Any player whose proposal number, when having its digits added together, equals exactly 21 [ex. prop 777], shall have the right to purchase one Amber Banana from snowgod's Amber Banana Tree. The price for one Amber Banana shall be A$10., payable to snowgod. Upon purchase of the Amber Banana, the player may publicly announce that he is eating the Amber Banana as "cows eat grass". Upon eating the Amber Banana, said player shall inform snowgod how he should vote on the proposal that earned the player the right to the Amber Banana in the first place. [in effect, purchasing one vote from snowgod]

The Amber Banana, and the tree it grows on, are protected, and can only be destroyed by Acid Rain.

Once every three game cycles the senate (as a whole) shall draft up friendly messages of greetings and praise, one for each member nomic of Internomic, and pass them along to the Ambassador for forwarding to the correct parties.

These messages must include an explination of why they are being sent.

If the senate feels that it has nothing friendly to say to another nomic, then it may request permission from the Ambassador and the President to not write a letter to the nomic in question. If the Ambassador and the President concur that the letter need not be sent, the senate is excused from that responsibilty.

Create a new rule member of Otzma Cards Rule Suite, entitled "Definition of Otzma Cards", which contains the following text:
"

I.
1. Otzma Cards are Protected
2. Otzma Cards can be created only according to the rules.

II.
1. At any given time the number of Otzma Cards in existence may not exceed 100

2. Any single player may not own more than six Otzma Cards simultaneously.

3. Otzma Cards are tradable.

4. If a player already owns the maximum number of Otzma Cards and receives or acquires an additional Otzma Card, e must destroy, as soon as possible, either the new Otzma Card, or one of eir existing Otzma Cards.

5. If a player receives or acquires an Otzma Card, that cannot be owned by that player simultaneously with other cards owned by that player, then the player must destroy as soon as possible one or more Otzma Cards, until the Otzma Cards e owns meet all the restrictions placed on Otzma Cards.

6. In either of the cases described inthe above subsection 4,5. The Player cannot use any Otzma Cards until the Otzma Cards e owns meet all the restrictions laid down by the rules.

III.
1. The RuneMaker can only create Otzma Cards on Otzma-Days. Other methods for creating Otzma Cards may be defined by other rules, as long as the maximum number of Cards created in any period of 7 consecutive days is 14.

2. The following entities have the authority to declare an Otzma-Day:
the President, the RuneMaker, any Institution.
a proposal which has been accepted according to the rules can also declare an Otzma Day

3. Otzma-Days must be declared at least three-days in advance, unless it has been declared by a proposal. An Otzma-Day last for three days or until the RuneMaker has declared the end of Otzma-Day, whichever comes first. Once an Otzma-Day is over, at least 10 days must pass before the next Otzma-Day can start.

4. When an Otzma-Day starts the RuneMaker determines values of the following:
a. LSAP - Longest String of Accepted Proposals, since the previous Otzma-Day. On the first Otzma Day, the LSAP is calculated from the begining of the game of Ackanomic.
b. MaxCard - the maximum number of cards allowed for given type of Otzma Card, for which a maximum is defined
c. LiveCard - the number of cards of a given type of Otzma Cards in existence
d. CrIndex - creation index of for a given of Otzma Card. CrIndex is defined as MaxCard-LiveCard. If MaxCard is not defined for a specific type of Otzma Card then CrIndex is defined as the average of all CrIndex of all the other Otzma Cards.
e. TCrIndex - The total of all CrIndex for Otzma Card types.
f. Other rules may dictate ways in which CrIndex may be increased or decreased subject to the following restrictions:

(i)Such rules can only specify a method that increases or decreases a CrIndex by an integer value. They do not specify an absolute CrIndex value.
(ii) Changes to CrIndex specified by other rules are calculated after individual CrIndex values for all Otzma Card types have been calculated and before TCrIndex has been calculated.
(iii) Changes specified by other rules have no effect on Otzma Card types for which a value of zero has been calculated by section III 4 d of this rule.
(iv)When more two or more rules change the same CrIndex, the changes are applied on rule at a time, by order of the ordinal numbers of the rules, the rule with the lowest ordinal number is applied first.
(v) After all changes have been applied the following adjustments are made: Any negative CrIndex is changed to zero. An CrIndex which is bigger than MaxCard for that type is changed to MaxCard. Any CrIndex for types that have no MaxCard defined, is changed to the highest MaxCard
5. The maximum number of Otzma Cards that the RuneMaker may create on an Otzma-Day is equal to the largest integer smaller to or greater than (LSAP-1)/2. If LSAP is equal to or greater than 10, then the RuneMaker must create at least 1 Otzma Card, provided that the number of Cards created does not bring the total number of Cards in existence over 100. If no Otzma Cards types are defined, or if the restriction on the types which are defined make it illegal to create Cards of that type, then the RuneMaker does not create any Otzma Cards, instead e posts a message to the effect that it's too bad e can't create any Otzma Cards.

