Any player may pay a certain amount of money to delay a proposal in commission and hearings. To do so, a player simply has to pay (publicly) A$200 to a senator of his choice and specify a unique, single proposal to be suspended. As soon as the senator accepts payment, then the proposal chosen is made dormant.

Gnome Tribe

There exists a tribe of Gnomes from which the Gnome buddy is from. All the members of this tribe are legal members of Ackanomic. The tribe is very powerful and is rumored to be the keeper of much knowledge and artifacts.

If any artifact (gum, potato, etc) is left unused for over 16 days, then it is said to have been captured by the tribe elders and stored in the Big Blue Hut in the center of the village. A object stored in the Big Blue Hut cannot be used in Ackanomic until recovered by a player. The Speaker is in charge of keeping a list of what is in the Big Blue Hut. That list is secret and must never be made public.

Currency and bonds are not artifacts or objects subject to such a capture. Nor is anything that can be reasonably thought to be alive. Such as players for example, or another Gnome.

Should the voting Gnome be killed, disapear, or otherwise not be present or allowed to vote anymore, then the Gnome is said to have be taken back to the tribe's village. In such a case, the tribe elders send another member of the tribe to Ackanomic to act as the voting gnome.

If there is no Gnome Tribe with a Big Blue Hut, then this rule is dormant.

Six players are needed to recapture an object from the Big Blue Hut. Two to juggle and distract the gnome population, who loves juggling. Two to go around the village shouting "The circus is in town! The circus is in town!..." One to go and ask the gnome elders the answer to the question "What do Gnomes want?". And a sixth to go and seak into the Big Blue Hut and capture one of the objects. The Speaker will send him the list privately, and the player sneaking in can pick one of them.

The player that picked the object now owns it and the object and its ownership will be regulated by any and all approriate rules that may exist.

The Big Bad Orks

There exists a big bad tribe of Orks that live just outside the limits of Ackanomic. The only thing they want is to overun Ackanomic, storm the senate and capture all the political officer. But even more, they want to plunder Ackanomic's legendary treasury and all the wealth it contains.

Every wednesday, the Orks will try to invade Ackanomic. If there is no entity to stop them, then they are successful and take with them all the currency from the FM and put all the political officers on holiday for three days (they were hurt). Also, all artifacts and objects are damaged and need fixing. They are inoperative for seven days.

If they are stopped, then they are said to have been contained at the city gates and the population of Ackanomic is victorious.

The Nice Elves.

There exists a tribe of Elves, tall and good and nice folks, who live outside the realm of Ackanomic. But they hate orks, and are allies of Ackanomic.

The Elves are very powerful, and are strong enough to stop any attacks from the Big Bad Orks and any other entity that may attack Ackanomic. But they are often on travels and quests. If the people of Acka need the Elves, then one of the players needs to leave on a quest to find them. It takes a day for the quest to be successful and to bring them back. So in order to have them help on a friday for example, a player must begin his quest on the thursday.

A player may begin his quest by making a public broadcast to that effect. The player is put on vacation for the rest of that day.

Where are the Elves?!

If no allies are here to help Acka push back an attack from the outside, a general call to arms can be issued by any player.

If the Gnome tribe exists, then they send twenty of their best warriors to the fight, in which case only 4 players are needed to push back the assault.

If only players are available as fighters, then 8 of them are needed to stop the invasion.

Any player can respond to the call to arms, even those on vacation. They do so by making their intention to protect the motherland (ackanomic) to the public forum.

If not enough fighters can be found, then the ennemy assault cannot be stopped.

Mercenaries

If the situation is desperate and not enough fighters can be found to protect Acka, then a political officer may order the Financier to go find some recruits from outside Acka and pay them to fight as mercenaries. The Financier may use whatever assets exist in the Treasury to recruit the mercenaries.

Observers are the mercenaries of choice, although _anyone_ who is not a player and sends a message to Acka saying they are willing to lend a hand will count as one extra fighter.

If the fighting goes in Acka's favor, then the mercenaries will be paid whatever they were promised, short of pushing the treasury into debt. The currency paid is put into dormant accounts, which cannot be transfered out of Acka (except under inter/metanomic rules) but are there ready so that when the mercenary becomes a member of Acka, that money is theirs.

If Acka is not victorious, then the mercenaries are said to be pushed back and never make it into the city to help. They are not paid anything.

