organization is disbanded upon it having no members."}}

Change the first two lines of rule 301, which currently read "Each Rule shall have a Title. Each Proposal shall also have a Title." to "Each Rule shall have a Unique Title. Each Proposal shall also have a Unique Title." [This will prevent name collision and reduce possibility of confusion.]

another Contract negotiation
Chaos (Jason Orendorff)
Decision: Accepted

This is a Modest Proposal.

1. Players should be able to sign contradictory contracts or contracts that violate the rules. But it should be a Crime. This proposal does that.
2. You shouldn't be able to destroy a buried contract or a contract held by an interested third party. ]

Solemn Frivolity
Alfvaen (Aaron Humphrey)
Decision: Accepted

This is a Modest proposal.

Amend Rule 217, "Overturning Judgements", as follows:

Replace the text
"If the court agrees with the previous verdict, then the player who lodged the appeal shall be fined 25 points for frivolously bothering the judges."

Proposal 2230 - Tue, 15 Jul 1997 23:26:17 -0500
Not A Job For Amateurs
Alfvaen (Aaron Humphrey)
Decision: Accepted

Create a new rule, numbered 429, named "Treasure-Harfer", with the following text(delimited by HUBERT):

HUBERT

There exists an optional Functional Office of Treasure-Harfer.

The Duties are:

a) To keep a record of all buried and found treasures -- who buried them, who found them(if applicable), their map when revealed, and the entities they contain, as well as any other information, clues, or riddles provided formally or informally that e feels are relevant.

b) To be the default Map Custodian for any Treasure Map whose Writer requests it, as in Rule 1217. The Treasure-Harfer is not excluded from finding any Treasure for which e is not a Map Custodian.

Instead of the normal salary for a Functional Officer, the Treasure-Harfer shall receive an Automatic Sculpture every month. The Treasure-Harfer is encouraged to bury these for other players to find; if e does not, and lets them accumulate in eir possession, then other players are permitted to sneer.

{{
The player that held the name "Malenkai" when the proposal that created this rule was submitted is appointed to the functional office of Treasure-Harfer, if said player is eligible for the office.
}}

HUBERT

Also, amend Rule 1217, "Buried Treasure!" by replacing every occurrence in the third-last paragraph of "Speaker" with "Treasure-Harfer".

Karma (Jordan James)
Decision: retracted by author

This is a modest proposal
A rule stating
{{ any player who has the audacity and ignorange to remove themselves from all mailing lists of ackanomic (in other words "quitting the game" without so much as a written "farewell" "I'm leaving " or similar common polite word or phrase is considered a demented witch, mainly for wanting to leave the greatest game on the net.

A demented witch is not a real one but will have to prove otherwise and is dunked in acka's deepest sea until they admit they are a witch this will continue until they have drowned (for no real witch would ever admit to being a witch) or until the confession is made therefore being burned at the stake. Ironically though they do not become enlightened because they were never a real witch they were just impolite and ignorant, but that's the way the ball bounces, tit for tat, karma and whatnot. This demented witch burning is a glorious occasion and all members of acka get to participate in the "Dunking of the witch" this will apply even after the player has left cuz' they already have left, but we still get the enjoyment of savagely killing the acka has been. This is for all the wasted hard work being done by our fine office holders who get abandoned without a trace.}}

Amend rule 1240.1 by removing this:

Proposal 2234 - Wed, 16 Jul 1997 18:22:24 -0500
Rule Suite Enhancements
Chaos (Jason Orendorff)
Decision: Accepted

[Gist: allow the Head of a Rule Suite to establish draconion control over the members of the Rule Suite. This is almost possible right now, but there are loopholes this proposal will plug. The real kicker is the change to Rule 102.]

