Eureka!
Mr. Tambourine Man (Tom Walmsley)

Create a new rule as a member of the otzma card rulesuite titled "Otzma
Card of type Flash of Inspiration" reading as follows:

"Otzma Card of type Flash of Inspiration have an F designation of normal.
There may exist at most ten cards of this type in existence at any one time.

An Otzma Card of this type may be played in the public forum. In the same
mesage as playing an Otzma card of this type a player should post the name
and text of a discovery. Due to the flash of inspiration much less money
needs to be spent on research and development. The player need only pay
A$20 to create the discovery.

Counter action:
The player who played this card must pay the additional A$80 to the
treasury to cover the additional cost of the gadget."

Create a new rule, numbered 231, named 'Infinite improbabilities'
with the following INFINITE delimited text

INFINITE

If any number has to be randomly selected from an infinite range, then
the person making the selection shall

A/ Determine all possible resulting changes in the game-state. All
subsequent references in this rule to game state changes refer only to
changes
 that
can result from the random choice. [So no-one is tempted to
 consider other changes]

B/ Choose at random a game-state change in such a way that
i/ if the set of numbers which produce a particular game-state
change is finite its chance of being chosen is zero
ii/ all other game-state changes are equally likely.

C/ Chose, in any way they see fit, a number which would produce
the game-state change chosen in step B.

If this procedure can not be followed, the number will not be
chosen until it can be chosen in accordance with the rules.

Proposal 3462
Dancing With Danger
Slakko (Duncan Richer)

[Aim of this proposal: to make the use of Tammany interesting. Currently
Tammany only makes one vote per proposal, at most. The main gist of this
proposal is to change that to one vote for each bribing player. However,
all votes are cast for the winning side, which makes for an interesting
game. ]

Amend the first sentence of Rule 315, "Tammany", to read as delimited by
HAHA-below:

HAHA
Tammany is a unique entity capable of casting votes on proposals.
HAHA

Replace the text "Tammany's vote and all Tammany Bribes" in Rule 315 with
"Tammany's votes and all Tammany Bribes".

Amend Rule 315 by replacing the following UHOH-delimited text:

UHOH
Tammany shall vote YES on a Proposal if and only if the total amount of
currency associated with Tammany Bribes that had a Desired Vote of
YES is greater than the total amount of currency associated with Tammany
Bribes that had a Desired Vote of NO plus twice the total amount of
currency associated with Bribes that had a Desired Vote of SILENT.

Tammany shall vote NO on a Proposal if and only if the total amount of
currency associated with Tammany Bribes that had a Desired Vote of
NO is greater than the total amount of currency associated with Tammany
Bribes that had a Desired Vote of YES plus twice the total amount of
currency associated with Bribes that had a Desired Vote of SILENT.
UHOH

with the following TROUBLE-delimited text:

TROUBLE
The number of votes Tammany casts on a proposal is equal to the number of
valid Tammany bribes received for that proposal which were not
disregarded.

The votes cast by Tammany shall be YES votes if and only if the total
amount of currency associated with Tammany Bribes that had a Desired Vote
of YES is greater than the total amount of currency associated with
Tammany Bribes that had a Desired Vote of NO plus twice the total amount
of currency associated with Bribes that had a Desired Vote of SILENT.

The votes cast by Tammany shall be NO votes if and only if the total
amount of currency associated with Tammany Bribes that had a Desired Vote
of NO is greater than the total amount of currency associated with Tammany
Bribes that had a Desired Vote of YES plus twice the total amount of
currency associated with Bribes that had a Desired Vote of SILENT.

However, if Tammany does not vote YES or NO according to the preceding two
paragraphs, then Tammany shall not cast any votes on that proposal.
