Contracts, Preventing Abuse

(i)  Fraud:
a) Whenever a Player is unable to satisfy the conditions of an Enforcable Contract(s) because of a logically contradictory obligation under an Enforcable Contract(s), that Player is said to be guilty of Fraud.
b) Any Player guilty of Fraud shall be penalized in the following manner:
1) A reduction in points of 10 from the Player's current total, or to 200 points, whichever is less.
2) The suspension of the Player's right to vote for a period of three days.
3) The suspension of the Player's right to agree to involvement in Contracts for a period of one week.
4) All Contracts that the Player is involved in are made public and then deemed non-Enforcable.
5) Automatic removal from the Office of File Clerk, should the offending Player hold such Office.
(ii) Noncompliance:
a) Whenever a Player is under obligation to vote a certain way by an Enforcable Contract(s), and fails to comply with this obligation, the Player is guilty of Noncompliance.
b) Any Player guilty of Noncompliance shall be penalized in the following manner:
1) A reduction in points of 10 from the Player's current total, or to 200 points, whichever is less.
2) The destruction of 2 units of currency from the Player's holdings.
c) If the result of a vote is to be altered as a consequence of the enforcement of an Enforcable Contract(s), action to affect this change must be initiated within 48 hours of the vote or else the ability to affect the change is void. This action must be accompanied by a valid request for the pertinent Contract(s) to be made public.

I propose to overturn CFJ 126.

R416 does not in any way prohibit Proposal A from being the same as proposal B. By R115, "Whatever is not explicitly prohibited or regulated by a rule is permitted and unregulated", Therefore Proposal A can be the same as Proposal B and be regulated by R416. [Whether that is desirable or not is another matter].

Furthermore, the last phrase of CFJ 126 : "The phrase "each depend upon the other's rejection" is, therefore, meaningless", is false, if A is allowed to equal B and self-reference is permitted, as it is by R113.

(i)   This Rule creates an Ackanomic entity known as Tammany,
      that cannot be owned nor controlled except as specified
      below.
(ii) Tammany may cast one vote on every Proposal. This takes precedence over any Rule that would deny Tammany the right to vote.
(iii) Unless the Rules specify otherwise, Tammany will abstain from voting on any given Proposal.
(iv) A Bribe is a message sent to the Tabulator that meets the following criteria:
a) It follows the form "Ackanomic: Bribe" in the subject line.
b) It contains, in the subject line, a text string that is a capital letter "P" immediately followed by the ordinal number of a Proposal that has not yet come to resolution. [e.g.: "Ackanomic: Bribe P537"]
c) In the text of the message, it designates an amount of currency from 0 to 5 units.
d) In the text of the message, it designates a Desired Vote of either YES, NO, or SILENT.
(v) Each Player may submit a maximum of one valid Bribe per Proposal. Should more than one Bribe be submitted by a Player for a given Proposal, the Bribe recieved most recently by the Tabulator shall be deemed the sole valid Bribe by the Player for that Proposal, with all others being disregarded.
(vi) Just before the voting results for a given Proposal are announced, the Tabulator shall examine the text of all Bribes that pertain to that Proposal and come to a determination as to whether and how Tammany will vote on this Proposal, based upon those Bribes and the specifications in sections (ix) and (x) of this Rule. Tammany's vote and all Bribes pertaining to a Proposal shall be reported along with the voting results for the Proposal.
(vii) Each Player who submitted a Bribe for a Proposal that is about to be resolved shall have the designated amount of currency deducted from his account. In the case that this would result in a negative currency balance for a Player, his entire Bribe is disregarded.
(viii)The Tabulator shall not examine the text of any Bribe unless instructed to by section (vi) of this Rule. If he should inadvertantly do so, he should, as a matter of ethics, avoid allowing this foreknowledge to influence his actions in any way.
(ix) Tammany shall vote FOR a Proposition iff the total amount of currency associated with Bribes that had a Desired Vote of YES is greater than the total amount of currency associated with Bribes that had a Desired Vote of NO plus twice the total amount of currency associated with Bribes that had a Desired Vote of SILENT.
(x) Tammany shall vote AGAINST a Proposition iff the total amount of currency associated with Bribes that had a Desired Vote of NO is greater than the total amount of currency associated with Bribes that had a Desired Vote of YES plus twice the total amount of currency associated with Bribes that had a Desired Vote of SILENT.
(xi) The use of subject lines that follow the form "Ackanomic: Bribe" shall be allowed without penalty. This section has precedence over any all mutable Rules.

