Unfortunately, the Proposal specified that the Rule was to be added to the Governments Rule Suite, which no longer exists. True, it was BWO where I wanted it to go, but we do have to draw the line somewhere, and I personally find it small-a annoying when players try to claim 'unambiguous misspellings' out of mistakes that were obviously theirs. In other words, I should have retracted and resubmitted when else...if's Proposal passed, but I really didn't think this one was going to pass, so didn't bother. Imagine my surprise. In any case, if I am Emperor or Supreme Warlord or whatever, I set everyone's Rebelliousness Characteristics to off, or 0, whichever is more appropriate. Then I pat myself on the back and convince myself that my opinion *does* matter, and that they really are laughing *with* me.