6. Creating Otzma Cards:
a. There are two method for creating Otzma Cards: Deterministic and Probabilistic. The first Card created on an Otzma day may be created using either the Probabilistic or Deterministic method . Any Other Card Created by the RuneMaker on an Otzma-Day must be created using the Probablistic method. If all cards are created using the Probabalistic method, then e receives 9 probability points. Each Probaility point can be used by the RuneMaker to increas or decrease CrIndex of any Otzma Card type, as long as decreasing a CrIndex doesn't bring it down to zero. The RuneMaker must publically anounce the method used to create the Otzma-Cards. The RuneMaker does not have to use all 9 probability points,if they are used, then TCrIndex must be updated accordingly.

b. The Deterministic method - The RuneMaker selects an Otzma-Card type among the legal Otzma Card types and creates it.

c. The Probabilistic method -
The RuneMaker determines the type of the new Otzma Card by randomly selecting a type among the legal Otzma Card types. The probability for a given type is equal to the CrIndex for that type divided by TCrIndex. If more than one Otzma Card is created by the RuneMaker, then after each Card is created, the CrIndex for that type is decremented by one and the TCrIndex is decremented by one.

d. The RuneMaker gives each card a unique Otzma Card ID (OCID). The OCID is the smallest integer which larger than the OCID of the previous Otzma Card created. Each Otzma Card retains its OCID for the entire duration of its existence.
The OCID of the first Otzma Card created is 101.

c. At the end of the Otzma-Day the RuneMaker anounces publically the following information about each Otzma Card created that day: OCID, Otzma Card type.
He also anounces the begining of an Auction for each Otzma Card. The Auction is conducted according to R1023 "Auction", except that on those cases that the Inventor would have been the Acutioneer, the RuneMaker replaces the Inventor as Auctioneer. This section takes precedence over the R1023 "Auction".
IV. Otzma Card Types.
1. Otzma Card types may be defined by other rules which explicitly claim that they are defining Otzma Card Types, and belong to the Otzma Card Rule Suite. This rule takes precedence over any rule which defines an Otzma Card type

V.
1. Otzma Cards may only be used according to the rules.

2. Each Otzma Card can only be used once. Once it has been used, it is destroyed.

3. A Player uses an Otzma Card by notifying the appropriate Officer that e is using an Otzma Card, and which Card e is using, depending on the type of Card. If the Otzma Card definition does not define a specific Officer, context, or forum in which the Card can be used, then its use must be anounced in the public forum. In any case, the use of Otzma Cards must be reported to the RuneMaker.

4. All transaction involving Otzma Cards must be reported to the RuneMaker.

5. When a player uses an Otzma Card on a proposal, and the proposal is retracted, the Otzma Card is destroyed.

6. The results of using an Otzma Card are published by the appropriate Officer, along with the name of the Player who used the Card, and the manner of its use.

7. The RuneMaker keeps tracks of all transactions and uses involving Otzma Cards, and of all Otzma Cards in existence.

8. A Player can only an Otzma Card that e owns.

9. A player may use at most one Otzma Card per proposal.

10. When a player has used an Otzma Card in a public forum, e may not another Otzma Card in a public forum for three days. This section has no effect on Otzma Cards used on proposals.

Proposal to create a new rule entitled "Otzma Card Type Go Fish", which is a member of Rule Suite Otzma Cards, and contains the following text:
"
1. This rule defines an Otzma Card type called 'Go Fish'
2. An Otzma Card of type 'Go Fish' can be used in the following ways:
a. In a public forum it can be used to nullify an action or an effect caused by another Otzma Card, provided that the Go Fish Card is played no more than three days after the Card it attempts to nullify has been played. The player who plays the Go Fish Card plays the Card by anouncing that e is playing it, and which Card it is being used on. The anouncement must non-ambigous.
b. A Go Fish Card can only be used on another Go Fish card, if the Go Fish card it his used on was not used on another Go Fish card.
c. When used on proposals. A player can use a Go Fish card on a proposal by sending a message to that effect to the tabulator. When a Go Fish Card is used on a proposal, all other Cards used on that proposal have no effect, but they are destroyed anyway. If more than one Go Fish Card is used on a proposal, then the effect is the same as if one Go Fish Card has been used on a proposal. When a Go Fish Card has been used on a proposal, the date of the end of the Voting on that Proposal is considered to the date it has been used.
3. This rule takes precedence over all the rules in the Otzma Card Rule Suite.

A proposal to create a rule entitld "Creaion of a PartyChessPiece Archer", which is a member of the PartyChess Rule Suite, and contains the following text:

1. An Archer is represented by the ASCII Character "A"
2. The Archers move is made up of two parts:
In the first part the Archer moves either vertically or horizontally a distance of d1 squares, where d1 is either 1,2,3 or 4. In the second part the Archer moves a distance of 4-d1 in a direction perpendicular to the direction he moved in the first part (in the second part the distance can be 0)
3. An Archer capture from a distance. An Archer can capture any opposing piece that occupies a square at a maximum distance of 4, either vertically or horizontally, or a at a maximum distance of 3 diagonally, provided that all the squares between the Archer and the captured piece are unoccupied.
The Archer does not replace the captured piece, but remains on the same square it occupied when the turn started. An Archer cannot capture using the move decribed in section 2 of this rule.

1. Any information which an Officer is required to maintain is considered to be Public information.
2. All Public information is available to any Player on request by e-mail. It is the duty of Officer who maintains the information to provide the information to the requesting player.
3. If any information is available by means which do no require direct human interference, players are encouraged to first employ those automatic means.

