This would be a problem when there is an org with A$251 and 252 members, but unless somebody finds a way to make something besides players become a member of an organization, or a way to let the same players count more than once, I don't think it's going to matter. The alternative, rounding down, results in an org being able to actually own up to A$249 + A$1 x (number of members) since at this point it would be continuously transferring A$0 to each member.
