	This special report of the Ackan Reserve Financial Report is
dedicated to explaining how the stock market works.

Why does the stock market go up and down?
	The core of the stock market are the two indices which control the
market, the Positivity Value and the Activity Value.  When these go up,
investors make money, when they drop, investors lose it.  The indices are
affected by a combination of actions going on in Ackanomic and the values
of the "settings" which control how much they increase by, and are always
between 0 and 1.
	The Positivity Value is the simpler of the two indices.  It is
controled by two settings, N and P.  When a proposal passes, the Positivity
Value increases by the P value for each player who voted in favor
(specifically excluding party unity, tammany, and bonus votes).  When a
proposal fails, the Positivity Value decrease by the N value for every
player who voted against it.  The P value is currently 0.1, so the market
increases by one tenth of a point for every player who votes for a
successful proposal.  The N value is 0.15, so the market decreases by 0.15
points for every player who votes against an unsuccesful proposal
(including those that fail due to quorum failure.)
	The Activity Value is somewhat more complicated since there are two
seperate things going on simultaneously.  First the D setting (currently
0.125) is subtracted from it every three hours, resulting in a loss of one
point per day.  The second portion is what actually tracks activity.
Certain game events, detailed below, are considered actions.  Whenever one
of them happens, the market goes up by the reciprocal of the total number
of actions which happened the previous day plus the A setting (currently
1).  For example if there were four actions yesterday, then every action
today increases the Activity Value by 0.2 points.  Activities are :
	Whenever a proposal, CSR, CFJ, CFCJ is distributed.  The beginning
and end of a hearing or election.  When a great work passes.  The paying of
the SHF.  The winning of a cycle, game of GAD, or game of party chess.  The
granting of any blue cross award.  A *ping* or the posting of Phoebe's
wisdom.  The distribution of the magic potator, the oars, the raft, or the
chocolate frog.  The creation of a gadget.  When a new player joins or a
player leaves.
	A typical day has between four and fifteen actions, although
occasionally there will be as few as no actions, or into the twenties.

What do you mean?
	In other words, passing proposals raise the Positivity Value,
failing ones lower it.  Busy days raise the Activity Value, quiet ones
lower it.

Who controls those settings??
	The Ackan Reserve is the organization which sets them.  There are
nine members, the AR-C, the AR-P, the AR-F, Phoebe, the Fat Lady, the Brass
Monkey, Ursuala, the B-Ack, and Blip.  Only the first three are players, or
have any official affect over the market.  The AR-C is a functional office,
and is also responsible for keeping track of the Stock Market value.  The
AR-P is elected, and the AR-F is (or will be when the rule is fixed) a
capital office.  Any two of the AR-* officers may agree to change any of
the settings.

Does the Stock Market pay dividends?
	Not as such.  However there is something known as a payoff, in
which the value of the stock market is reduced by some amount, and that
amount is paid to all stock holders.  It is intended to allow an
excessively high market value to be lowered without cheating anyone.

How do I make money on the Stock Market?
	At the moment, the best technique is to just hold.  As the various
settings are fine tuned, it will take a bit more skill.  Given that there
is a 5% brokers fee on buying or selling shares, it still pays to either
hold shares or buy and sell from other players.

What is the Ackan Reserve Financial Report?
	The ARFR is a newspaper owned by the AR-C, and is the current forum
for stock market information.  The current AR-C intends to continue using
it as the main forum for the forseeable future, although it is likely that
a new AR-C would handle it differently.

Where can I get more information?
	The Stock Market is defined in rule 530, stocks in rule 532, and
the Ackan Reserve in rule 534.
