We use to have the Extra Vote at A$100 way back.
I have one objection - too many non-player votes.

Even Tammany or Bonus Votes alone are more interesting than this
suggestion, and not too complex as they are.
Tammany+Bonus Votes give a maximum of 5 non-player votes per proposal,
putting aside the number of Parties. Your system would give way too many
non-player votes per proposal.

Ummm, no.  They are not non-player votes - each is associated with a
particular player.  The system is basically a question of "how strongly
do you care about this issue?" - care a little and you just vote normally,
care a lot and you have to tell everyone and spend some money.  It's still
your vote, it is just that it counts for 2.
