Amend section 5, part i, step 5 to read as delimited by NOPLAY

5) If the play of 'No Play' was deemed correct then the player will be
privately dealt a new hand of cards with four fewer cards than in their
previous hand.  Since there was no correct play, the number of cards
played in the round or during the current prophets tenure remains
unchanged.

first occurance of 'When a player goes inactive' and between the words

[This is creating a new possibility to vote. In some cases one
might like a proposal, but wants to keep flaws in it which e
sees out of the ruleset. RETHINK counts as NO for the
terms of acceptance of the proposal, but keeps the penalty
away from the proposer unless there were enough NO's.]

In rule 106, apply the following changes:

In the first paragraph, replace "YES, NO or BAA!" with
"YES, NO, RETHINK or BAA!".

Replace the second paragraph with the HONEST-delimited text:

HONEST
The required number of YES votes for a proposal to be accepted
is three-fifths of the total number of YES, RETHINK and NO votes
legally cast within the prescribed voting period. If that value is 0,
however, the required number of YES votes for acceptance is 1.

The required number of NO votes for a proposal to be rejected
is two-fifths of the total number of YES, RETHINK and NO votes
legally cast within the prescribed voting period, plus 1.

If the proposal is neither accepted nor rejected, it is returned for
reconsideration, and neither the rewards for acceptance nor the
penalties for rejection are applied.

The Worker Caste, the Warrior Caste and the Religious Caste
are Unique Organizations. There are no other Castes.

When a player ceases to be a Newbie, e becomes a member
of one of these Castes by random determination. The chances
to join a Caste are equal to the number of members in the other

Churl.  In the event that the Speaker has failed to give a gift, this
duty shall devolve to the Clerk of the Court.  The provisions of this
paragraph shall be void if the required pronouncement is not made within
13 days of the original proclamation of the Acka-Birthday.

Create a new Rule numbered 207.1, entitled "Auntie Voting" with the
following PERFIDIOUS-delimited text:

PERFIDIOUS
Voting contrary to the outcome of a Proposal, that is, voting NO on a
Proposal which is accepted or voting YES on a Proposal which meets quorum
but fails, is called "anti-voting."  The AAVPP (aka VPP) hegemony of
Ackanomic has decreed that this is a Bad Thing (tm.)

Voting in concordance with the actual outcome of a Proposal (in other
words, voting YES on a Proposal which passes or NO on a Proposal which
meets quorum but is rejected), is called "anti-anti-voting" or
"bandwagoning" for short.  This is an Even Worse Thing.  Don't ask why,
you don't want to know.  We could tell you, but we'd have to kill you.

To this end, each player who anti-anti-votes on a Modest Proposal shall
lose 1 point, each player who anti-anti-votes on a Grandiose Proposal
shall lose 5 points, and each player who anti-anti-votes on a Proposal
which is neither Modest nor Grandiose shall lose 3 points.

[ For those of you who may ask why, my reasons are very simple: I enjoy
anti-voting.  Part of it has to do with Vynd's theory of unaccountability,
part with the unpredictability (and hence -- to me -- fun), and part with
simple irritation at those who seem to think proposals are "supposed" to
pass or fail.  (Yeah, I know that last horse is six feet under and still
being beaten mercilessly, but...)

As to the theory that "it would destroy our economy," I'm not sure I see
how.  The economy can always be revised.  As is, I think we have far too
many positive points -- hence the change. ]
