In this Proposal, as well as 3349, those things up there that look to some people like quotes look to others of us not like quotes. Many programs have some kind of "fancy quotes" option which uses, instead of simple quotes like the ones on the line above this one which are the same at the beginning and end of quoted text, different quote characters for the left and right ends of quoted text, which characters are not standard ASCII and thus won't show up properly on many terminals.