Black Rider

There exist an evil rider, all dressed in black, that rides for eternity in the desolate plains far beyond Acka's walls in search of a magical item only he knows how to use properly: the Gumball. The weapon of the rider is a long beautiful sword that glitters in the darkness.

If on the day an attack is made on Ackanomic, someone chews the gumball, then the Black Rider feels the magical power of the gum as it is improperly used (did you really think it's for chewing??), calling him - no, it's not alive, it's magic. He will ride like lightning to the aid of who ever is attacking Acka. And two extra fighters are needed by Acka to counter the evil rider and stop the invasion.

The only thing the Rider is affraid of is the Magic Potato. Because it is magic, of course, having been created in ancient times by a master magician whose name cannot be told.

During the day the fighting takes place, and if the Rider is attacking, the person who has the magic potato may try to tackle the rider. He has a one in four chance of succeeding (heck, that Rider is fast) and it will be a random roll by the speaker. If the player is successful, then the Rider falls to the ground, and cowers away in shame, leaving his sword behind. The player now owns the sword. The Rider cannot attack for twenty days, the time to get a new sword from a distant village of giant orks far beyond the horizon.

If the Rider is tackled, then any attack that was taking place is immediately routed and Ackanomic is victorious.

If the attack is successful, then the gumball is captured by the Rider, on top of any other effect this defeat for Acka may bring. He rides aways with the Gumball split in half and each bit pushed into his ears.

Raid Into The Badlands.

If the Gumball has been lost to the Black Rider, then this rule is awake, otherwise it is dormant.

The person holding the magic potato may make a raid into the badlands the Rider is in, for three days, trying once every day to tackle him (one in six chance, dice roll by speaker). If successful, the player recovers the gumball, takes the Rider's sword and is welcomed triumphantly back in Acka.

Otherwise, with the aid of the Gumball, the Black Rider is gathering ork troops and evil humans from distant realms, ready to recreate the mighty evil empire he once ruled. Already, he is strong and ready to march onto the good and friendly castle of our elvish allies.

They have come to ask for our help, saying that the entire world is in danger. If Acka can gather 12 fighters and a magic potato then the forces of good could triumph. Mercenaries can be recuited to fight with the elves.

The attack will take place three days after the Gumball is lost.

Once the attack begins, the siege will continue for as many days as fighters that were sent. Each day, the person holding the magic potato has a one in six chance (random roll by the speaker) of catching the Black Rider.

If by the end of the siege, the Black Rider hasn't been captured, then the Elvish kingdom is destroyed, and the few that survive seek refuge in Ackanomic, coming with the fighter as they return. Ackanomic is then put under siege by the Black Rider and all its players are put on vacation, except the person holding the magic potato. He can continue trying to catch the Black Rider.

If the Rider is caught at the Elvish castle, then all is well, the Orks are defeated and everyone is happy. If caught at Ackanomic, the orks are also routed, but the weakened Elvish kingdom will not be able to help Ackanomic for 24 days. In both cases, the player capturing the Rider gets his sword and the Rider has to wonder for twenty days to get another.

The Gnomes Like Growing Potatos.

If there is a Gnome tribe in Ackanomic, then the elders of that tribe are said to have a magic potato plantation, from the seeds of the Original Potato (tm). If the Magic Potato in play in Acka cannot be found, is lost, is damaged, is destroyed or is otherwise unavailable, the speaker can ask the Gnome elders for another Magic Potato.

The elders are kind and know that this is for the good of Ackanomic, and will give a new magic Potato.

Parades

Whenever a proposal whose number ends with the digits "76" is adopted, an Ackanomic Parade shall be held, with the player who made the proposal as the Guest of Honour.

The Guest of Honour has seven days from the adoption of the proposal to publish an interesting description of the parade. Failure to comply with this requirement, if and when proved, will result in ten points being deducted from the score of the Guest of Honour.

All players will take part in the Parade, and will receive one point for so doing.

The player in possession of the Great Trombone of Ackanomia, if such an entity exists, will lead the Parade and receive not one but ten points.

Any player on Vacation will be represented by an identical replica of themselves, provided for the occasion by the Ackanomic Institute of Genetic Replication, if such exists. Otherwise they will be represented by a cardboard cutout on wheels, which will lower the whole tone of the occasion, so any points they would have received as a result of the Parade will be withheld.