(ii) There shall be one Seat for this Office.
(iii) The Duties are:
a) To contact new Players and impart to them the following:
1) How to connect with the Ackanomic Web page.
2) A quick overview of the basics of the game.
3) The fact that the Welcomer is available to answer questions from new Players.
3) Any other information that seems helpful.
b) To make oneself available for questions from new Players. (iv) The Privileges are:
a) The usual salary for a Functional Officer.
b) A bonus of .10 units of currency each time the "Gee, Wally" condition is met according to section (v) of this Rule. (v) The "Gee, Wally" condition is met whenever all of the following apply:
a) A Player sends a message to ONLY the Financier that contains the phrase: "Gee, Wally, this sure is a neat game."
b) The Player sending the message mentioned in section (i) does so during a time period running from 28 to 42 days after the Player first became a Player.
c) The Player sending the message mentioned in section (i) has never before sent a message that triggered a "Gee, Wally" condition.
d) The message is received on a Tuesday or a Friday, and no "Gee, Wally" condition has been triggered yet that day.
e) The Officer holding the Welcomer Office has made no reference to the Player of the "Gee, Wally" condition other than the following sentences: "There is a way you can give me bonus currency if you think I've done a good job as Welcomer. I'm not allowed to tell you anything more about this." (vi) Whenever currency is to be awarded as a consequence of the "Gee, Wally" condition, the Financier should report the change as a result of "mysterious conditions." (vii) Any Player who makes any mention of the "Gee, Wally" condition except as allowed by this Rule shall be penalized .10 units of currency. This change shall be reported as resulting from "bad Juju." (viii)Whenever this Office is vacant, the Registrar shall be the Acting Welcomer.

(i)   Any three Players may issue a Call for Revolution
      by so indicating in a public message, provided that
      a Call for Revolution is not already in effect.

(ii)  At the instant of the issuance of a Call for
      Revolution, the following occurs:
a) The Revolutionary Furor rating is set to zero.
b) The Revolution Goal is set to the number of Players in the game.
c) Anyone who is currently a Player is an Involved Player. No-one who becomes a Player during a Call for Revolution is Involved. (iii) A Call for Revolution lasts for 4 days. During this time: a) For each Involved Player who sends a message to the Tabulator supporting the Call for Revolution, the Revolutionary Furor increases by one, unless the Player is a Political Officer, in which case it is increased by 3 instead. b) For each Involved Player who sends a message to the Tabulator indicating a willingness to give 5 units of currency to the cause, the Revolutionary Furor is increased by one. The currency is then deducted from the Player's account in the proper manner. If the Player has insufficient currency, his message is to be entirely disregarded. c) For each Political Officer who sends a message to the Tabulator indicating a willingness to be a scapegoat, the Revolutionary Furor is decreased by 5. d) The Tabulator will periodically inform all Players of all actions that resulted in an adjustment to the Revolutionary Furor, as well as the current Revolutionary Furor. e) If the Revolutionary Furor ever exceeds or equals the Revolution Goal, a Revolution is deemed to have occured, and the Call for Revolution ends. (iv) If a Revolution occurs, all Players holding a Political Office are removed from such Offices, leaving all Seats for Political Office vacant. (v) At the end of a Call for Revolution that does not end in a Revolution, the following occurs:
a) Any Political Officer who indicated a willingess to be a scapegoat is removed from all Political Offices, and is not an eligible to hold any Political Office for a period of one week.
b) A Call for Revolution may not be issued for a period of one week.
c) The three Players who issued the Call for Revolution become members of the Insurgency Party, and must remain in this Party for at least one week. These Players may not belong to any other Party during this period.
d) Any Political Officer who supported the Call for Revolution becomes a member of the Insurgency Party, and must remain in this Party for at least one week. He may not belong to any other Party during this period. (vi) Insurgency Party:
a) If, on the vote for a given Proposal, the number of members of the Insurgency Party who vote for the Proposal is greater than the number of members who vote against the Proposal, there shall be an extra vote cast AGAINST the Proposal.
b) If, on the vote for a given Proposal, the number of members of the Insurgency Party who vote against the Proposal is greater than the number of members who vote for the Proposal, there shall be an extra vote cast FOR the Proposal.
c) The Insurgency Party accepts all Players, and shall have no Charter, and no internal rules nor guidelines.
d) This section (vi) takes precedence over all mutable Rules.