[*** This proposal is brought to you by the Cabinet and the letters X and Y. Due to pending discussion our beautiful banner has been omitted this time. ***]

1. Amend rule 311 ("Rule Suites") by replacing this:

```
b) Its title is of the form "<phrase> Rule Suite" where <phrase> is a string which contains at least one alphabetic character, and is unique amongst the <phrase> parts of all extant rule titles which have the form "<phrase> Rule Suite". [e.g. "Party Chess Rule Suite"]. The quote marks themselves are not part of the title, they are used here only for delimiting purposes.
'''
with this:
```
b) Its title consists of a word or phrase followed by the words "Rule Suite", and no other rule has the same title. {{[I mean, for crying out loud.]}}
'''

and by replacing this:

```
2) A Head of a Rule Suite may contain other material which shall be interpreted normally.
3) A rule is a member of a Rule Suite if and only if its number is X.Y, where X is the number of a Head of a Rule Suite, and Y is a positive integer.
'''
with this:
```
2) A Head of a Rule Suite may contain other material which shall be interpreted normally. If, for a particular Head of a Rule Suite, <phrase> represents the word or phrase described in section 1b, then that Rule can be referred to as the Head of the <phrase> Rule Suite.

3) A rule is a member of a certain Rule Suite if and only if its number is X.Y, where X is the number of the Head of that Rule Suite, and Y is a positive integer.
'''

2. Amend Rule 102 by replacing this:

```
Two or more rules may conflict with one another. When this occurs, if the conflicting rules themselves specify a single, coherent, unambiguous method for resolving the conflict, then that method is applied to determine which rule or rules take precedence. Otherwise, the rule with the lowest rule number takes precedence.
'''
with this:
```
Two or more rules may conflict with each other about a point of Ackanomic law. In such a situation, if the rules other than this one specify a single, coherent, unambiguous method for resolving the conflict then that method is applied to determine which rule or rules take precedence with regard to that particular point of law. Otherwise, the rule with the lowest rule number takes precedence.

No Points for Parades
Chaos (Jason Orendorff)
Decision: Rejected

This is a modest proposal. [Its title is *not* meant to imply that Parades are pointless.]

[ Gist: removes all scorekeeping from the Parade rule.

I received this note from Doktor Welch of the Institute last Friday:

> Sadly, the Institute can no longer sponsor the Ackanomic Parades.
> Due to some messy legal and plumbing problems (unrelated), we must
> divert all our available funds to genetic research and malpractice
> insurance.
Curious. *shrug* I guess that means it's back to cardboard cutouts on wheels.]

Amend Rule 913 (Parades) by replacing this:

```
All players will take part in the Parade, and will receive one point for so doing.
The player in possession of the Great Trombone of Ackanomia, if such an entity exists, will lead the Parade and receive not one but ten points.
Any player on Vacation will be represented by an identical replica of themselves, provided for the occasion by the Ackanomic Institute of Genetic Replication, if such exists. Otherwise they will be represented by a cardboard cutout on wheels, which will lower the whole tone of the occasion, so any points they would have received as a result of the Parade will be withheld.
'''
with this:
```
If a player owns the Great Trombone of Ackanomia, that player leads the Parade and is obligated to post his repertoire for the occasion.

Any Player on Vacation or not on the surface of Ackanomic will be represented by a cardboard cutout on wheels.

b. Every time a player's Blue Cross Rank increases by ten points since the last time e was eligible for a Blue Cross of Silver Stripe, he may receive a Silver Stripe.
c. Any time a player has four Silver Stripes, he may receive a Gold Stripe. When this occurs, the four Silver Stripes are destroyed.
d. Any time a player has four Gold Stripes, he may receive a Ruby Slipper. When this occurs, the four Gold Stripes are destroyed.

5. Any time that a player may receive a medal as specified above, and has not yet done so, the President, Proconsul, or any Senator may award these medals to that player by posting this fact publicly. It is also at this point that the corresponding destruction of medals will take place. It is possible for a number of sequential creations and destructions to occur at one time.