{{[We have been becoming a bit too web-oriented, Ackanomic is a game played by e-mail, and players who have only e-mail access should be able to play without being handicapped by not having web access. If anyone wants to set scripts that will provide the information they are responsible for maintaining, or even the information other players are responsible for maintaining, that might make their lives easier in the long run. Basically, it's an expansion of the defunct Rule-Buddy concept. I suppose most players would still refer to the web, or to their own copies of the rule-set, and other info.]}}

1. There exists an Institution called Synod

2. Each Church may have at most 1 seat in the Synod. No other entity but a Church may have a Seat in the Synod.

3. The Synod is in session when there are three or more occupied Seats in the Synod.

4. A Church which does not have a seat in the Synod can purchase a Seat for an Entry Fee of A$50 plus (A$5 multiplied by the maximum number of members of that Church had over the 14-day period preceding the date of purchase). If A Church withdraws from the Synod within 14 days, it is refunded the entire Entry Fee. If a Church withdraws at any time after that, it is refunded 3/5 of its Entry Fee.

a.
A Church which has a Seat in the Synod may appoint a Priest of that Church to occupy that Seat. The Priest is known as the Church Delegate, and the Seat is known by the name of the Church, or an abbreviation approved by the Church. A Delegate may resign at any time. If the Delegate goes on Vacation the Church may appoint another Priest of that Church as an acting-Delegate. If a Delegate resigns, The Church may appoint another Priest as Delegate. A Church may leave its Seat unoccupied. This section takes precedence over R457

b.
One of the Delegates is given the title of Yor-Delegate. The Yor-Delegate is always the Delegate of the largest Church in the Synod. If there are two or more Delegates who represent Churches of the same size, and there is no other Delegates who represents a larger Church then the Delegate who has been longer in the Synod, from among the Delegates of said Churches, shall be the Yor-Delegate. The Yor-Delegate has the duty of acting on behalf of the Synod, in accordance with the decisions of the Synod. The Yor-Delegate may have other duties defined by other sections of this rule, or by other rules. The Yor-Delegate has no privileges.

c.
When a Seat has been left unoccupied for a period of three weeks, it is the duty of the Yor-Delegate to contact the Founder of the Church that owns that Seat and inquire as to whether or not e intends to appoint a Delegate for that Seat. If the Founder either replies that e does not intend to appoint a Delegate, or does not appoint a Delegate within a week, or fails to respond withint a week, then that Church is considered to have withdrawn from the Synod. If a Church which owns a Seat is dissolved, then its Seat is destoryed.

6. All actions carried out by the Synod must be approved by the Delegates. Each Delegate's vote is multiplied by the number of non-vacationing members of eir Church. When there more votes in favor of some action than against it the Synod is considered to support that action. Churches whose Seats are unoccupied during the vote are said to have abstained from the Vote.

7. When the Synod is in session it can trade currency and assets.

8. Profit Sharing Day - whenever the Synod has been in session for at least 14 consecutive days and there was no Profit Sharing Day for at least 14 consecutive days. A Church is eligible for getting a share of the profits if (a) it has a Delegate in the Synod and (b) it had a Delegate in the Suynod for at least 90% of the time during the 14 days previous to the Profit Sharing Day. {{[this does not exclude Churches who switched Delegates during that time]}}

Profits are defined as (A$ currently owned by the Church minus (A$ owned by the Church after the previous profit distribution, or on the most recent date the Synod was not in Session, which was more recent)) Let TotalMem be the total number of members of all Churches. for each Church let NoM be the number of members of that Church. Each Church receives (NoM*2)/(TotalMem*5), rounded down to the nearest integer. For the purpose of Profit Sharing Day, vacationing members are counted as well. It is the duty of the Yor-Delegate to track and declare Profit Sharing days, calculate the amount of A$ each Church receive, report it to the Financier, and record the amound of A$ at the end of the Profit Sharing day. {{[40% of the profits are divided among the Churches, by size]}}

9. When the Synod is not in Session it is impermissible for the Synod to trade, distribute profits to member Churches, or take any other action, except for the duty of contacting Founders of Churches with unoccupied Seats, as described in section 5 of this rule. This section takes precedence over any other section of this rule and takes precedence over any rule which would allow the Synod to take any action when it is not in Session.

10. a. A Church is not eligible for a Seat in the Synod if there is at least one Church which already owns a Seat in the Syond whose M Similarity with the former Church is equal to or greater than 30.
b. A Church is not eligible for a Seat in the Synod if the total M Similarities with all the Churches which are members of the Synod is equal to or greater than 80.

Ackanomic Institute of Genetic Replication

The Ackanomic Institute of Genetic Replication exists. It is housed in a cosy laboratory in the south part of Acka. When required by the rules, it will produce a replica of a player. Such a replica may only take actions explicitly allowed it by the rules, and is rather short-lived, being destroyed at the end of the occasion which warranted its creation. Unless specified otherwise, there is no charge for such replicas.

The Ackanomic Institute of Genetic Replication also provides customized mutations, at a small fee, to any interested player. If in a public message a player announces he is paying the specified fee for a given mutation, he receives that mutation and any special attributes associated with it. If at a later date, he wishes to have the mutation removed, he must pay a fee equal to that for receiving the mutation, and he shall cease to have both the mutation and any special attributes associated with it.

Current available mutations:

Extra head: Cost -- 50 A$. Each extra head possessed by a player allows him to wear one more piece of headwear than he would otherwise be allowed. This takes precedence over other mutable rules dealing with any form of headwear inasmuch as their restrictions on the number of pieces of headwear a player may wear are relaxed for those with extra heads. Players with extra heads are encouraged to occasionally get into public arguments amongst their heads.

Pointy ears: Cost -- 4 A$ each, or 6 A$ for a pair. Pointy ears don't do much, but players who have them may threaten other players with a Vulcan Neck Pinch and be taken seriously. Players without pointy ears may also make this threat, but they are liable to be laughed at upon doing so. Players with only one pointy ear are liable to be laughed at regardless of their actions.

Wings: Cost -- 100 A$. Winged players need not worry about dangling from the earth, as they can reattach the suction cups for any player that might lose them. Because of the size of buildings, it requires three winged players to reattach a building's suction cups, and after doing so, they must rest for three days before reattaching anything else. Since extra heads ruin a player's aerodynamics, a player may not have both wings and an extra head.

Other mutations may be developed in the future, and if they are, they should be added to this rule.

