The Pnomic Ruleset

Chapter 1: The Rules

Section 1-1
      These Rules have jurisdiction over all persons registered as Players in any matter in which such a person engages while registered as a Player, and over any matter necessary to carry out the provisions of the Rules. In all cases, the most permissive construction of the Rules shall be applied.

Section 1-2
      No provision of the Rules shall have legal force before its enactment or after its repeal, except that the repeal of a Rule does not extinguish any penalty or liability established by that Rule, so long as the penalty or liability arose while the Rule still had effect.

Section 1-3
      If any provision of the Rules or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions that can be given effect without the invalid provision or application.

Section 1-4
      Each Rule shall have a unique designation consisting of a chapter number and a section number. A Rule may be uniquely cited by its chapter and section numbers, separated by a hyphen (thus: Rule 1-3). All of the Rules with the same chapter number form a Chapter, and may be referred to collectively as such.
      When the implementation of a Rule Change enacts a new Rule, that Rule shall be given the Chapter and Section Numbers specified in the Rule Change that enacted it. If the Rule Change states only a Chapter number, the new Rule receives that Chapter number, and receives as its Section number the least integer which has never been assigned as a Section number to a Rule in that Chapter. If the Rule Change does not specify a Chapter number for the new Rule, then the Speaker shall either assign it to an existing Chapter and assign it a Section number as above, or e shall assign it as its Chapter number the least integer not previously used as a Chapter number to any Rule, and as its Section number the number 1.

Section 1-5
      If two or more Rules are in conflict with one another, the Rule least recently enacted or amended takes precedence, and the other(s) are without effect in that circumstance.
      However, if another method for resolving conflicts involving the Rules in question is specified, then that method shall govern, unless there is more than one such alternate method specified, and not all such methods agree as to which Rule takes precedence, in which case the default method of this Rule instead governs.

Section 1-6
      The Rules shall never be changed except as specifically permitted by the Rules.

Section 1-7
      The Speaker shall maintain a complete and accurate record of the Rules, in the exact form in which they exist.

Chapter 2: The Players

Section 2-1
      A Player is a person who is registered to play this Nomic; however, no person may be registered or deregistered except in accordance with the Rules.

Section 2-2
      Any natural person may, at any time, announce his intent to play this Nomic, and thus become registered as a Player; however, to have legal effect such announcement must be made such that all current Players may reasonably receive it.

Section 2-3
      Any Player may, at any time, announce that he no longer intends to play this Nomic, and thus cease to be registered as a Player.

Section 2-4
      The Speaker shall maintain a list of all registered Players.

Chapter 3: Proposals

Section 3-1
      The Speaker shall be responsible for administering the process of making and voting upon Proposals.

Section 3-2
      A Proposal may be made at any time by any Player by submitting the Proposal to the Speaker. Only Players may make Proposals.

Section 3-3
      The Speaker shall assign each Proposal he receives a Proposal Number. He shall then distribute the Proposal to all Players, after which the Players shall then Vote upon it.

Section 3-4
      The first Proposal shall be numbered 1, and each subsequent Proposal shall receive the next higher integer.

Section 3-5
      Any Proposal which is adopted shall take effect in the exact form it was Voted upon.

Section 3-6
      No Proposal shall be adopted, except by the means of a properly-conducted Vote in which it has received the required number of Votes in favor and in which a Quorum has been acheived.

Section 3-7
      Unless otherwise specified, a Proposal shall be adopted if and only if it receives more votes in favor than opposed.

Section 3-8
      A Proposal, if adopted, shall upon its adoption have the force of a Rule for a time sufficient to implement its provisions, and no longer. Any provision of an adopted Proposal which conflicts with the Rules in any way or which would require an indefinite time to implement is without force.
      No Proposal shall have legal force or effect prior to its adoption.

Section 3-9
      Proposals may contain provisions which, upon the adoption of the Proposal, change the Rules. Such a provision is called a Rule Change. A Proposal may contain any number of such provisions.

Section 3-10
      The Speaker shall maintain a complete record of all Proposals made, by whom, and their final outcome.

Chapter 4: Voting

Section 4-1
      A Vote upon a Proposal shall commence at the moment the Proposal to be Voted upon is distributed to the Players, and shall last for a Voting Period of seven days.

Section 4-2
      Quorum is defined as 20% of the registered Voters at the beginning of the prescribed Voting Period. However, Quorum may never be less than three. For a Vote to meet Quorum, at least that many Voters must vote.

Section 4-3
      Each Voter registered at the beginning of the Voting Period shall have one Vote. All others may not Vote.