Activation of the Terminator Unit

The ProConsul is thereby granted the power to edit the rule set under the following powers and restrictions, and only those.

1/ Can go through the rule set to cut out - into new rule(s) - portions that are identical in at least two current rules, to be replaced by the following, or equivalent:
"This rules also uses and incorporates Rxxx."
Where xxx is the number of the new rule, given as if it had been a new proposal that had passed, but not for points, simply for its number.

2/ Can update office names if the task is assigned to another entity, or if the entity is renamed. Also update numbers of rules referred to that have since changed number, and any other updating that is relevent or required.

3/ Can correct spelling errors.

4/ Can harmonize the rules by editing them in order to better make use of the first power.
[This is far ranging: the price of beauty is eternal vigilance]

The ProConsul must publish a list of all proposed changes as Calls for Harmony (CfHs), which will describe them and give some reasoning. It is possible to use more than one power (and each more than once) in the same CfH.

Once the ProConsul's message is made public, the Supreme Court has the power to nullify that CfH by a two thirds majority at least. The Supreme Court has four days to reject the CfH.

Once the four days are over, any player can make CFJ on the CfH for a period not to exceed three days. The judge cannot be the Proconsul, nor a Justice.

If no CFJ is called after three days or the CFJ is unsuccessful in turning down the CfH, the CfH becomes effective and the rule set is updated. Otherwise, the CfH is rendered null.

Definition of Dormant

As a special power, entities can be granted the power to make proposals, rules and CFJs dormant. When dormant, these cannot be voted on, acted upon or passed judgement on. But rules and proposals can be revoked or amended as permitted by other rules. Dormant entities have no effect.

Any rule, proposal, CFJ that is not dormant is said to be awake.

It is possible for the players to vote to make a dormant entity awake again, requiring over 50% in favor. This is in addition to any other method another rule may specify under it's conditions, unless the voting itself is prohibited. Any entity that was dormant but made awake has the full legal time associated to it restored.

No rule, proposal or CFJ can be immune to being made dormant.

A crisis will be defined as the following events.
(1) If a win by paradox is officially granted.
(2) If 12 proposals in a row are rejected.
(3) If the same CFJ is ruled undecided three times in a row.
(4) If the Senate unanimously calls this rule for execution, under request of at least one Justice.

In both cases, effective as soon as the President sends a message beginning by

"Under the powers granted to me by Article 42.3.8, Section 2b, Paragraph 101z, I thereby declare a state of martial law."

he will become Tyrant for a week (called a Black Week). The Tyrant has the power to dissolve the Senate (except under 4). Justices will now also be called Political Officers. The Tyrant cannot be impeached but requires approval when modifying the rules set (as outlined below). All votes and CFJs are suspended. No voting is allowed or valid. All transactions and assets are frozen.

The person in charge of the financial market(s) will be arrested and restricted to one message a day. This also applies to any player holding a job defined in the rules except for the Tyrant or the Political Officers. Players holding any job will lose 4 points each day they stay in office during Black Week. All political parties will become illegal and its members will be called "underground freedom fighters" (UFFs). UFFs will lose 7 points per day of Black Week they remain affiliated with their party.