Create a new rule called "Creation of a PartyChessPiece HarfyBlob" to be a member of the Party Chess Rule Suite, reading:

1. A HarfyBlob is represented by the ASCII character H.
2. A HarfyBlob can move either vertically, horizontally, or diagonally, up to a maximum distance of Hn, where Hn is defined below, provided all the squares between the current square and the destination square are unoccupied.
3. A HarfyBlob's material value is 7.

Each extant HarfyBlob has its own value of Hn. It is a duty of the Chess-Umpire to track the value of Hn for each extant HarfyBlob.

When a HarfyBlob is first created, its Hn value is 1.

Each time a HarfyBlob captures an enemy piece, its Hn value is increased by 1, unless the captured piece is also a HarfyBlob, in which case its Hn is increased by the Hn of the captured HarfyBlob.

Should a HarfyBlob's Hn ever exceed the maximum number of squares on the Party Board in any direction, its Hn is reduced to that maximum less 1. "

In Which We May Be Hearing Things

1. A new Rule titled "Hearings" is created, reading:
---
A Rule may specify circumstances under which a Hearing is called. When this happens, Count Tabula shall announce in a public message that a Hearing has been called, citing the rule that requires it and the circumstances that brought it about, and telling the valid responses [and other pertinent details]. As of this announcement, the Hearing is in session.

While the Hearing is in session, each Player may send his or her response to that Hearing to Count Tabula privately. Count Tabula shall record each response that matches one of the valid responses for the hearing. If a Player who has already responded sends another valid response, the Assistant Tabulator shall discard the previous response and record the new one. {{[ This last sentence is probably taken for granted, but it isn't in any of the "Hearing" rules as they exist now. ]}}

The Hearing shall end when it has been in session for three days, or at the end of the cycle in which it was announced, whichever comes first. When it ends, it ceases to be in session.

Once a Hearing has ended, it has a verdict. The verdict of the Hearing is whichever valid response was given by the most Players in response to the Hearing, if exactly one valid response holds this distinction. Otherwise, if there is a tie among two or more responses, the verdict shall be whichever of the tied responses appears first in the Rule defining them. If no responses were received while the Hearing was in session, the verdict shall be "Never mind." The Assistant Tabulator has the Duty of announcing the verdicts of Hearings with all due haste.

2. Amend Rule 400/2 ("Politeness Moon") to read, in full:

Any Player sending a public message should be as polite as possible. Any Player may call a Hearing on the matter of whether a certain public message from another Player was polite.

The valid responses to a Politeness Moon Hearing are "Yes, it was polite." and "No, it was not polite.". If the verdict of the Hearing shows that the message was not polite, the Player who sent it loses 3 points. If it shows that it was polite, its author gets the nickname Jazz JackRabbit for the next 3 days.

A Witchhunt is a Hearing. It is also a Very Grave Matter. The valid responses to a Witchhunt are "No! E said the Earth is flat" and "BURN THE WITCH!"

If the verdict is "BURN THE WITCH!" the alleged witch shall be branded a witch and heretic. He or she shall then be incinerated atop a bonfire large enough that it not only reduces the witch to his or her component atoms but also inspires righteous terror in all who see it. When a witch is burned, e shall enter the Ackanomic Afterlife, and shall lose 10 points.

Any Player who has been burned as a heretic exactly once is considered Enlightened. Any Player burned more than once, however, is beyond hope and may never become Enlightened. Any Player who is Enlightened is free to say what they wish, and may never have a Witchhunt called against them, or be burned as a heretic. This paragraph has precedence over all others in this rule.

The Earth is flat. Contradiction of this fact is Heresy.

If, in a public message, a player refers to the Earth being round, or implies that this may be the case, any other player may call for a Witchhunt, by publically posting that they are doing so.

During the Witchhunt, which lasts 3 days, players send their votes to the Assistant Tabulator (hereafter referred to as the Witchfinder General) containing the name of the alleged Heretic. Players can vote either "No! E said the Earth is flat", or "BURN THE WITCH!"

After the Witchhunt is over, a simple majority (50% or more) will determine whether or not the alleged Heretic has been burned.The Witchfinder General will publicly announce the outcome.

If the witch has been burned, e shall enter the Ackanomic Afterlife, and shall lose 10 points.

Any player who has been burned as a heretic exactly once is considered Enlightened. Any player burned more than once, however, is beyond hope and may never become Enlightened. Ackanomic Institute of Genetic Replication

The Ackanomic Institute of Genetic Replication exists. It is housed in a cosy laboratory in the south part of Acka. When required by the rules, it will produce a replica of a player. Such a replica may only take actions explicitly allowed it by the rules, and is rather short-lived, being destroyed at the end of the occasion which warranted its creation. Unless specified otherwise, there is no charge for such replicas.

The Ackanomic Institute of Genetic Replication also provides customized mutations, at a small fee, to any interested player. If in a public message a player announces he is paying the specified fee for a mutation described in this rule, the cost is deducted from his account, and he receives that mutation and any special attributes associated with it described in this rule. If he later wishes to have the mutation removed, he must pay a fee equal to that for receiving the mutation, and he shall cease to have both the mutation and any special attributes associated with it.

Current available mutations:

Extra head: Cost -- 50 A$. Each extra head possessed by a player allows him to wear one more piece of headwear than he would otherwise be allowed. This takes precedence over other mutable rules dealing with any form of headwear inasmuch as their restrictions on the number of pieces of headwear a player may wear are relaxed for those with extra heads. Players with extra heads are encouraged to occasionally get into public arguments amongst their heads.