Section 4-4
      All Players, other than the Speaker, are Voters. The Speaker is not a Voter and may not Vote.

Section 4-5
      An individial Vote may be either in favor of or opposed to a Proposal, but not both. Votes must be clear and unconditional. A Player casts his vote by transmitting it directly to the Speaker.

Section 4-6
      Only those votes cast between the beginning and the end of the Voting Period on a given Proposal are valid; all others are not.

Chapter 5: Judgements

Section 5-1
      A dispute regarding the correctness or legality of any action, finding, or determination within the context of this Game may be formally resolved by the submission of a Petition for Judgement by one of the parties of the dispute to the Speaker.

Section 5-2
      The Speaker, upon receiving a Petition for Judgement, shall assign it a number, and select a Judge of that Petition. He shall then distribute the Petition to all Players and announce the identity of the Judge.

Section 5-3
      The first Petition shall be numbered 1, and each subsequent Petition shall receive the next higher integer.

Section 5-4
      The Judge of a Petition shall be selected at random from all Players not barred or recused on that Petition.

Section 5-5
      The submitter of a Petition is barred from being assigned to Judge it.

Section 5-6
      If there are no Players not barred or recused from being assigned to Judge a given Petition, all Players previously recused on that Petition shall again be considered eligible for selection. If there are still no eligible Players, all Players barred, excluding the Player submitting the Petition, shall be considered eligible for selection.

Section 5-7
      Once a Judge has been assigned, he has seven days from the date of distribution of the Petition to render his decision. If the Judge fails to render a decision in that time, or upon his request, he shall be recused, and a new Judge shall be selected.

Section 5-8
      The Judge of a Petition shall deliver his Judgement by submitting it to the Speaker, who shall then distribute it to all Players.

Section 5-10
      A Judgement is one of TRUE, FALSE, or UNDECIDED. The Judge may choose to include reasons or arguments along with his Judgement, but such reasons and arguments are not part of the Judgement. If the Judge chooses to include reasons and arguments along with his Judgement, these shall be distributed along with the Judgement itself.

Section 5-11
      All Judgements shall be made in accordance to the Rules. If the Rules are silent, inconsistent, or unclear, the Judge shall consider game custom and the spirit of the Game before applying other standards.

Section 5-12
      The Speaker shall maintain a complete historical record of all Petitions for Judgement, the Judgements rendered upon them and by whom.

Chapter 6: Scores

Section 6-1
      Each Player shall, upon registering, have a score of zero Points.

Section 6-2
      A Player's Score may not be changed except as specified in the Rules.

Section 6-3
      A Player shall receive 1 Point for each Vote cast. This award is received at the end of the Voting Period of the Proposal for which the Vote was cast.

Section 6-4
      The Player who proposes a Proposal shall receive 10 Points if the Proposal is adopted, and shall lose 10 Points if the Proposal is rejected. This award or penalty is assessed at the end of the Voting Period for that Proposal.

Section 6-5
      Any Player who votes against a Proposal which is then adopted receives 5 Points at the end of the Voting Period for that Proposal.

Section 6-6
      Any Player who requests to be recused from Judgement loses 2 Points. Any Player who is recused from Judgement for reasons other than eir request loses 5 Points.

Section 6-8
      Any Player who delivers a valid Judgement within the the time limit specified in the Rules receives 5 Points.

Section 6-9
      The Speaker shall maintain a record of the scores of every Player.

Chapter 7: Winning

Section 7-1
      The first Player, other than the Speaker, to attain or exceed a score of 100 Points in any given Round wins that Round. If more than one Player reaches or exceeds this total simultaneously, all Players to do so win that Round.

Section 7-2
      Whenever a Round ends, the following events shall immediately take place:
        1. If there is a single winner, he shall become the Speaker for the next Round. If there is more than one winner, the current Speaker shall select one of them at random to become the Speaker for the next Round. If there are no Winners, the current Speaker shall be the Speaker for the next Round.
        2. The Scores of all Players are reset to zero.
        3. The next Round of the Game is then begun.

Section 7-3
      Except for those changes specified in the Rules, no changes are made at the end of a Round.

Chapter 8: The Speaker

Section 8-1
      If there would otherwise not be a Speaker, or if the Speaker would otherwise not be a Player, the Player with the highest Score shall be Speaker. If there are two or more Players with the same highest score, the Player whose name lexicographically precedes that of the others shall be Speaker.

Section 8-2
      If the Rules require that any sort of records be maintained by a Player, then those Records must be made available for the perusal of every Player, unless the Rules specify otherwise.

Section 8-3
      If the Rules require that a random designation be made, but do not specify a Player who is to make that determination, the Speaker shall do so.
