In instances where a total vowel count is needed, multiply -1^count by count and add that value to the vowel tally. Is there an adopted standard for not letting these quoted quoted quoted messages from running away with themselves? (What shoud I have trimmed?) If the vowels meant are aeiou there's no problem. If it is taken to refer to vowel sounds 'head' only as one vowel. That woulod be a perfectly reasonable way of reading the proposal.