Pointy ears: Cost -- 4 A$ each, or 6 A$ for a pair. Pointy ears don't do much, but players who have them may threaten other players with a Vulcan Neck Pinch and be taken seriously. Players without pointy ears may also make this threat, but they are liable to be laughed at upon doing so. Players with only one pointy ear are liable to be laughed at regardless of their actions.

Wings: Cost -- 100 A$. Winged players need not worry about dangling from the earth, as they can reattach the suction cups for any player that might lose them. Because of the size of buildings, it requires three winged players to reattach a building's suction cups, and after doing so, they must rest for three days before reattaching anything else. Since extra heads ruin a player's aerodynamics, a player may not have both wings and an extra head.

Other mutations may be developed in the future, and if they are, they should be added to this rule.

1. The RuneMaker can only create Otzma Cards on Otzma-Days. Other methods for creating Otzma Cards may be defined by other rules, as long as the maximum number of Cards created in any period of 7 consecutive days is 14.

2. The following entities have the authority to declare an Otzma-Day: the President, the RuneMaker, any Institution. a proposal which has been accepted according to the rules can also declare an Otzma Day

3. Otzma-Days must be declared at least three-days in advance, unless it has been declared by a proposal. An Otzma-Day last for three days or until the RuneMaker has declared the end of Otzma-Day, whichever comes first. Once an Otzma-Day is over, at least 10 days must pass before the next Otzma-Day can start.

4. When an Otzma-Day starts the RuneMaker determines values of the following:
a. LSAP - Longest String of Accepted Proposals, since the previous Otzma-Day. On the first Otzma Day, the LSAP is calculated from the begining of the game of Ackanomic.
b. MaxCard - the maximum number of cards allowed for given type of Otzma Card, for which a maximum is defined
c. LiveCard - the number of cards of a given type of Otzma Cards in existence
d. CrIndex - creation index of for a given of Otzma Card. CrIndex is defined as MaxCard-LiveCard. If MaxCard is not defined for a specific type of Otzma Card then CrIndex is defined as the average of all CrIndex of all the other Otzma Cards.
e. TCrIndex - The total of all CrIndex for Otzma Card types.
f. Other rules may dictate ways in which CrIndex may be increased or decreased subject to the following restrictions:
(i)Such rules can only specify a method that increases or decreases a CrIndex by an integer value. They do not specify an absolute CrIndex value.
(ii) Changes to CrIndex specified by other rules are calculated after individual CrIndex values for all Otzma Card types have been calculated and before TCrIndex has been calculated.
(iii) Changes specified by other rules have no effect on Otzma Card types for which a value of zero has been calculated by section III 4 d of this rule.
(iv)When more two or more rules change the same CrIndex, the changes are applied on rule at a time, by order of the ordinal numbers of the rules, the rule with the lowest ordinal number is applied first.
(v) After all changes have been applied the following adjustments are made: Any negative CrIndex is changed to zero. An CrIndex which is bigger than MaxCard for that type is changed to MaxCard. Any CrIndex for types that have no MaxCard defined, is changed to the highest MaxCard

5. The maximum number of Otzma Cards that the RuneMaker may create on an Otzma-Day is equal to the largest integer smaller to or greater than (LSAP-1)/2. If LSAP is equal to or greater than 10, then the RuneMaker must create at least 1 Otzma Card, provided that the number of Cards created does not bring the total number of Cards in existence over 100. If no Otzma Cards types are defined, or if the restriction on the types which are defined make it illegal to create Cards of that type, then the RuneMaker does not create any Otzma Cards, instead e posts a message to the effect that it's too bad e can't create any Otzma Cards.

6. Creating Otzma Cards:
a. There are two method for creating Otzma Cards: Deterministic and Probabilistic. The first Card created on an Otzma day may be created using either the Probabilistic or Deterministic method . Any Other Card Created by the RuneMaker on an Otzma-Day must be created using the Probablistic method. If all cards are created using the Probabalistic method, then e receives 9 probability points. Each Probaility point can be used by the RuneMaker to increas or decrease CrIndex of any Otzma Card type, as long as decreasing a CrIndex doesn't bring it down to zero. The RuneMaker must publically anounce the method used to create the Otzma-Cards. The RuneMaker does not have to use all 9 probability points,if they are used, then TCrIndex must be updated accordingly.

b. The Deterministic method - The RuneMaker selects an Otzma-Card type among the legal Otzma Card types and creates it.

c. The Probabilistic method -
The RuneMaker determines the type of the new Otzma Card by randomly selecting a type among the legal Otzma Card types. The probability for a given type is equal to the CrIndex for that type divided by TCrIndex. If more than one Otzma Card is created by the RuneMaker, then after each Card is created, the CrIndex for that type is decremented by one and the TCrIndex is decremented by one.

d. The RuneMaker gives each card a unique Otzma Card ID (OCID). The OCID is the smallest integer which larger than the OCID of the previous Otzma Card created. Each Otzma Card retains its OCID for the entire duration of its existence.
The OCID of the first Otzma Card created is 101.

c. At the end of the Otzma-Day the RuneMaker anounces publically the following information about each Otzma Card created that day: OCID, Otzma Card type.
He also anounces the begining of an Auction for each Otzma Card. The Auction is conducted according to R1023 "Auction", except that on those cases that the Inventor would have been the Acutioneer, the RuneMaker replaces the Inventor as Auctioneer. This section takes precedence over the R1023 "Auction".

IV. Otzma Card Types.
1. Otzma Card types may be defined by other rules which explicitly claim that they are defining Otzma Card Types, and belong to the Otzma Card Rule Suite. This rule takes precedence over any rule which defines an Otzma Card type

V.
1. Otzma Cards may only be used according to the rules.

2. Each Otzma Card can only be used once. Once it has been used, it is destroyed.

3. A Player uses an Otzma Card by notifying the appropriate Officer that e is using an Otzma Card, and which Card e is using, depending on the type of Card. If the Otzma Card definition does not define a specific Officer, context, or forum in which the Card can be used, then its use must be anounced in the public forum. In any case, the use of Otzma Cards must be reported to the RuneMaker.