The Great Trombone of Ackanomia

The Great Trombone of Ackanomia is hereby created. It is unique, and will always either be in the possession of one player, or be Somewhere Else. Upon the adoption of this rule, the Great Trombone is Somewhere Else.

Whenever the Great Trombone is Somewhere Else, the first player to make a valid public claim will take possession of it. A claim is only valid if the player concerned has a score of exactly 76 points.

Whenever the score of the player who possesses the Great Trombone exceeds 152 points, they lose possession of the Great Trombone, and it returns to Somewhere Else.

If the player who possesses the Great Trombone leaves the game, they automatically relinquish possession of it, and the Great Trombone is once again said to be Somewhere Else.

The Great Trombone is protected, and cannot be transferred or destroyed except as described by the rules.

It is the name of a luxurious palace near the Senate. A player that has "entered" this palace can do so as per another rule, not directly of his own decision. This palace magically heals all burns, and the ashes of players have been known to spontaneous "decombust" back into the player when put there.

A player may leave the palace whenever he wants.

This rule grants each and every player of ackanomic who voted yes for this proposal, the right to each repeal one single mutable rule of their choice.

To repeal a rule, a player must send the number of the rule to be destroyed to the speaker. That rule will be removed from the rule set. If no rule has that number, the player forfeits this privileged. This power stands indefinitely, until such time when all repeals granted by this rule are used up. At that time, this rule repeals itself.

This rule cannot be repealed by someone who voted yes for it.

If at any time there exists any entity (hereafter called "Bar") created by another entity, and the creating entity does not exist, then this rule destroys Bar. Rules, proposals, and votes will not be destroyed by this rule.

I propose the rule change below, repealing one rule and creating another.

1. Repeal rule 446, titled "Unanimity is a Great Thing".

[[ Rule 446 reads as follows:
This rule does not apply to proposals that amend, repeal, or transmute rules. It only applies to proposals that create new rules. When such a proposal passes unanimously, creating a mutable rule, that new rule automatically becomes an immutable rule, retaining the same rule number it had prior to this transmutation. Any proposal that is voted against unanimously creates a new rule as if it had been voted for unanimously. This rule then becomes an immutable rule, following the procedure described previously. ]]

2. Create a new rule, titled "No Rule-changing rules", with the text that follows:

I. Rules may not be created, amended, repealed, transmuted, or otherwise changed except as permitted in this rule. This rule takes precedence over all other mutable rules that attempt to change other rules or create ways that rules can be changed. [[Sorry about the global precedence, but it is needed for this rule to work.]] For the rest of this rule, "changed" shall be used in reference to rules to mean "created, amended, repealed, transmuted, or otherwise changed."

II. Rules may be changed by valid Rule Changes which are the result of accepted Proposals, in the manner that Proposals and Rule Changes are defined by other rules. Only a Proposal may create a Rule Change and only a Player may create a Proposal.

III. Rules may amend or repeal themselves, or transmute themselves to become mutable.

IV. Rules may be changed according to an Executive Order, or the report from a Constitutional Convention, or a Common Sense Report, if such entities exist, and if the rule changes are accepted by the people in accordance to the rules that define these entities.

V. Rules may be changed by other procedures defined by the rules, should such procedures exist, and provided that the procedures comply with the following restrictions:
V.1. The rules defining such procedures must provide a method by which players opposed to changes in the rules can try to prevent them from taking effect. (By voting, by simply announcing their opposition, etc.)
V.2. The rules must require that the proposed changes are publically announced, and must allow a minimum of 3 days from the time the change is announced before the change takes effect, during which the players opposed to the change try to prevent it from taking effect.
V.3. The rules must not allow a rule change to succeed if N players act to oppose the proposal in the proper way. N is equal to 1 plus 1/3 of the number of active players, rounded down to a whole number.

"5 days after this part of this rule takes effect, this rule shall be amended by deleting this part of the rule, including the sentences which mark the beginning and end of this part of the rule.

"This is the last sentence of the second part of the rule 'Numbering Proposals.'"

[[ As it is written now, 'Numbering Proposals' made the next new rule after proposal 642 passed become rule 643, even though it was proposal 648 which created it. Game Custom seems to be that the rules are referred to by the number of the proposals that created them, but this rule differs from this custom, and I intend to fix this, both for the future (with the minor change to the text) and for the new rules which have been created since that time. It also shows how additional rule-changing rules can be created if "No Rule-changing Rules" is passed. ]]

1.a Let there be a new type of Ackanomic entity called a Church
  b. If Organization is defined, then a Church is a type of Organization
  c. A Church is a Protected entity.