[For instance, a player with a Blue Cross, a Gold Stripe, and a Silver Stripe may be discovered to have a Blue Cross Rank of 180. An eligible Officer may thus give the player eleven Silver Stripes, which are converted, along with the already-existing Silver Stripe, to three more Gold Stripes, and this and the existing Gold Stripe are converted into a Ruby Slipper.]

The Frobozz Magic Medal Company, Ackanomic Division, performs the creation and destruction of these medals as medals are to be awarded or destroyed.

Senate Resolutions
ThinMan (John Bollinger)
Decision: Accepted

{{ [ This proposal empowers the Senate to make relatively quick, minor changes to the rule set in case we encounter an extraordinary situation in which the normal voting process is hung up or too slow. The use of this privilege exacts a price, however. To further balance things and spread the power around, I have decided to follow Niccolo's lead and propose term limits for Senators as part of the package as well. The specifics of the Senator term limits is negotiable, but for now I just set them equal to the presidential term.
] }}

A new rule entitled "Senate Resolutions" shall be created and numbered 411.1, with the following, double-ampersand-delimited text:

&&
The President, the Speaker, the Supreme Court Justices, and the Senators may each introduce a Senate Resolution at most once per calendar month by publicly posting its text. The officer introducing the resolution shall then post a presumptuous, ostentatious speech, at least as long as the text of the resolution, explaining why the resolution should be accepted.

If the text of the resolution is longer than 20 80-character lines, or if it is not prefaced in the same document with a statement to the effect that the following text is a Senate Resolution and a provisional title, then the Officer who introduced it is considered an Incompetent Political Buffoon for the following three days. Otherwise, a vote is initiated in the Senate on the question of whether or not to accept the Resolution; the voting period shall be three days for this.

If the Senate votes in favor of accepting a resolution then immediately after the results of the vote are publicly announced (as described in rule 1001), that resolution's text is added to the ruleset as a new rule with its initial title the specified provisional title, and an initial number equal to the first integer greater than 5000 which is not already a rule number. The player who initiated the resolution is then permitted to cheer, strut, and make victory gestures. The CSRR Officer is permitted and encouraged to assign such a rule a new number once within the first 7 days of its existence (in order to place it in the correct section of the rules); the Harfmeister is permitted to once rename such a new rule to any legal name during the first seven days of its existence.

If the Senate votes against accepting the resolution then the player who introduced it loses 10 points and is encouraged to moan, gripe, and complain about their choice of either "tree-hugging, big-government, hippie liberals" or "gun-toting, poor-hating, draconian conservatives."

Regardless of the outcome of the vote, each Senator who votes in favor of accepting a resolution is removed from his Senator seat at the same time that the complete, final voting results on that resolution are publicly announced. Senators who are removed from their seats in this way shall not be eligible to be re-elected as Senators for eight weeks following the removal.

"Profits are defines the number of A$ owned by the Synod at the moment Profit Sharing Day is anounced, minus the number of A$ owned by the Synod at the end of the previous Profit Sharing Day, or the most recent day on which the Synod was not in Session, which was more recent. If this number is determined to be negative, then Profits are defined to be equal to zero.

Internomic a la Vynd
Niccolo Flychuck (Uri Bruck)
Decision: Accepted

Ammend 419.2 "Internomic Interface" in the following ways:

Ammend section III to read in full:
"
Whenever Ackanomic is permitted to vote upon any matter in Internomic, the Liaison shall initiate a binding vote in the People's Council for Internomic to determine how e should cast Ackanomic's vote in Internomic. If there are fewer than 4 members in the People's Council for Internomic, then the Liasion shall initiate a binding vote in a Joint Assembly of the Senate and the People's Council for Internomic to determine how e should cast Acaknomic's vote in Internomic. In the latter case it is the Senate's responsibility to report the results of the vote to Ackanomic.