4. All transaction involving Otzma Cards must be reported to the RuneMaker.

5. When a player uses an Otzma Card on a proposal, and the proposal is retracted, the Otzma Card is destroyed.

6. The results of using an Otzma Card are published by the appropriate Officer, along with the name of the Player who used the Card, and the manner of its use.

7. The RuneMaker keeps tracks of all transactions and uses involving Otzma Cards, and of all Otzma Cards in existence.

8. A Player can only an Otzma Card that e owns.

9. A player may use at most one Otzma Card per proposal.

10. When a player has used an Otzma Card in a public forum, e may not another Otzma Card in a public forum for three days. This section has no effect on Otzma Cards used on proposals.

Proposal to create a new rule entitled "Otzma Card Type Go Fish", which is a member of Rule Suite Otzma Cards, and contains the following text:

1. This rule defines an Otzma Card type called 'Go Fish'
2. An Otzma Card of type 'Go Fish' can be used in the following ways:
a. In a public forum it can be used to nullify an action or an effect caused by another Otzma Card, provided that the Go Fish Card is played no more than three days after the Card it attempts to nullify has been played. The player who plays the Go Fish Card plays the Card by anouncing that e is playing it, and which Card it is being used on. The anouncement must non-ambigous.
b. A Go Fish Card can only be used on another Go Fish card, if the Go Fish card it his used on was not used on another Go Fish card.
c. When used on proposals. A player can use a Go Fish card on a proposal by sending a message to that effect to the tabulator. When a Go Fish Card is used on a proposal, all other Cards used on that proposal have no effect, but they are destroyed anyway. If more than one Go Fish Card is used on a proposal, then the effect is the same as if one Go Fish Card has been used on a proposal. When a Go Fish Card has been used on a proposal, the date of the end of the Voting on that Proposal is considered to the date it has been used.
3. This rule takes precedence over all the rules in the Otzma Card Rule Suite.

a) Ackanomic play is suspended.
b) All Undead stop haunting all Chartreuse Goose Eggs, Right-Handed Grapefruit, and Victory Eggplants. Then, all Chartreuse Goose Eggs, Right-Handed Grapefruit, and Victory Eggplants are destroyed.

f) Each Player is awarded A$ equal to his point total minus his Eggplant Weight.
g) Bond payments are held in suspension.
h) Each players' "Eggplant Weight" is recalculated as -15 * N, where N is the number of cycles that player has won. Each player's score is set to their Eggplant Weight. Each player with a negative Eggplant Weight has a Victory Eggplant is created in their possession.
i) Bond payments are reinstituted, as if all players' scores were their Eggplant Weight at the end of the previous bond cycle.
j) If the cycle currently ending has exceeded 30 days in length, all players who have been on vacation for the entire cycle are removed from the game as if they have quit.
k) The game cycle number is incremented.
l) Ackanomic play resumes.

I. The Office of the Praetor is a Political Office. It has one seat. If the seat is vacant, it shall be filled by Nomination and Election for Office. Should either of these terms be nonexistant, the Clerk of the Court may appoint any eligible player to the seat. To be eligible for Nomination and Election or appointment by the Clerk of the Court, a player must be active and one or more of the following

a) a Bronze Torch holder
b) eligible to receive a Bronze Torch
c) the owner of a Gold Stripe
d) a former Supreme Court Justice
e) enshrined in the Hall of Elders

Regardless of any other eligibility, a current Justice or Acting Justice is never eligible.

If the seat is vacant and there are no eligible players, the seat remains vacant.

If appointed (not elected) to the Office of Praetor, a player has three days to accept the Office. I he does not do so within that time, the appointment is declared void.

II. If an Acting Justice needs to be selected because of a Justice's Vacation, the Praetor shall be selected before other eligible players, if not already an Acting Justice; if the Praetor cannot be selected, players eligible to be Praetor shall be selected before other players.

If an Acting Praetor needs to selected due to Vacation, players eligible to be Praetor shall be selected before other players.

III. If a judge or judge-designate should ever be declared a deadbeat, the CotC shall select the Praetor as the next Judge for the deadbeat's CFJ. If a CFJ is assigned to the Praetor when the seat is vacant, it shall be reassigned as if the deadbeat had actively declined judgment.

IV. The Praetor may not decline Judgment. When a CFJ is submitted to him, he is assumed to have immediately accepted it. He may send a CFJ to the Supreme Court, though he may do this only if he has not submitted a CFJ to the Supreme Court within the last 14 days. If e does this, he is not required to deliver a verdict.

V. The Praetor is forbidden to take any action or inaction which would cause him to be a deadbeat. If he is ever a deadbeat, he is immediately removed from office, and the seat is vacant.

VI. The player who holds the Office of Praetor may be selected to judge CFJ's by the methods described in other rules. Should this occur, he is not acting as the Praetor on this CFJ, and he is neither bound by the rules of the Office nor able to use the Praetor's powers on this CFJ. Should, however, he ever become a deadbeat as a result of such a CFJ, he is immediately removed from office as described in the previous paragraph, and the CFJ is reassigned as if he had actively declined.

The options include recomending that one or more players are hired to fix the light bulb, brining in outside help (in the form of the Frobozz Magic Maintenance Company, Ackanomic Division), or having one of the senators attempt to change the lightbulb himself.