2. a. Any may Player may declare eir intent to found a Church. A Church is
officially recognized when the player has three Followers in addition to
eirself.
b. The Player who founded the Church will be known as the Church Founder. 
c.Any Player who joins the Church will be known as a Follower
d. Once a Church has been officially recognized, a public anouncement will
be made by the Speaker to that effect. The anouncement must include the name
of the Church, the name of the Founder, the names of all the members, and a
document called Church Dogma.Church Dogma includes any infomation concerning
the Church that the Founder wishes to make public.

3. a.Each Church may have a Church Policy. 
 b.Church Policy is an internal Church document. 
c.All Church members must abide by Church Policy as long as they are members
of the Church.
d. The initial Church Policy will be set by the Founder. Church Policy may
only change according to Church Policy
e. A Church is not obliged to divulge Church Policy, in whole or in part, in
a public forum. 
f. Church Policy has no effect over the power to ordain Priests. It cannot
take this power away from the Founder, neither can it give this power to
anyone else.
g. Church Policy cannot prevent a Church member from leaving a Church

4.a. The Church Founder has the power to ordain Priests.
b. A Founder may ordain a Player as a Priest iff that Player is a member of
eir Church.
c. The Founder may delegate any of his duties or authorities to the
Priesthood, except for the power to ordain Priests.
d.In the absence of the Founder, the most senior Priest will perform the
duites, and have the authority of the Founder, except for the power to
ordain Priests.
If seniority is not defined in Church Policy, then the most senior Priest,
will the one who has been Priest for the longest duration of time.
e. If a decision is to be made by the Priesthood, and no method for making
such decisions is defined in Church Policy, then the decision will be made
by a  simple majority rule. In case of a tie, then seniority is taken into
account. [[the side that has the greater total seniority is considered to
have the majority]]. If seniority is not defined in Church Policy, the the
seniority of a Priest will be defined as the length of time that has passed
since that Player has been ordained as a Priest in that Church. If there is
still a tie after this, then the Founder will break the tie.

5. a. A Church may define its own alternative terminology for the Church
specific terms defined in this rule.
 b. Any terms that the Church intends to use in a public forum, must be
defined in Church Dogma.
c. If undefined terminology is used by Church members in a public forum, any
player may publically request the Church to provide an explain of that term.
The Church must respond within 4 days with an explanation it finds suitable.
A Church may provide such an explanation even if no request was made.
d. A Church mailing list is not considered a public forum.

6. A player may not be a member of more that one Church at the same time.

7. a.When a player wishes to join a Church, e may communicate this fact to
the Church Founder either publically or privately. 
b. If Church Policy has nothing to say on accepting new members, then Church
membership will be up to the Founder.
c. Whenever a new player joins a Church, the Church Founder must make a
public anouncement to that effect.
d. A player may leave a Church at any time.

8. a. A Church must always have at least one Priest.
b. A Church must always have at least at four members, including Priests.
c. For purposes of membership, the Church Founder is considered  a Priest
d. Any function that can be performed by a Priest, can also be performed by
the Church Founder.
e. If at any time a Church does not its membership criteria, that is, it
either has less than four members, or has no Priest, it is officially
disbanded. When a Church is disbanded, apublic anouncement is made to that
effect.
f. If a Priest refuses to recognize that the Church  has been disbanded,
then the remaining Church members may be known as a Cult. a Cult has no
official status whatsoever.

9. Church, Church membership, Foundership, Priesthood, and Church Dogma are
Protected.

It Came From Outer Space

Any proposal that contains the letters "U", "F" and "O" anywhere in its text, in capital, will be subject to an attack by the Mind-Reversal-Laser from the Green Ship from Outer Space, which is deemed to exist by the existance of this rule.

The effect will be that every vote "for" that proposal will count as a vote "against", and vice versa. Also, the points awarded to each players will be negated. So if a player would have had -5 points, then she would get 5 points.

The Lost Planet

Scientists in Ackanomic have discovered that the origins of its (sometime) sentient inhabitants, the players, are not as clear cut as was once believed. No longer do they believe we evolved from primitive origins here, on planet Ackanomic, but rather that we are the children of a crashed colonization ship of a great space civilization.

For this reason, every 37 days, when Ackanomic is perfectly aligned for excellent subspace transmition, all the players must make a public broadcast saying:
"This is planet Ackanomic reporting: Come in Nanoo-Zoltar."

