I would suggest a clause in there somewhere that says something like: Other rules may define methods to determine when events occur. Or something like that, so that with its precedence this rule doesn't stomp all over everything. I'm not sure if giving this rule universal precedence is a good idea, are you sure its necessary? I am starting to wonder how well this proposed rule would interact with effects that continue to cause things to happen at a much later time. Such as a call for a hearing. I am pretty sure this rule would cause a hearing to start as soon as someone called for one, even if it was one of the cases where Count Tabula is supposed to announce the official start of the hearing. I'm not sure at all about this, but I think a case could be made that the end of said hearing would be considered an automatic event in the eyes of the new rule, caused by the hearing begining. Under the reasoning I've outlined previously, this would then cause the hearing to either end immediately upon being called, or to paradoxicaly not begin until after it ended.
