Even Tammany or Bonus Votes alone are more interesting than this suggestion, and not too complex as they are. Tammany+Bonus Votes give a maximum of 5 non-player votes per proposal, putting aside the number of Parties. Your system would give way too many non-player votes per proposal. The system is basically a question of "how strongly do you care about this issue?" - care a little and you just vote normally, care a lot and you have to tell everyone and spend some money.