The space station is a place of commerce and diplomacy for wonderers, entrepreneurs, diplomats, a port of call, a home away from home for a quarter of a million humans and aliens alike. A place of refuge for anyone scared of (their) shadows, or of getting their heads crushed by a Klingon task force. Whatever those maybe.

Any player may seek refuge on the space station by making a public statement saying she is going there. A player on the station is not on vacation. The player is no longer a Heretic, and she can never again be called a heretic. While on the station, she may also get biogenic implants so that she is made non-flammable. That means she cannot be affected by any fire.

1) Should the current Speaker perform no game actions for a fortnight, players may invoke Succession Proceedings (SPS). If this is true, SPS are officially invoked upon 3 or more players posting to the public forum that they wish them to be invoked.

2) Should the current Speaker perform any game action, including, but not limited to, posting to the main forum, SPS are immediately terminated.

3) Upon SPS being invoked, one of the players invoking them must send a message to the current Speaker stating what is going on, with the subject line "Ackanomic: Official: SPS". If the current Speaker responds to the message in the public forum within 3 days, SPS is immediately terminated.

4) If the current Speaker does not respond, an Acting Speaker is selected by the following procedure: (Note that the "work" required by this procedure (sorting the offices, offering the positions, etc), can be done by anyone in the game. If the procedure is stalled at a particular point because a piece of work is not done, and no one steps forward to do it for three days, the SPS is terminated)

4a) All office holders (functional, political, and otherwise) are candidates for succession, with the following exceptions: The current Speaker, regardless of any other offices he or she holds, is not a candidate. The holder of any office which explicitly cannot be held by the Speaker is ineligable. A player on vacation is ineligable.

4b) The occupied offices are listed, sorted by the rule number which created them (lowest rule number/office on "top" of the list, rule numbers increasing from there). Any offices excluded by 4a) are not listed. [[This allows for additional offices to be created without having to come up with a succession list in this rule]]

4c) The player holding the office at the top of the list is offered the position of Acting Speaker. They have 2 days to accept or decline the position. No reply is taken as a decline. If the office has multiple seats (e.g. Senate), players within the office are sorted alphabetically by Ackanomic Name.

4d) If a player declines, they, and all offices they hold, are struck from the succession list.

4e) If all players decline, then the 3 players who first invoked SPS will become the Acting Speaker as a group.

5) Upon selection of a Acting Speaker, the following will occur:

5a) The Acting Speaker will, regretablly, invoke "No dead players allowed" or its equivelent, on the current Speaker. This clause superceeds all mutable rules which only give the Speaker this priveledge. If the procedure to remove dead players from the game is undefined, then the Acting Speaker will use "Permissability of the Unprohibited" to remove the dead Speaker. If this is illegal or impossible for any reason, the current Speaker is considered Impeached, and loses the title.

5b) The Acting Speaker will carry on all other duties and responsibilities of the Speaker. This clause superceeds all mutable rules which only give the Speaker certain duties and responsibilities.

5c) Upon the current Speaker responding to 5a, the SPS will be terminated, and there will be no Acting Speaker.

5d) Upon the current Speaker not responding to 5a, the Acting Speaker will hold an election for Speaker under the rules for doing so. If those rules are undefined, the following will happen:

5e) The Acting Speaker will become the Speaker if the Acting Speaker is an individual. If the Acting Speaker is a group, that group will decide among itself which of its members will become the Speaker, and that person will become the Speaker. If the group fails to decide within 3 days, the first person who called for the SPS will become the Speaker.

6) Upon the termination of SPS for any reason, clause 1) must again be satisfied for them to be initiated again.

The Langemoor Commission (LC) will have as its head the Doyen of Ackae. The Senate will choose by straight majority one of its members to sit on the LC. Just as will the OotF choose in the same manner one of its members to sit on the LC.

The Langemoor Commission has as its sole guideline, the duty to provide the warmth and moderation of human fairness to the cold, unfeeling interpretations of the rules. This means it should always be bias toward making sure interpretations of the rules are simple, easy, friendly, broad when granting powers to all players, narrow when punishing, restricting activity, granting powers to a few or a single player.

The LC can overrule an AOJ or CFJ or the likes which emanate from Judge(s), Justice(s), provided the following conditions are met.
(1) The LC is unanimous in its decision.
(2) Within 3 days of the overruling, at least 5 other people have made a public message supporting the LC decision to overrule.