The senate has seven days to issue a report stating their recomendations for lightbuld repair, or they shall be held In Contempt. A public hearing will then be held, lasting three days. Players may send their votes to Count Tabula indicating which of the three options they prefer. When the hearing has finished, whichever option recieves the most votes shall be excecuted. In the event of a tie, the recomendation of the senate report shall be followed.

Billing:

If one or more players are hired to fix the lightbulb, each one shall be paid A$25 after he has posted an interesting description of the lightbulb changing and his role in the event.

If the Frobozz Magic Maintenance Company, Ackanomic Division, is called upon to do the job they shall recieve A$5 from every active players for services rendered. Players may exempt themselves from payment by contibuting an article to a newspaper (assuming it is accepted by the publisher) describing the event, and the waste of hard-earned dollars.

If a senator is chosen to do the job, he shall recieve nothing more than a heartfelt round of applause for a job well done. However, there is always 25 percent chance that he shall fall of the ladder and the job will not be completed. If that is determined to have happened (using the dice server, if one is recognized by ackanomic) the the Frobozz folks will be called in after all - and be paid A$10 per active player, due to the rush nature of the job

An Elder may post a public message from beyond the dead stating that he is becoming the Patron Saint of a given type of proposal. It should be easily determinable whether a proposal is of this type. [Harfy props, short props, props creating new entities, props involving the return of the Voting Gnome, etc. are good examples of this; creative props, props centralizing power, props that should be retracted, etc. are not.] Upon so posting, that Elder shall be considered the Patron Saint of that type of proposal.

The author of a proposal that is an example of a Patron Saint's patronage may enter that Elder's Shrine and enter a period of solemn prayer and silent remembrance of that Elder on behalf of that proposal. If they do not post any public messages within the next three days (36 hours), they will be considered to have found favor with that Patron Saint, and if the voting period for the proposal has not yet expired, the Patron Saint's Shrine will cast one vote in favor of it.

A Patron Saint may have only one class of patronized proposals. They may change it by posting a public message from beyond the dead.

A player may enter any Patron Saint's Shrine only once for any given proposal.

I. The Right to Fair Voting
A proposal is invalid if it contains one or more rule changes that discriminate in any way between players based on their voting actions on that proposal, or any other specific proposal or proposals identified in the proposal. Effects that depend on the way players vote are allowed if they apply to all proposals, or to all proposals in one or more classes previously defined by the rules. [This would be modest proposals, harfy proposals, etc.] This section defers to section IV of this rule.

II. Voting Actions
The following are voting actions:
A. Casting a YES, NO, or PRESENT vote by rule 390.
B. Bribing Tammany by rule 554.
C. Being part of a political party that gets a unity vote.
Other actions may be designated by the rules to be voting actions.

III. Effects Triggered on Changing the Triggering Rules
If a proposal adds, changes, or repeals rules that generate effects or cause some entity to generate effects (including but not limited to score changes) based on the way players vote, then those rules generate no effects based on the way players vote on that particular proposal. This section of this rule takes precedence over all other mutable rules which generate effects based on the way players vote on proposals, but defers to the following paragraph.

IV. Bribes
A. A proposal may include a Bribe section, which must be in a separate paragraph before any of the rule changes in a proposal, beginning with the word "Bribe" and a colon [as in "Bribe: A$1"]. Any Bribe which violates any of the rules regarding Bribes is invalid.

B. Bribes may only cause the transfer of tradeable entities from the author of the proposal to players who voted YES on the proposal; a Bribe need not specify that the entities come from the author of the proposal, since it is assumed.

C. If a proposal does not specify a condition for receiving its Bribe, then every player who votes YES on the proposal is eligible to receive the Bribe. A Bribe may specify further conditions, and may offer different amounts to different players, or based on different conditions [I.e., extra bribes can be given to players whose parties generate unity votes], but any conditions in the Bribe must be determinable when the voting results are posted.

V. Processing Bribes
A. When the voting results for a proposal containing a Bribe section are posted, if the amount(s) specified by the Bribe cannot be transferred from the proposal's author to all eligible players, based on the conditions stated in the Bribe, the Bribe is invalid.

B. The required number of YES votes for a proposal containing an invalid bribe to be accepted is one more than the total number of YES and NO votes legally cast within the prescribed voting period. This paragraph takes precedence over rule 581. {{ [This ensures that they will fail. Other ways that I wanted to do this would have conflicted with an immutable rule.] }}

C. When the voting results for a proposal containing an invalid Bribe are posted, the author of that proposal loses 15 points, and no other mutable rules that generate score changes or other effects when a proposal is rejected trigger any effects for that proposal; this takes precedence over any such rules.

D. When the voting results for a proposal containing a valid Bribe are posted, the amount(s) specified by the Bribe are transferred from the proposal's author to all eligible players, based on the conditions stated in the Bribe.

a. If a Go Fish Card was used on a Card that has no Counter-Action defined for it, then the Counter-Action is identical to the effect of the Card is was used on.
b. If a Go Fish Card was used on a Card that has a Counter-Action defined for it, then the Counter action is as follows: A new Card is created, its is identical to the type of the Card the Go Fish Card has been used to Counter, and it is given to the player who played, the Card that was Countered by the Go Fish Card.
4. This rule takes precedence over all the rules in the Otzma Card Rule Suite.