The Tyrant can change the text of any rule, even those that are immutable, provided his action is approved unanimously by the Political Officers. He may also change the text of any pending CFJ and proposals without requiring any authorizations, but may not make new proposals or CFJs.

The Tyrant will also have the power to make any 3 mutable rules dormant.

In case 1 the official broadcast of the win by paradox is said to be intercepted by pro-Tyrant forces and retracted. Should the paradox still exist (in effect) when political activity is normalized after Black Week, UFFs and/or unaligned players are said to have deposed the Tyrant and this rule cannot be called again against that paradox.

Once Black Week is over, the Senate must be reelected (except under 4) and all votes are restarted with their full time, except dormant ones.

Justices Must Be Vigilant

If there exists proposals that explicitely depend on each other, then any Justice(s) may make up to all of them but one dormant for one week.

If two or more proposals depend on each other such that no logical ordering can be found for them to pass meaningfully, then a Justice(s) may request the Senate to call up a crisis - but it is not binding. Also, Justices may make all such proposals dormant.

If a proposal depends on events, objects, actions which are either illegal or cannot be determined, then any justice can make that proposal dormant for one week. The Supreme court must then ask the players to vote on whether or not they want to destroy that proposal. If over 50% of the players that voted are in favor within the week, then it is destroyed (called by Speaker as soon as it is legal). Else it stays dormant.

If the players awaken a proposal, then Justices cannot make it dormant again.

Two days after proposal has been made, if no CFJ has been called on it and that proposal is in conflict with an existing rule, then the Justices can make it Disgraced on Apparition (DoA) by publishing a statement entitled DoA about that particular proposal, outlining their reasons.

A proposal that is DoA is made dormant. If the proposal has been dormant for at least a week, then it is destroyed (called by the Speaker as soon as it is legal).

At the end of every two weeks, the PFs will yield a dividend to the player owning them at that instant in time, and do so every two weeks for as long as the FM is operating. The dividend of a single PF will be calculated from the change in the score of the player the bond was initially issued to. The dividend will be 1% of the change in the issued player's score over that two weeks if his/her score went up. Otherwise, it will yield an effective debt of -0.5% of the change in score per PF. This yield will be credited or deducted from the PF owner's account.

2. An organization of any type may be formed iff there exist a rule, or a set rules dictating the following:
a. The name of the type of organization.
b. Forming an organization of that type.
c. Dissolving an organization of that type.
d. Eligibility for membership - i.e. whether members can be players, organizations, officers, etc. or any combination thereof
3. This rule has no effect on rule 351(forming political parties), other than recognition that a political party is a type of organization as described in this rule. This rule being - Forming various types of organizations and associations.
4. Rules governing organizations of one type have no effect on organizations not specifically mentioned in that rule. Specifically rules 391,457 that mention political parties, have no effect on other types of organizations, unless ammended to include other organizations.
5. Any player/organization, may not be a member of more than one organization of the same type.
6. At any during the game where there is more than one type of organization, any player/organization may be a member of different organization of different types as long the number of organizations a player/organization is a member of, is smaller than the number of types of organizations, and does not exceed three.
7. At no time in the game can a player be forced to become a member of any type of organization involuntarily, either by the rules then in effect, or by action taken within the game. This clause supercedes any other rule dictating organization and membership in organizations.
8. No secret organizations are allowed., neither are rules which allow the formnation of secret organizations

"After any Judgement is returned, a player may pay a penalty of 5 points and apeal the case to the Supreme Court for consideration. [[to cut down on frivilous lawsuits]] The time period for apeal shall be one week from the posting of the Judgement.

"The player may include with his apeal any such material he deems relevant to the case. The Court is under no obligation to consider such material, and should use normal procedures to determine a verdict.

"The Supreme Court must then decide the case and return its verdict within one week. With the verdict of a majority of the Justices being the verdict of the Court. In the event that the judges have not returned a verdict within one week, the judges shall be fined 2 points each, for each additional day beyond one week until a verdict is given. [in the event that a majority of the justices are vacationing, the one week timer shall start as soon as a majority of justices have returned.