Should the overruling be legal, then it can never be undone, except by an entity which is granted the specific power to overrule the LC itself. The new CFJ ruling will be recorded as the official ruling, citing "LC" as the judge. No members of the LC can be impeached for work on the LC, or removed from the LC, except by the normal process through which members are chosen as stated above.

A judge must remember that while the Rules are cold and specific in their language, the players who live by those rules are alive, not objects.

A judge must provide fairness and broadmindedness in interpreting the rules and traditions. Never can he hide behind the comfortable letter of the law. Instead, the Judge should be willing to solve problems, be as positive as she can while staying within the bounds of the rules. This may mean that discontented players may try to overrule, but the good judge must never be afraid of that, and should not consider this as a factor when reaching a decision.

All judges must be as broad as possible when interpreting rules that grant powers to the players. If a rule could be interpreted, by tradition or intent as referring to all the players, then it should be so.

A new rule titled "Gadgets" will be created, reading as follows:

(i) A Gadget's Blueprint is the Blueprint that defines the class of Gadget to which that Gadget belongs. If a Gadget's Blueprint exists, the Gadget behaves in the manner defined by the Blueprint, and may be manipulated in accordance with it.

(ii) A Gadget has at most one owner. The ownership of a Gadget may be transferred from one Player to another by mutual consent, but both Players must write messages to the Inventor notifying him of the transfer. The time of the transfer is the time of the later of the two messages.

(iii) The ability to create Gadgets is a Privelege of the Inventor. The Inventor may create a Gadget only by performing these tasks, in this order:

(a) choosing a type from those defined by existing Blueprints.

(b) announcing publicly that a new Gadget of that type is being made. This cannot be done if the Inventor is already in the process of making a Gadget.

(c) building the gadget. This task is completed when the Inventor has spent at least three days building, and the Blueprint defining the type of Gadget to be made has existed for at least one week. The Gadget is created at the end of this time. It has no owner.

(d) announcing publicly that the new Gadget has been built and that the auction for that Gadget has begun.

(e) holding an auction. The auction begins with the Inventor's announcement that it has begin and ends three days later. During this time, a message to the Inventor from another player offering a positive amount of currency for the Gadget is a bid. At the end of the auction, a bid is valid if the player who sent it has at least the amount of currency he or she offerred.

(f) determining the Gadget's owner. When the auction is over, if no valid bids were sent, the Gadget is destroyed. Otherwise, the player who set the valid bid offering the most currency is the winner of the auction. The amount of currency the winner offered in the winning bid is deducted from his or her account, and ownership of the new Gadget is transferred to him or her.

(iv) If, during the creation process, the Inventor's Priveleges are suspended, the process is paused. If, during the creation process, the Inventor leaves office, no new Gadget is created, or the new Gadget is destroyed (whichever case applies). The process is then aborted and cannot be continued by the succeeding Inventor.

(v) A Gadget's owner can destroy it by publicly announcing that he or she is doing so, unless the Gadget's Blueprint specifies that it is indestructible.

(vi) A Gadget may create, destroy, or manipulate a protected entity if its Blueprint so specifies. [So, Gadgets can affect other Gadgets, create points, and so on, as long as this behavior does not conflict with the Rules.]

3) There is no limit to the number of Festivals that can occur in a given time period, except as in 2) above.

4) During a Festival, it is illegal for the Promoter or anyone else to distribute a Proposal for voting. This clause superceeds any mutable rule which would require or allow the Promoter, or anyone else, to do so. This specifically applies to Proposals. Not Resolutions, not CFJs, not Recall Petitions, etc. Just Proposals.

5) A Festival is started in one of 3 ways:

5a) Upon the passage of a Resolution or Proposal that specifies that a Festival of a given length start on a given date, relative to when it is passed. E.g: "Upon passage of this, a Festival of Torkola will start on the day following, and last for 7 days". Note that clause 2) cannot be violated. Note that this is e.g., it doesn't happen when this rule is passed.

5b) Upon distributation of any proposal whose last 2 digits are "00", the Promoter may declare a Festival to start on the day following the distributation of the proposal. He or she shall also determine the length. The Promoter is strongly encouraged, but not required, to do this. He or she must consider the state of the game and popular opinion when making this decision. This clause superceeds or augments all mutable rules which define the priveledges of the Promoter, and all mutable rules which would deny the Promoter this priveledge. This shall be a Priveledge of the office of Promoter. [ie, a Festival can occur every 100 proposals].