More Swinger Tweaking

1. Let NoS be the the number of Swingers, excludings Swinger on Vacation, including Acting Swingers.
2. Every two weeks on Tuesday, the following things happen:
a. All existing Swingpoints are converted to points and are added to the scores of the players who own them.
b. The Chess-Umpire awards Swingpoints to Swingers who have positive Weights according to the following scheme:
(i) The Swinger or Swingers with the highest Absolute Weight receives NoS-1 SwingPoints.
(ii) The Swinger or Swingers with the second highest Absolute Weight receives NoS-2 SwingPoints.
(iii) The Swinger or Swingers with the third highest Absolute Weight receives NoS-3 SwingPoints.
(iv) If NoS>4 then the Swinger or Swingers with the fourth highest Absolute Weight receives NoS-4 SwingPoints.
(v) If NoS>5 the Swinger or Swingers with the fifth highest Absolute Weight receives NoS-5 SwingPoints.
(vi) If NoS>6 then the Swinger or Swingers with the sixth highest Absolute Weight receives Nos-6 SwingPoints.
c. If it is not possible to find a Swinger that answers the description in any of the above sections, then that section is ignored. A Swinger who received Swinger points by one section cannot receive Swingerpoint by section which follows it.

3. Swingpoints are Tradable.
4. Swingpoints can converted to the following items:
a. Any set of Swingpoints can be converted to an equal number of points which are added to the player's score.
b. A set of four Swingpoints can be converted to a single Bonus-Vote.
c. Any set of Swingpoints can be converted into an equal number of probability points which are added to the CrIndex of an Otzma Card type chosen by the player.

5. The process of conversion.
a. A player can only convert Swingpoints that e owns, if a player attempts to vonvert more Swingpoints than e owns, the conversion does not take place.
b. A player makes a conversion by publically anouncing the fact the e is doing so.
c. A player can only make a single conversion at a time.
d. A player can only make a conversion if e has not made any conversion of any type in the preceding 7 days. A player cannot make a conversion if e has made a conversion of the same type in the preceding 14 days. The default conversion described in 2a, is not subject to these restrictions.

6. It is the duty of the Chess-Umpire to track all aspects of Swingpoints. If there is no Chess-Umpire, then it is the duty of the newest Swinger to keep track of Swingpoints.

In Which We Are Definitely Hearing Things

The symbol --- and quote marks are used as delimiters in this proposal. The symbols themselves are not part of any body of text the proposal describes, but merely mark the beginning and end of such texts.

[ The current structure for this type of thing is redundant and a little sloppy. Standardize! ]

1. A new Rule titled "Hearings" is created, reading:

A Rule may specify circumstances under which a Hearing is called. When this happens, Count Tabula shall announce in a public message that a Hearing has been called, citing the rule that requires it and the circumstances that brought it about, and telling the valid responses [and other pertinent details]. As of this announcement, the Hearing is in session.

While the Hearing is in session, each Player may send his or her response to that Hearing to Count Tabula privately. Count Tabula shall record each response that matches one of the valid responses for the Hearing. If a Player who has already responded sends another valid response, the Assistant Tabulator shall discard the previous response and record the new one. {{[ This last sentence is probably taken for granted, but it isn't in any of the "Hearing" rules as they exist now. ]}}

The Hearing shall end when it has been in session for three days. When it ends, it ceases to be in session.

Once a Hearing has ended, it has a verdict. The verdict of the Hearing is whichever valid response was given by the most Players in response to the Hearing, if exactly one valid response holds this distinction. Otherwise, if there is a tie among two or more responses, the verdict shall be whichever of the tied responses appears first in the Rule defining them. If no responses were received while the Hearing was in session, the verdict shall be "Never mind." The Assistant Tabulator has the Duty of announcing the verdicts of Hearings with all due haste.

2. Amend Rule 400/2 ("Politeness Moon") to read, in full:

Any Player sending a public message should be as polite as possible. Any Player may call a Hearing on the matter of whether a certain public message from another Player was polite.

The valid responses to a Politeness Moon Hearing are "Yes, it was polite." and "No, it was not polite.". If the verdict of the Hearing shows that the message was not polite, the Player who sent it loses 3 points. If it shows that it was polite, its author gets the nickname Jazz JackRabbit for the next 3 days.

The Earth is flat. Contradiction of this fact is Heresy.

If, in a public message, a Player refers to the Earth being round, or implies that this may be the case, any other Player may start a Witchhunt by sending a public message that names the alleged witch, quotes his or her allegedly heretical message, and calls for a Witchhunt.

A Witchhunt is a Hearing. It is also a Very Grave Matter. The valid responses to a Witchhunt are "No! E said the Earth is flat" and "BURN THE WITCH!" The Player who tabulates the responses to a Witchhunt shall be called Witchfinder General while it is in session.

If the verdict is "BURN THE WITCH!" the alleged witch shall be branded a witch and heretic. E shall then be incinerated atop a bonfire large enough that it not only reduces the witch to eir component atoms but also inspires righteous terror in all who see it. When a witch is burned, e shall enter the Ackanomic Afterlife, and shall lose 10 points.

Any Player who has been burned as a heretic exactly once is considered Enlightened. Any Player burned more than once, however, is beyond hope and may never become Enlightened. Any Player who is Enlightened is free to say what they wish, and may never have a Witchhunt called against them, or be burned as a heretic. This paragraph has precedence over all others in this rule.

5. Rule 730 ("Steel Flea") shall be amended by replacing the paragraph that begins "If any other player believes" with:

If any other Player believes that this message is obviously fake and not clever or witty enough for the nanotech Phoebe, he or she may challenge the authenticity of the message by posting to that effect publically. A Hearing is then called, with valid responses of "Phoebe would not say anything so crass" and "Phoebe said much the same thing to me once". If the verdict is the former, then obviously the Player did not accurately report what Phoebe said, and e will lose the 6 points awarded previously, and will be fined another 6 points for selfishly keeping Phoebe's wisdom to emself. Such challenges must be made within 3 days of the wisdom being posted, and may only be made once per report.
