Assuming that the diktat can actually perform actions (see recent CFJ), then this approval sets the required votes back to 3/5ths and installs the time-delay. However, I am *not* going to harf this change as having occured until the CFJ results are resolved, figuring that I have to reharf them one way or the other, as will Trent and anyone else.