5c) Upon failure of any 3 consecutive proposals/resolutions due to Quorum not being met, a Festival of 5 days will automatically start on the day following the public disclosure of the 3rd failure. Any failures which occur during a Festival or before the known start date of one shall not count. e.g, if 6 proposals fail on a Saturday, the first 3 are sufficient to start a festival on Sunday, and the other failures shall be ignored.

Upon each creation of a Rule fulfilling all three of the following conditions:

(1) the Rule has a game effect in addition to its own addition to the Ackanomic Rule Set and any effect claimed under this Rule
(2) each word in the Rule exists either in the Ackanomic Rule Set previous to the creation of the Rule, or in an electronically accessable dictionary of the English language selected by the Web-Harfer, should that office exist, provided that such dictionary is not under the control of any Player
(3) the text of the Rule is palindromic, that is, the text of the Rule would be the same, character by character, forward and backward if all alphabetic characters were lower-case, and anything other than alphabetic characters and numeric digits was removed.

the Player that submitted the Proposal that created the Rule shall:

(1) have eight (8) points added to his or her score
(2) receive the honorific title "Sage o' Doe Gas" to hold until such time as another Player receives points under this Rule.

Absolute Reference Number

Every rule shall have both an effective ordinal number and an absolute reference number (hereafter referred to as ARN). The ARN must be a positive integer.

All rules, at the time of the creation of this rule, already have effective ordinal numbers assigned to them, and there are rules that describe how to generate the effective ordinal number for any new or amended rule. The instant this rule is adopted and goes into effect, all currently existing rules will have an ARN assigned to them. The ARN for such rules will be the same as their effective ordinal number.

Whenever a new rule is created (by whatever means) it will be assigned an ARN. The ARN of the newly created rule will be identical to the effective ordinal number assigned to it. Whenever a rule is amended or transmuted, or modified in any way, it will retain its previous ARN. Any rule, when it is repealed, will retain its ARN.

No two rules may have the same ARN. If a case ever arises when a rule is to be assigned an ARN that is already assigned to a rule (or repealed rule), then the Speaker will select a different ARN and give it to the new rule. The Speaker must select an ARN that is not currently assigned to any rule (or repealed rule), and the Speaker will try and select an ARN that will not be assigned to any other rules in the future).

In order to make handling this game easier on all players, all subject lines should have standard components. All Ackanomic messages will use the following system to determine the appropriate subject line:

The subject line (hereafter referred to as SL) for a message containing voting results ought to be of the form (omitting quotation marks) : "Ackanomic: Pnum Voting Results" (where Pnum is the number of the proposal in question). The key word that cannot be altered is the word "Results".

The SL for a message containing a proposal should follow the form: "Ackanomic: Proposal Pnum" (where Pnum is the number of the proposal in question). They key word that cannot be altered is the word "Proposal".

The SL for a message containing a Call For Judgement shall follow the form: "Ackanomic: CFJ Pnum" (where Pnum is the number of the proposal in question). The key word that cannot be altered is "CFJ".

The SL for a message containing any official announcement, news, or other "official" Ackanomic business shall follow the form: "Ackanomic: Official". The key word that cannot be altered is "Official".

The SL for a message containing a draft proposal shall have the following form: "Ackanomic: RFC (text)" (where (text) is not required, but encouraged). The key word that cannot be altered is "RFC". [Note that the acronym RFC stands for "Request For Comment"].

The SL for a message that is a general discussion follows the form: "Ackanomic: Discussion (Topic)" (where (Topic) is NOT required, but may be used to explain the topic of the message). The key word that cannot be altered is "Discussion".

The SL for any message that does not fit into one of the above categories, unless it is defined by some other rule, shall be of the form : "Ackanomic: Misc (Explanation)" (where (Explanation) is not required, but may explain what the topic of the message is). The key word that cannot be altered is "Misc".

Players should use these subjects for any message sent concerning the game. Minor variations are allowed in all cases, as long as the key word remains unchanged, and if the SL begins with the standard "Ackanomic" (or "re: Ackanomic, or minor variants thereof). If a player fails to use these standardized subjects, they will recieve a penalty of a deduction of one point from their score.

The abbreviation Acka is an acceptable substitute for the word Ackanomic in all cases.
