Amend Rule 505, "Treasury And Ackadollars" by appending the following
clause(delimited by DUAM XNAHT):

VI. Total Wealth:

The Total Wealth of a Player, Undead, or Organization is defined as the
sum of the total number of A it possesses plus the combined values of
all trinkets and Majiks in its possession.

Amend Rule 510, "Voluntary Debt Prohibited", as follows:

Replace "No player" with "No Player, Undead, or Organization"

Then, append the following text(delimited by PRIRUTSENIE):

PRIRUTSENIE

Any time an Undead owes money that is greater than the amount of A$ in
its possession, then the following procedure is followed:

   i) If the Undead in question owns no Trinkets, the procedure ends.

   ii) The Undead's Trinket with the largest value is donated to the
       Treasury, and the corresponding number of A$ is added to eir
       total.  If there are multiple Trinkets which each have this
       largest value, then one is selected at random.

   iii) If the Undead now has enough A$ to pay its debt, the procedure
        ends.  Otherwise, return to step i).

PRIRUTSENIE

{{[ Note that there is no need to take into account Majiks in this rule,
since Majiks owned by Undead turn back into Trinkets. ]}}

Amend Rule 666, "End of Cycle" as follows:

Replace the existing text of section e)

       Treasury.

Hmmm.  So where, exactly, did I miss the mark on this one?  I will
definitely resubmit some version of this one, but I'm willing to make
necessary changes.

This seems harmless enough, to me...

As does this.  Although it's not needed if nobody but Players are ever
charged more than they have A$...I might be willing to exclude Undead from
the Total Wealth tax, but that might create work as a bunch of players
left the game, laden with trinkets, just before the end of cycle...:-)
Organizations I definitely want to tax.

I suppose this might be a bit controversial.  If the existing mechanism
for debt would take care of it, I'd be willing to let a player with A$1000
in trinkets and A$2 in cash, getting taxed A$200, just go into debt for
A$198, and deal with it as e would.  However, if we're going to do the same
to Undead, who can't take any actions to relieve their debt, I would like
to keep this procedure if only for eir benefit.  Organizations should be
able to take care of their own holdings as well.

Upon looking at this again, I did forget to tax Organizations.  I'll do a

Maybe it was the context.  This was submitted in the middle of the last
OMCL affair, and it looked like you were trying to remove an obstacle in
the way of whatever you were trying to do.  The three-day limit doesn't
seem that much of a terrible restriction, IMHO, and removing it leaves
things too open to possible scams.

	It never occurred to me that this could even be interpreted
that way.  The proposal was submitted, I think, shortly after my OMCL
was destroyed forever (I'm not sure.)  One week later it's a bit too
late, don't ya know...

Sure. If the content of the message is immaterial, *every* public
message toggles membership in the People's Council. One merely has to
keep track of the number of public messages each player has sent since
this passed.

I didn't like the "Ackamomic Law" language added to rule 102 (I've
been trying to rid the rules of the the term "law" when what is 
meant is "rules" -- law sounds so pretentious).
