AFAIK the rule says only that normal trades are the A$50 purchases
and inter-player trades which don't cause players to have over 5 kaa,
and puts other trades under the authority of the Senate.

He is allowed to buy up to 5 Kaa at A$50, and cannot be prevented (so long
as there is the free land), or he can offer another price, or buy more
land than 5 Kaa. In this case, the senate must refuse him or else it
happens. (Last time, the senators were asleep and didn't notice - or
decided to allow Slakko the cheap land).