In the event that the Institution or Institutions in which the vote was initiated do not reach a decision, the President shall determine how e casts Ackanomic's vote.
"

Ammend Section V to read in full:
"
In order to change the Attitude of Ackanomic toward any other member nomic of InterNomic, a vote must be held. Each Senator has one vote, each member of the People's Council for Internomic has one vote and the Liaison has one vote (if the Liaison is also a Senator, or a member of the People's Council for Internomic, e only gets one vote total). These votes are duties of the respective offices. If 60% or more of these eligible voters vote in favor of changing the Attitude of Ackanomic, then the Liaison shall take whatever steps are necessary and possible to carry out this decision in InterNomic.
"

{{[ I didn't opt for Joint Assembly in this section because currently it only allows for JA of Institutions, and not of Officers. I have some ideas to ammend that, and make it more flexible, but for now, this phrasing inthis rule should do.]}}

Append the following text as section VI:
"
The People's Council for Internomic is an Institution. Any player may join this Institution by posting a public message. Any players may leave this Institution by posting a public message. The People's Council for Internomic is in Session when it has one or more members. Better Joint Assemblies
Niccolo Flychuck (Uri Bruck)
Decision: Accepted

This is a Modest Proposal.

Ammend R1001 "Institutions" section 5 to read in full:
"
When two or more Institutions are called to vote on a matter in Joint Assembly, then all the members of all the Institutions in the specific Joint Assembly vote on the matter as if they were all members of one Institution. If an Additive Joint Assembly was called, then each player votes once for each Institution in the Joint Assembly that he is a member or an acting member of. If a Union Joint Assembly was called, then each player who is a member of at least one of the Institutions in the Joint Assembly votes exactly once, regardless of the number of Institutions he is a member of. If it is not specified whether the Joint Assembly is Additive or Union then Union is assumed.

When an Officer initiates a vote in Joint Assembly e also designates a player whose duty it is to count the votes and report the resupublically. The player must be either the Officer emself, or a member of one of the Institutions in the Joint Assembly. If the vote was not initiated by an Officer than the Speaker shall designate the player.

If two or more Institutions are called to vote on a matter and a Joint Assembly is not explicitly specified, then each Institution votes seperately, and each Institutions decision counts as one vot.
"

[I think this should codify Joint Assmebly more tightly.I don't how necessary it is, IMO a group of people can get together and vote without every matter ofprocedure dictated, but why not make things air tight]

i) If the Player in question owns no Trinkets, the procedure ends.

ii) The Player's Trinket with the largest value is donated to the Treasury, and the corresponding number of A$ is added to eir total. If there are multiple Trinkets which each have this largest value, then one is selected at random.

iii) If the Player now has enough A$ to pay eir debt, the procedure ends. Otherwise, return to step i).

A Player still cannot voluntarily make use of more A$ than e owns, even if e owns Trinkets which may be disposed of for cash; e must dispose of said Trinkets emself.

----------------------------------------------------------------------

Amend rule 603, "Winning by Points" to read:

"
{{set the base value of the Magic Number to 379}}

Points are entities. It is possible for a Player to have a negative number of points.

The number of points a Player has is commonly referred to as his or her score; when it is specified that a Player's score is changed, the appropriate number of points are created or destroyed in order to accomplish the specified change.

The Magic Number is the number of points needed to win a cycle by points. The base value of the Magic Number is 379. The Magic Number, and its base value, may only be changed as specified by the rules.

If exactly one voting player has a number of points equal to or greater than the Magic Number, that player has achieved a Winning Condition. [See Rule 666 for the effects of winning a cycle.]

If two or more voting players reach the Magic Number at exactly the same time, as determined by the Scorekeeper, the Magic Number shall be increased by 100, or to 11 points above the highest player score, whichever is greater. None of the players shall win the cycle at that time.

If two or more voting players reach the Magic Number at substantially the same time, and the Scorekeeper, in a good faith attempt, cannot determine which of the players reached it first, then the players are deemed to have reached the Magic Number at exactly the same time, and the preceding paragraph shall apply. Making this determination is a duty of the Scorekeeper.