"If the Court agrees with the original verdict, then the player who lodged the apeal shall be fined 20 points for frivously bothering the Judges. However, if the Court finds the case differently than the original CFJ, then the original CFJ shall be overturned, and the judge from the original CFJ shall be fined an amount from 1 to 10 points to be decided by the Justices of the Court.

"In the event that a player opposes the apeal, they may apeal again to the Supreme Court by paying the penalty."

(ii) When an Inventor is removed from office by impeachment, e loses 20 points. If an Inventor resigns while an IP is pending against em, e loses 5 points. [The Inventor has a powerful position, and we may end up wanting to make it easier than usual to get rid of em. The details can be changed once there is a rule authorizing impeachment, and a concensus on just how volatile the position of Inventor should be.]

(iii) Blueprints and Gadgets are protected.

(i) The Inventor can create a new Blueprint by publicly posting its text. If a new Blueprint does not (a) introduce exactly one new type of Gadget, (b) name the new Gadget type, and (c) unambiguously define the behavior of such a Gadget, it is immediately destroyed.

(ii) When a Blueprint is judged to be in conflict with one or more Rules, the Blueprint is destroyed.

(iii) A Blueprint is lonely iff there do not currently exist any Gadgets made from that Blueprint. The Inventor may destroy a lonely Blueprint. If an Inventor leaves office for any reason, all lonely Blueprints are destroyed. [This gives the Players a way to get rid of the Blueprint for some Doomsday device: impeach the Inventor.]

[A Blueprint is not a legally binding document except where the Rules say that it is.]

If, at the time of the adoption of this rule, there is a rule Titled "Blueprints", this paragraph shall be removed from this rule. Otherwise, this rule shall repeal itself.

(i) A Gadget's Blueprint is the Blueprint that defines the class of Gadget to which that Gadget belongs. If a Gadget's Blueprint exists, the Gadget behaves in the manner defined by the Blueprint, and may be manipulated in accordance with it.

(ii) A Gadget has at most one owner. The ownership of a Gadget may be transferred from one Player to another by mutual consent, but both Players must write messages to the Inventor notifying him of the transfer. The time of the transfer is the time of the later of the two messages.

(iii) The ability to create Gadgets is a Privelege of the inventor. The Inventor may create a Gadget only by performing these tasks, in this order:

(a) choosing a type from those defined by existing Blueprints.

(b) announcing publicly that a new Gadget of that type is being made. This cannot be done if the Inventor is already in the process of making a Gadget.

(c) building the gadget. This task is completed when the Inventor has spent at least three days building, and the Blueprint defining the type of Gadget to be made has existed for at least one week. The Gadget is created at the end of this time. It has no owner.

(d) holding an auction to determine the Gadget's owner. [The nature of the auction, beyond what is defined by the Rules, is left to the Inventor's choice.] If the auction fails to specify an owner, the Gadget is destroyed. Otherwise, the Inventor is awarded one point, the Gadget is transferred to its new owner, and the proceeds of the auction are destroyed.

(iv) If, during the creation process, the Inventor's Priveleges are suspended, the process is paused. If, during the creation process, the Inventor leaves office, no new Gadget is created, or the new Gadget is destroyed (whichever case applies). [The process cannot be otherwise aborted.]

(v) A Gadget's owner can destroy it by publicly announcing that he or she is doing so, unless the Gadget's Blueprint specifies that it is indestructible.

(vi) A Gadget may create, destroy, or manipulate a protected entity if its Blueprint so specifies. [So, Gadgets can affect other Gadgets, create points, and so on, as long as this behavior does not conflict with the Rules.]

(vii) If it is judged TRUE that an Inventor has instituted abominable auctioneering practices during a specific auction, that Inventor shall be penalized 10 points, and eir Priveleges as Inventor shall be suspended for a period of two weeks. During this time the Inventor holds eir post in an Acting capacity.
